Public hearings to be condusted to ammend the Trailee Park Ordinance and bn the application of Arthur Fuller to establish a trailer park time 8:00 and 8�1$ proper advertiseang been done Supervisor asked Clerk to call Aoll All present. Me the ' 7upervisor opened the public hearing on the amendment to the Trailer Park Ordinance . The Clerk read the notice of publication in the Ithaca Journal: That "the Trailer Park Ordinance be ammended , eliminate the nesessity of paying license as designated in Section 3 of the Ordiaance. The Supervisor asked if-any person wished to be heard regarding this amendment. The Supervisor stated that he felt that there should be some fee charged for the Trailer Park License . Mr. Howell defined has views on this that no fee should be charged'any person for starting any business in the Town that if a fee is charged for Trailer-Park a fee should be charged any person building houses for sale gas stations etc. Mr. Ferris stated that he is against any fee being charged for< Trailer nark parking lots. Mr. Spry stated that if an ordinance was adopted a fee should be charged for administering it especially where a license was to be issued . Further J iscussio n The supervisor asked ifrany,00ther person wished to be heard *on the above hearing Hearing closed. ?resolution by Mr. Howell seconded by Mr. Ferris: That the amendment to the Town Trailer Park Or�inancebe approved and no fees be charged for license to establish a Trailer Papkovideing all other provisions of the drdinance are met particularly those rules and regulAtions of.the Tompkins Health Department and be it further; Resolved that section 3 of said Ordinance dealing with license fees be and the same is hereby rescinded . Said Section reads as•fola.11 &ws: The Annual License fee for each trailer park, park, ahl be three($3.00) for each trailer facility with a minimum fee of twenty -f®ur ($24.00)`c. The Supervisor opened the public hearing on the application of Mr. Fuller to establish a Trailer ark at his property in �ansingville Clark read the notice of hearing published in the Ithaca Journal. ` ..r nearing opened to any one present that wished to be heard . Arthur Mr. Ferris stated that he is in favor of granting Mr. Fuller a license to establish a Trailer Park on his property in Lansinkville as discribed in the applicati Mr. Fuller haveing oitmed his home there for some time and keeping it in good repair he is sure that he would construct and maintain a Trailer Park in such a way that it would In no way decrease the value of any adjoining property . No other persons wished to be heard. Discussion Motion by Mr. Spry seconded by Mr. Kidney: That Mr. Arthur Fuller be given a license to establish a Trailer Park on his property located on the Jerry Smith Road near intersection of the Lansingville road in the Village of Lansingville `. Takeing in consideration that all require. ments of the Ordinance and the County Health Department regulations have been met. Supervisor asked. 6lerk to rake a roll call vote. Mr. §pry Yes Mr. Kidney Yes Mr..Dates Yes Mr. Howell Yes Mr. Ferris .Yes Carried The Supervisor asked Mr. Kulakosky what he wished to bring up before the Board. He stated that he was building houses on Warren resod and Farrell road and that the dust was very bad there He said that the Farrell road was to have been black topped ,'the funds had been allotted for this work and he quoted what the Ithaca Journal had written in 19$j9 stateing that under the .Erwin plan *the Farrell road. and Brick Yard Hill road were to be Black topped . He understood that the Brickyard dill Road had teen and why hadnt the Farrell road . The Supervisor asked the Highway Superintendent to explain to Mr. Kula.kosky what the Erwin Plan roads were amd how much state aid was received from the state for them. The Oighway Supt. explained that the Town only received from the state and that this reimbursement was only for the construction of the road and no money was received for a permanant Black top , the Town had to finance all of the top and. this was being done to the Erwin Hoa.ds as soon as the Town could find funds to do it and they were taken as traffic warrented this kind of a top. Also that no money had been budgeted. for the Farrell road or the Brick Yard Hill road black topping The Brick and Hill Raod did not have a permanant top but was an experiment. The Supervisor asked Mr: Howell for docks at park basin was progressing. a report on how the construction of the Mr.iHo_well reported that he had contacted Mrs Ford about getting the pile driver to build the Docks she advised him that it was broken and did not know when it would be repaired He stated. that Hy. Supt. and himself had checked places where one could be hired ,.finally located one in Watkins Glenn contacted him and he had come over and looked at the Basin He came up with a plan for six docks along a walk way which would enable about 18 boats to be anchored He would furnish material and build them the cost he would have to figure and send cost This would be approx. $2,500. on. r May 13, 63 cont'd. Mr. Howell was reasonably sure that the revenue from rental of. these Dock spaces would pay for the "cost of construction The Supervisor asked the Atty about how rules and regulations can be formed and carried out for the operation of the marina. at the nark Atty. Williamson stated that any rules and .regulations for control of Town Parks can be made by the Town Board. Discussion: The Supervisor asked that Watkins and find out just Atty. �Iilliamson advised let without bidding. the Board meet at the Park with the contractor from what the cost of constructs ng thes docks would be . that if the cost was under $2,500. the contract could be The Supervisor read copy of minutes of a Special meeting of the Trustees C 95 of the-Village Board of Cayuga Heights Village regarding the application they have received from property owners on N. Triphammer road in the Town of Lansing for annexation to the Village of Cayuga Heights. This &opy was read for.information only. Discussion; The Supervisor advised he had. received permit from the County Health Department to maintain and operate a refuse disposal site. He .filed permit with Town perk. At this time he asked. for the minutes of the April 22, meeting. Clerk read the minutes no corrections approved. The Clerk presented copy of report from Water resource commission dismissing the request for extension of time of the-Glenside Water District Corp. copy filed with �;lerk. Discussion: Highway Superintendent reported that considerable patching had to be done on Black top roads due to the winter weather also the gravel road needed leveling up. Also that thought should be given to what roads were to be built for 1964 -' uhder the Erwin Plan as these had to be in in June. The Supervisor presented his monthly report exp;aining same in detgil and filing with the Clerk. The clerk presented the bills,* Motion by Mr. Spry secohded by Mr. Ferris: That the bills numbered from 56 thru 61 as listed in the record of Tovm Accounts be paid as audited . Carried all voted Aye.
