October 1, 1962
The Lansing Town Board met in special session as set by the Supervisor at
the Sept. 10th meeting , meeting to be at the South Lansing Town Hall , 8:00 P. M.

Atty. Roger Sovocool William Horvath , Mr. Payne of the Tompkins `o. Tax

Supervisor Dates called the meeting to order Clerk takeing the roll.

The supervisor had advised him to get in touch with Mr. Sovocool his atty.
at the time the deed was drawn and come to the Board meeting Oct. 1st. and this
would be discussed before the Board.
Atty. Sovocool told the Board that at the time the deed was drawn the Supervisor
and Atty. Williamson wmere in his office and it was his * understanding that the
Town would build hhis second road which is approx. 2,000 feet and he was with
Mr. Horvath in order to get a clear understanding as to how this was intended .
As at that time they had been advised that the Town's policy of building roads
for developers was to be revised .
Discussion
Mr. Horvath explained his position and understanding of this and the Board members
also brought up.,that the policy had been revised some before this deed was given.
They asked the clerk to read the policies and reviseions since 1956 , this the
Clerk did the policy adopted May 1956 , revised Mch. 1959 and final revision
April 4, 1959 rescinding all other policies.and no roads to be built but would
accept roads built be the developer under specifications of Hy, Supt.
After a considerable time discussing this the Supervisor was of the opinion that
more time would be needed to come to a decision and they would be advised within
10 days
Recess
The ' upervisor introduced Mr. Payne Tompkins County Tax Dept. stateing that
he would explain about the proposed reassessment -of real property in the County,
the reasons why he thinks it should be done and answer questions on it .
Mr. Payne opened his explanation by telling how your tax bill is determined ,
and that the equalization rate set by the State and County are of great importance
in respect to how near our property is assessed to full value
Discussion: The Board members aske d a number of questions and Mr. Payne explained
them very clearly.

The estimates of the Town Officers were presented by the Clerk and as more
study:was, needed by the Supervisor and Board on the Hy. estimates the Preliminary
Budget would be compiled at the regualr meeting October 8. 62.
The oupervisor asked the Board if they wished to act upon the problem of the
Horvath road..
After further discussion the following resolution was placed before the Board.
Motion by Mr. Howell seconded by Mr. Kidney:
That the Board go along with -the 1956 road policy for William Horvath road due
to the Deed -being given in 1958 and his understanding being,that the second road
was to be built.
This policy as of May 7, 1956. " That the developer furnish an easement or
Deed and secure prior approval of the Town - Baord before any road is undertaken
Upon the acceptance of a road the cost shall be divided as follows: The Developer
shall furnish all pipe or bridges and all all gravel, stone or other necessary
material, material to be delivered and distributed on the road site.
The Town urill furnish.equipment and operators to construct the ditches and
rough grade subbase and finish grade completed gravel road, all work to be subject
to Highway Supt. specifications".
