Pres. at 9 :30 PM The qupervisor opened the first meeting of 1963 by haveing the Clerk read the mimutes of the Dec. 10, 14, and 17th meetings Clerk read these minutes no corrections approved . Clerkadvised that the performance bonds for Supervisor , Justices, Hy Supt. had been filed by Simpson agency with the Town Clerk Collectord bond filed with Co. treasurer, Town Jerk and Dep. Clerk not yet arrived but being processed same as 62, constable to be written on appointment Motion by Nlr. Kidney: secomd.ed by� Mr. Howell: That the bonds be approved as to amount and company writeing them 81erk to file with County Clerk. Service Officer: Motion by Mr Howell seconded by Mr. Spry:< That Supervisor riarrid Dates act as service,Officer Welfare Dept. , Social welfare Law Article 72 (2) . Appointment of Chr. of Assessors: Carried all voted Aye. in connection with the County Carried all present voted Aye. Motion by Mr. spry seconded by Mr. Kidney: That Kenneth A. Tarbell be chairman of the Assessors for 1963 salary as per budget Carried all present voted Aye. Appointment of Constable: Motion by Mr. Kidney seconded by Mr. Howell: That Delford Barnes be appointed constable for 1963 Carried all voted Aye. Multiple Houseing Inspector: Motion by Mr. Howell seconded by Mr. Spry That Kenneth A. Tarbell Assessor Chr. act as Multiple Houseing Inspector for 1963 Multiple Residence Law #303 , at no add-'l salary. Carried all present voted Ay.e . Deputy Supervisor, Deputy Hy, Supt. and Town Clerks Deputies appointed at beginning of term and to serve during term of respective Officers. The `' upervisor appointed as Fire gardens in the Town of Lansing'the Fire Chiefs of the four Lansing Fire Companies. Appointment of a Bookkeeper of Resolution by Mr. Kidney seconded by Mr. Howell That the Supervisor be authorized. to appoint a bookkeeperr for the,Town of Lansing at a reasonable compensation to be fixed by the Town Board, not to exceed budget requirements. Lansing,.N. Y. at 8:00 P. M. Designation of Official News Paper: Carried all present voted Aye. Motion by Mr. Howell seconded by Mr. Spry: That the Ithaca Journalzbe designated as the official newspaper of the Town of Lansing Carried all present voted Aye. Designation of Bank-depository for Town Funds: Designation of Resolution by„Mr. Kidney Seconded by Mr. Howells That the Tompkins o. Trust Company and the First National Bank and Trust Co. be designated as the depository for oum . of Lansing Funds. Carried all Voted Aye Authorization for Hy. Supt. to purchase items Resolution by Mr. Howell seconded by Mr. spry:. That th6 Highway uperintendent be authorized to purchase equipment , tools and implements, Tires and Tubes in the amount of $500.00 without orior approval ( Highway Law Article 142 (JA) ) . Jan. 14, 63 cont'd.. Transfer of funds from unexpended balancese �i The Supervisor advised the Board of ,a meeting at Lockport N. Y. concerning water resources as it applies to Town's faceing. the need for additional water supply. II He would like a resolution authorizeing Councilman Howell to attend representing the sown of Lansing. Resolution by Mr. Kidney seconded by MP. Spry ; That councilman Howell be authorized to represent the Lansing Town Board and Jupervisor at a Water resource meeting at Lockport , N. Y. and any necessary expenses to be .a charge of the Town . Carried all voted -ye. The Supervisor asked the Assessors if they had a report to make at this time. Mr. Tarbell explained that they had met with Officers of the International Salt Co. to discuss their assessment for 1963 , due to the closeing of the plant and removeing all machinery necessary for refineing salt to their Watkins Plant they expect an adjustment in assessment . Their talk resulted in what they think will be an assessment for 1963 of $152,000. plus although tey are to meet with them again soon to further discuss this matter.. 0 82 Jan. 14 6j .42- cont' d. The Clerk read letter received from Atty's Bryant and Mazza for the N.Y. State Electric and Gas Corp.r.egarding the condition of that part of Graham road into their sub station it being plugged with snow makeing it difficult to get into their sub station. Highway Supt. reported he had looked. the situation over and found that snow had drifted on the road but that Mr. Ross of N. Triphammer Development Corp. had cleaned. it out going as far as to clean the drive for the Gas and Electric Sub Station. Supervisor read. letter he had written to Mt. Talandis atateing that the N. Triphammer Development Corp. had advised him that He Mr. Talandis was asking a much larger fee for connecting; on to the Lansing Sewer District Corp. this fee being larger than what was set forth in the application . This seemed to be a misunderstanding between the parties involved and that they should settle this themselves also that Mr. Talandis had not filed with the Clerk cost of construction and certain other information prescribed by haw requesting him to do this at once. The Supervisor explained the purpose of the meeting at Lockport this part of the State being the first to take advantage of the Law whereby more than one unit of Town. or Gounty Government could combine to form water districts . The Supervisor presentee his monthly report explaining same in detail and fileing with the Clerk. Also presented auditors report on the examination of Supe ^visors and Justices accounts . This report of audit by Maxfield, Randolph and Carpenter C. P. A's of the § upervisor Accounts and. Justices Ferris and Spry show they conform with bank statements and State of New Yorkreceipts of Justices , this report, is hereby mad( a part of the minutes of this meeting . The Highway '' t the Highway Agreement for the upt. asked the Board. to think abou expenditure of Highway monies for general repairs and gpecial improvement of Highways by him in 1963. He also sated that he had closed off for the winter a section of road £sr i�inpassable during the winter period.and that Board action should allow him to close off other sections he deemed to be impassable Resolution b, Mr. Ferris seconded by Mr. Howell: That the Highway upt. be instructed and authorized to close off any Town Roads impassable due to weather conditions and so post them. Carried all voted ye. Discussion as to the Agreement for expenditure of Highway Moneys during 19630: Resolution byMr. Howell seconded by Spry.
