The Lansing Town Board met at a Special meeting to conduct public hearings
on the following as advertised 8:00 P. M. on a proposed Orddinance for the regulating
of Trailer Parks and at 8 *30 P. M. to conduct a �ublic.,;hearing upon the preliminary
budget as compiled Oct. 8, 62 and advertised , posted according to Law. Also to act
upon these.if the Board so desires, Supervisor Dates presideing,

Visitors: Russell Bush Louis Bush, Dr. He Camp, and James Howell , Robert
Bower. The Supervisor introduced Dr. De Camp as he was a new property owner in
the Town of Lansing.
TheSJUpervisor opened the meeting Clerk calling roll , before opening hearing Mr.
Bower wished some information on proposal establishing a light District at "Myers
being familiar with the•way,it started before and then cancelled . •
Councilman Howell and Atty 44*11iamson explained that an outline of the proposed
District for Street Lighting would have to be drawn and petition circulated if
51 % of assessable property owners signed then a public hearing had to be held,
then Street Light District could be formed Mr. Howell outlined approximately
where the lights were to be located.
The Supervisor then opened the public hearing on the proposed Ordinance to regulate
Trailer Parks, Clerk read the published notice in the Ithaca Journal "as per Law.
Atty. Williamson 'was asked to read and explain the proposed ordinance and at any
time .board members and visitors were to ask questions
Discussion:
A number of questions were asked
How it applied to existing Trailer Parks
They would be given time to conform and secure a license , also as they had been
in operation they would be.conforming now as the Tompkins Co. Health Dept, had to
approve of certain utilities before they could operate , licenseing for them would
be an additional regulation Also if new ones were built the ordinance would
outline what, they would have to d6 in order to secure a, license to operate.

Explained tthat 4Pge was an expectancy that there would be additional Parks
started in the Town,
If the Health Dept. had to approve why necessary to have an ordinance?
The Health Dept. was limited as to personell to inspect these Parks after
established unless complaints were made , the ordinance would provide an inspedtor
to work with the Dept.
The supervisor asked for further discussion if not he. would close the hearing:
No other questions hearing closed meeting opened as regular to act upon this

Ordinance Town of Lansing
Resolution by Mr. Howell seconded by Mr. Kidney;
Whereas after due notice a Public Hearing was held on a proposed Trailer
Park.Ordinance for the Town of Lansing on the 5'th day of November,at 8:00 P. M.
in the evening thereof , in the Town Hallof said Town, and whereas none appearing
objected thereto,
Resolved thatthis Town hereby adopt said Trailer Park Ordinance and directs
the Town Clerk to enter said Ordinance in the minutes of said meeting of the Town
Board publish same in the Ithaca Journal; post a copy on the sign Board at the
Town �'lerks Offices and file affadavits of posting and publishing said Ordinance
in the Office of the Town Clerk .

The Supervisor opened the meeting for the public hearing on the Preliminary
Budget . Clerk read notice of Public Hearing as advertised in the Ithaca Journal
Oct. 19 and 22 , posted in 6 places within the Town. Clerk handed copies
of the Preliminary budget to Board and visitors.
The Jupervisor went over the Preliminary Budget fully explaining each item
asking for any questions as he went along.
Discussion
Dr. De Camp asked for explanation of special improvement in item 1 of Hy. and
6 A Erwin plan , these were explained by Hy. Supt and Supervisor.
Louis Bush and Russell Bush had questions on the ammount of $10,000. in
the Park fund They wished to know as to how far it is going to be continned in
the future years .
Councilman Howell explained what was planned for 1963 at the Park due to increased
interest in the swimming program under the youth tecreation project , it was
necessary to construct a bath house as recommended by the Tompkins Co. Health Dept. ,
also it was planned to have facilities in the slip for small boats .
Russell Bush stated he was not in favor of the Town renting space for Boats in
the slip as this would be in competition with the Bpat Marina operated by Mrs.
Ford .
Councilman Howell explained that it was his understanding that the Boat
Marina were more interested in renting space for larger Boats such as cruisers.
It was not the intention of the•Town to have facilities for the larger boats
and that the arina would be able to sel.l'more gas and Marine supplies due to
the additional small boats . '
Mr. Louis Bush stated that he would like this discussion brought up before
a public hearing to get the opinion of the people as to just what and how far
the Town should go in improving the Town ark at Myers and also to find out
if the majority of the tax payers in the Town really wanted a Park .

TOWN OF LANSING, NEW'YORK
For the purpose of promoting the health, safety, morals or general
welfare of the inhabitants of the Town of Lansing, the use of house trailers
and the design and occupancy of trailer camps within the Town of Lansing are
hereby regulated.
SECTION 1 DEFINITIONS:
(a) A "House Trailer" is any vehicle or combination thereof,
used, designed for use, or capable of being used as sleeping or living quart
whether propelled by its own power or by the power of another vehicle to which
it may be attached. Any addition to such house trailer shall be deemed'to
be part of such house trailer.
(b) A "Trailer Park" is any lot, piece or parcel of ground
used or intended for the purpose of supplying accommodations for three or more
'�-as a business venture,
house trailers,/ "Trailer Park" shall not include sales lots on which un-
occupied trailers are parked for purposes of inspection and sale.
(c) A "House Trailer Space" is the lot or space in any
trailer park which is occupied or designed to be occupied by any one house
trailer.
SECTION 2 LICENSE REQUIRED'FOR TRAILER PARKS
It shall be unlawful for any person to establish, operate or
maintain, or permit to be established, operated or maintained upon any
property owned or controlled by him, a trailer park without having first
secured a license therefor. The validity of such license shall expire as
provided in Section 5 but may be renewed under the provisions of the ordinance
for additional periods of one year.
SECTION*3 LICENSE'FEE
The annual license fee for each trailer park shall be Three
Dollars ($3.00) for each trailer facility with a minimum fee of Twenty -Four
Dollars ($24.00). This fee shall be pro -rated on.a monthly basis for periods
of less than one (1) year.

SECTION'4'APPLICATION FOR LICENSE
Application for a trailer park license shall be made to the
Town Clerk. Applications shall be in writing signed by the applicant and
shall contain the following:
(a) The name and address of the applicant and the name and
address of the owner if someone other than the applicant.
(b) The location and legal description of the area proposed
for the trailer park.
(c) A plan of the trailer park drawn to scale and indicating
location and dimensions of house trailer spaces, buildings, roads and other
facilities.
(d) Such further information as may be required to determine
compliance with this ordinance.
SECTION 5 ISSUANCE -OF LICENSE
Each application for such license shall be referred by the
Town Clerk to the officer appointed by the Town Board to enforce this
ordinance. The enforcement officer shall, after investigation, transmit the
application to the Town Board, together with his written recommendations. The
Town Board shall then hold a public hearing on the application. At least
fifteen (15) days' notice of the time and place of such hearing shall be
published in a paper of general circulation in the Town. All such application
shall be approved or rejected by the Town Board, after which the applications
shall be filed.with the Town Clerk who shall notify the applicant in writing
of the action taken thereon. If the application is approved by the Town
Board, the Town Clerk shall issue a license to become effective from the date
Of issuance and continuing in effect through the thirty -first day of the
next December. No license shall be transferrable or assignable.
SECTION 6 RENEWAL OF LICENSE
Application for the renewal of any trailer park license shall
be filed with the Town Clerk on or before the first, day of December. The
application shall be the same as required in Section 4, except that no plan
of the trailer park is required

SECTION 7 MODIFICATION OF'LICENSED'TRAILER PARK
No trailer park may be enlarged or modified in plan until
a license has been obtained in the manner prescribed herein.
SECTION 8 REVOCATION'OF'LICENSE
If the- enforcement officer, a peace officer or health officer
finds that any trailer park is not being maintained in a clean and sanitary
condition or is not being conducted in accordance with the provisions of this
ordinance, such facts shall be reported to the Town Board in writing, and the
said Town Board may direct the Town Clerk to serve an order, in writing, upon
the holder of the license or the person in charge of said trailer park direct-
ing that the condition or conditions therein specified be remedied within
five days after day of service of such order. If such conditions are not
corrected after the expiration of said five days, the Town Board may cause a
notice to be served in writing upon the holder of said license or the person
in charge of said trailer park, requiring the holder of the license to appear
before -'the Town Board at a time to be specified in such notice and show cause
why such trailer caomp license should not be revoked. The Town Board may,
after a hearing at which testimony of witnesses may be taken, and the holder
of the license shall be heard, revoke such license if said Town Board shall
find that said trailer park is not being maintained in a clean and sanitary
condition, or if they find that any provision of this ordinance has been vio-
lated. Upon the revocation of such license, the premises shall forthwith
cease to be used for the purpose of a trailer park, and all house trailers
shall be removed therefrom. At any such hearing the holder of the license
may be represented by counsel.
SECTION 9 DESIGN OF-TRAILER PARKS
The trailer park shall conform to the following requirements:
(a) The trailer park site shall be properly graded to insure
rapid drainage and freedom from stagnant pools of water.
(b) Each trailer park shall be subdivided and marked off into
house trailer spaces.
(c) House trailers shall be so harbored on each house trailer

space so that there shall be a distance of at least thirty (30) feet between
house trailers or between a house trailer and any building.
(d) Each house trailer space shall abut a driveway from a
public street or highway.
(e) Planting and landscaping, adequate for the protection of
property values in the vicinity and in the Town generally, shall be provided
and maintained.
SECTION 10 WATER SUPPLY AND SANITARY FACILITIES
1. Provisions for water supply and sewage disposal shall
conform to the standards and requirements of the Tompkins County Health
Department,
2. Each trailer park shall provide equipment sufficient to
Prevent littering of the grounds and premises with rubbish, garbage and
refuse, and shall provide fly -tight metal depositories with tight fitting
covers at conspicuous locations upon the premises.' Such depositories shall
be emptied as frequently as necessary and kept at all times in sanitary conditi
SECTION 11 PENALTIES
Any person, firm or corporation who violates any provision of
this ordinance shall be guilty of an offense and subject to a fine of not
more than fifty (50) dollars, and every week such violation exists shall
constitute a seperate offense and be punishable as such. In addition the
Town may take any other appropriate action to enforce compliance with the
provisions of this ordinance.
SECTION112 ADMINISTRATION
This ordinance shall be administered by a person or persons to
be designated by the Town Board,
SECTION 13 VALIDITY
The invalidity of any section or provision of this ordinance
shall not invalidate any other section or provision thereof.
SECTION 14 EFFECTIVE DATE
This ordinance shall be in force and effect immediately upon
adoption and publication as required by law.

The supervisor asked'if there was any further questions on the budget items.
Nb further questions
The Supervisor opened the meeting in regular session stateing that the budget
could be adppted at this meeting and according to Law would have to be adopted
not later thah the first Thurs. after election. The Budget could be adopted
without amendment or with amendment.
Resolution by Mr. Ferris seconded by Mr. Howell:

WHEREAS, this Town Board has met at the time and place specified in the notice
of public hearing on the preliminary budget and heard all persons d.esireing to be
heard thereon; now , therefore, be it
RESOLVED, that this Town Board does hereby adopt such preliminary budget as
originally compiled, as the annual budget of this Town for the fiscal year - beginning
on the 1 st day of January, 1963; and that such budget as so adopted be entered in
detailin the minutes of the proceedings of this Town Board, and be it
FURTHER RESOLVED, that the Town Clerkof this Town shall prepare and certify ,
in duplicate , copies of said annual budget as adopted byrrthis Town Board togather
with the estimates, if any , *adopted-pursu&nt to section 202- a,•subd. 2 of the Town
Law and deliver one copy thereof to the `' upervisor of this Town to be presented by
him to the Board of supervisors of this County .
