A public hearing on the Ordinance to amend the Bingo Ordinance to conform to the Law. Hearing to be held at 8 *30 P. Visitors: Mr. Edgard Filmer Supervisor asked for the reading of the minutes later Clerk read minuted of the June3, and June 22 Special meetings no corrections approved. Supervisor Dates advised that Mr. Clarence Morse had giveh(I a flag for the Town Hall this in honor of Mrs arish "and Q;erk to send Mr. Morse a letter of thanks and also notify Mrs. Parish . Letter and petition from Mrs. Dunlop of 'Warren Road regarding a, reduction of speed limit on Warren Road to 35 miles per Hr. Discussion: Resolved by Mr. Spry seconded by Mr. Kidney: That the letter and petition be forwarded to the proper County and State officials. Carried all voted Ave. l� r. AN ORDINANCE TO AMEND THE ORDINANCE ADOPTED BY THE TOWN OF LANSING, AUTHORIZING THE CONDUCT OF BINGO BY CERTAIN ORGANIZATIONS FOR CERTAIN PURPOSES IN SUCH TOWN The ordinance to permit the conduct of Bingo passed by the Town Board of the Town of Lansing on the 5th day of May, 1958 is hereby amended to read as follows: SECTION 1. PURPOSE. The purpose of this ordinance is to amend an ordinance adopted by the Town Board of Lansing dated May 5. 1958 authorizing the conduct of Bingo in said Town to change the reference in such ordinance from Article 14 -G of the General Municipal Law to Article 14 -H of the General Municipal Law, as so renumbered by Chapter 438 of the Laws of 1962 and to set forth herein the following additional amended and renumbered restrictions concerning the conduct of the game of Bingo by an authorized organization in such Town as required by Section 479 of the General Municipal. Laws of the State of New York as amended by Chapter 438 of the Laws of 1962% 1. No person, firm, association, corporation or organization other than a licensee under the provisions of Article 14 -H of the General Municipal Law, shall conduct such game or shalllease or otherwise make available for conducting Bingo a hall or other premises for any consideration whatsoever, direct or indirect.? 2. No Bingo games shall be held, operated or conducted on or within any leased premises if rental under such lease is to be paid, wholly or partly, on the basis of a percentage of the receipts or net profits derived from the operation of such game, 3. No authorized organization licensed under the pro sions of Article 14 -H of the General Municipal Law shall purchase or receive any supplies or equipment specifically designed or adapted for use in the conduct of Bingo games from other than a supplier licensed under the Bingo Con- trol Law or from another authorized organization. 4. The entire net proceeds of any game of Bingo and of any rental shall be exclusively devoted to the lawful purposes of the organization permitted to conduct the same. 5. No prize shall exceed the sum or value of two hundred fifty dollars in any single game of Bingo. 6. No.series of prizes on any one Bingo occasion shall aggregate more than one thousand dollars. 7. No person except a bona fide member of any such organ- ization shall participate in the management or operation of such game. 8. No person shall receive any remuneration for partici- pating in the management or operation of any game of Bingo. 90 The unauthorized conduct of a Bingo game and any will ful violation of any provision of this ordinance shall constitute-and be punishable as a misdemeanor. This ordinance shall take effect thirty (30) days after enactment hereof as provided by Section 497 of the General Municipal Law after due publication and. posting; as provided by Section 133 of the Town Law. k. T Clerk read notice of publication of hearing and amendment. The Supervisor opened the Public Hearing.at 8:40 P.M. on the Bingo Ordinance Amendment as advertised. He asked if any person attending the meeting wished to express themselves for or against the amendment. No one did. He asked for Board action. Resolved by Mr. Kidney, seconded by Mr: Ferris, Resolution: Whbreas a public hearing was held on the 8th, day of July, 1963, in the Town Hall, Town of Lansing, at 8:30 in the evening relating to the amendment . of the Bingo Ordinance for the Town of Lansing, which ordinance amends the present ordinance in order to make it conform with present law and whereas due notice of saidl.'mcetilnd was given by notice in The Ithaca Journal on the 25th. day of June, and whereas at said hearing no one . appeared and objected to the amendment to said. Bingo Ordinance Now therefore be it resolved that said Ama'ndmentt.to the Bingo Ordinance be and the same is hereby enacted and adopted and the Town Clerk is hereby authorized and directed to enter said order once in the minutes and publish the same once in the Ithaca Journal and post a copy thereof on the Town Sign Board. and file affadavit of publishing and posting with the Town Clerk, Carried. All voted yes. zoo 104 July 8, 63, cont'd. The 1upervisor asked Mr. Tarbell if the Assessors had any problems or information for'the Board . He stated that as Tues*. was greivance day after that he would know more how the roll would be compared with last -t *ear He expected that there would be a gain even after dropping the International Salt o. Mr. Ferris brought up that Mr. Suttona trgstee of the Asbury Go metary had asked him if it would be possible for Hy. Supt. to draw away some stumps th :it he was going to have removed from the Cemetary Hy . Supt. said he would draw them away if Mr. Varga who was digging them up would load them . Matter of painting Town Hall Roof and new eves trough: Mr. Ferris had one bid from Wagner heating and plumbing although he had 4. contacted other contractors This bid was $215.00 for eves troughs and $$290.00 for painting roof . Discussion: The Board was of the opinion that the price for Eves Trough was a fair price, but that sthe price for the roof job plenty high. The Hy. upt. had at one time received a price for paint which could be.put on at a lower figure. Mr. Ferris also.was of the opinion that the roof job could be dine for less. The Supervisor and Board members advised Mr. Ferris to work with Hy. Supt. and if a better price co}.11d be had to do so if not get the job done as it needed to be done before fall. The Supervisor read letter from the Lansing Fire Commissioners regarding and requesting the tiy. 6upt. to build. i fire pond at North Lansing, Discussion: No action taken at this time letter filed.. Clerk advised the Board that Ed. Wagner Sr. had called him regarding haveing the Hy. Dept. correct the entrance to Myers Heights road from the Myers road as as it now is it is on his property some. The Supervisor said that he had. talked to him and also the Hy. `'upt. said he would meet there any time and see about changeing it. The Supervisor presented his report explaining same in detail filing same with the Clerk. Clerk presented the bills: Motion by Mr. Kidney seconded by Mr. Ferris: That bills numbered from 87 thru 96 be paid as listed in the record of town accounts, carried all voted Aye. Hy. Supt. advised that Atty Williamson had checked the highway Law and that the signs on .Brown Hill Raod should be Road Impassable instead of no thru traffic .
