M. besides regular business to publicly open bids on a used dump trailer as advertised. Supervisor Dates pre siding. Roll Call ftarris b. Dates Floyd Ferris. Pres. Clerk Pres, Visitors: Jack Ettingtr, Gordon Selden, Arthur Fuller, later Marren Newman, Dr. Lyman Fisher and awrence Conlon. The 5�upervisor opened the meeting asking the Clerk to take the roll and read the minutes of the march meetings. The Clerk advised that all members present and read the minutes of the March 18th and 25th meetings there were no corrections approved. The Clerk advised the Board that Mr. Arthur Fuller had filed an application for a Trailer Park License along with the necessary map showing location and number of trailers to be palced in the Park Clerk also had a copy of; letter mailed to Mr. Fuller from the Tompkins County Board of Health by sanatary Engineer,Frank Ligouri approveing this Park provideing certain regulations were carried out. Mr. Fuller being present was asked to explain more about the proposed Trailer Park . Discussion: Questions were asked also the ordinance was reviewed . At this time Councilman Howell stated that he would like to have the ordinance amended Omitting Section 3 whereby a License .fee of be charged. . Discussion: Resolution by Mr. Howell seconded by Mr. Ferris: Resolved: That thp'Lansing Town Board will hold a public hearing on May 13, 63, 8:00 P. M at the outh Lansing Town Hall for the purpose of amenci.ing the. mown Trailer Park Ordinance to eliralanate the necessity of paying; license fees as designated in Section 3 of the Ordinance and the Clerk is instructed. to publish this notice under Section 130 of the flown Law. M. in the South Lansing town Hall for the purpose of hearing all persons for or aganist a proposed Trailer Park to be established. by Arthur Fuller on his property located on the Jerry Smith Road near intersection of the Lansingville Road in the Village of Lansingville. This Public Hearing is being held .in compliance I with Section 5 of the Lansing Trailer Park Ordinance . The �'lerk orderd to publish same . Carried all voted Aye. Mr. Ferris suggested the Board rescind the Trailer Park Ordinance . Discussion: Motion by Mr. Ferris That the Trailer Park Ordinance be rescinded by the Town board. Supervisor called for a second to this motion . no second motion was lost. KC April 22, 63, cont'd. The Supervisor introduced Mr. Ettinger asking him if he had any problem to be brought before. the Board. He explained he was interested in renting. dock space for a boat at the Town Park if docks were to be built and that Mr. Howell could best explain it Mr. Howell advised the Board that he was interested in building a number of boat docks at the basin in the Town Park , he had contacted Mrs. Ford at Finger Lakes marine adjoining as to hireing her rig to drive to piles also had cost of treated piles and planks , which would be approx. $80.00 for each dock was unable to arrive at a cost of d.riveing . These Docks to be leased only to Town of Lansing residents . Mrs. Ford at first was not to agreeable for leaseing the driver but did agree if the same party that used the driver last year could be hired to operate it. The rental of these dock spaces to be at the.sa.me rate as she charged and limited to size. Mr. Howell stated that these docks would not cost more than $150.00 each and that the rental should more than carry the expense of operation. Discussion: After considerable discussion Supervisor advised the Board there was considerable other business and would come back to this later in the meeting. The Supervisor asked Mr. Newman to inform the Board what his problem was. Mr. Newman explained that in haveing the Bacon road abandoned and a property owner on corner of Vanostra.nd road and Bacon road putting a fence up closeing the road made it difficult for land owners getting to their land and a bee yard to care for iLhd work it . That if this road could be lef t open or a chain put up it be much easier for them to get to the land, being fenced off they had to go over crop land to get in Discussion: The Highway Supt. and the Board were in agreement that the road should remain abandoned but also agreed with Mr. Newman regarding closeing the entrance in such a way permitting land owners acess to their property when needed , and Mrs. Phelps would be contacted regarding the chargeing of colseing to a chain makeing it possible for property owners to have acessto their lands . The Supervisor now asked for further discussion on the building of Docks at the basin in the Town park. Motion-by Mr. Howell seconded by Mr. Kidney: ' That Boat docks be built in the Basin at the Town Park in the amount not to exceed $900.00 . Carried all voted Aye. The 6upervisor advised the Board that regulations should be set up for the rental and liability and control of these Boat Docks. Discussion: Motion by Mr. Howell seconded by Mr. Spry: That the Town Attorney be contacted in regard to writeing a• contract that may be used in regard to renting boat space to the Town of Lansing Residents ror. Taxpayers. This control to be written so the renters would leave boats at theit own risk, and fees set to coincide with local Baot liveries. Boat rentals terminate Dec. 31,. This contract to be submitted to Town Board for approval. Carried all voted Aye. i April 22, 63 Cont'd. The §upervisor advised the Board that bids were asked for the purchase of used dump trailer. These to be publicly opened at this meeting at 8:00 P. M. Clerk advised that 2 bids had'been received : 1= Bid of H. '). Beesemer to furnish a used dump trailer to meet specifications Unladen weight 12,000 lbs. length e 20ft. 6in. 12 yard Daybrook body. No 2 bid not according to specifications 8,350 lbs.• 16 feet 10 yard body Fruehauf Motion by Mr. Spry seconded by Mr. Kidney That the Highway Snperintendent be authorized to purchase the 1955 Dorsey used Dump Trailer at a cost of $2,600.00 did not meet specifications. 675.00 from H. D. Beesemer , as bid No 2 of Mr. Fish Carried all voted Aye. Dr. Fisher asked if the Town was going to go along with the Town of Ithace in putting a sleeve under Rt. 13 at No. Triphammer Road in the Town of Lansing ? The Supervisro explained that the "own of Ithaca and Lansing were going to furnish the pine and the County Highway epartment would install it before the concrete was llid ., This would be able to be done at a great saving over placeing it under the road when constructed. The matter of camping at the park was brought up. Motion by Mr. Kidney Seconded by Mr. Ferris: That there is to be no all night camping or parking at the Town Park at 14yers. Carried all voted Aye. The Osupervisor presented his report explaining same in detail and filing with the Town Glerk Clerk presented the bills: Motion by Mr. Kidney seconded by Mr. Ferris: That the bills nmmbered from 46 thru 56 as listed in the record of Town Accounts be paid as audited . The gunervisor advised the Board that the County Board had passed a Resolution to study the feasibility of organizing a County Water District, and that the Cayuga Heights Board had passed a resolution endorseing this County Board Resolution , also that the Lansing Town Board should do this . Resolution by Mr. Ferris Seconded. by Mr. Howell: Resolved the Town of Lansing Town Board endorses the proposal of th County Board of Supervisors to study the feasibility of organizing a water district to meet the needs for in the Towns of Ithaca , Lansing and the City of Ithaca. Resolution 255 Study of County water District. e Tompkins county and Dryden, Carried all voted Aye. .Ye �upervoisor read notice of public hearing on the request of Glenside Water o. Inc. for an extension of time limit in which to complete the project. Also a letter from Water resources Commission stateing that this hearing was post- poned as Mr. Belcher of,Glenside Water Co.
