The Lansing Town Board met in regular session at South Lansing Town Hall
8:00 P. M. with Supervisor Dates presideirig `.

The Supervisor introduced the Visitors and opened thr- April regualr meeting
by haveing the Clerk read the minutes of the March 12th meeting.,,

The Supervisor advised. the Board that some action should be taken on the
proposal of New York-State Electric and Gas Co. submitted by Mr.�Lacey for the
ornamental interchange lighting of the acess to the new route 13 on the Cayuga
heighte road.
Motion by Mr. Kidney seconded by Mr. Ferris:
That Mr. Lacey of the New York State Electric and Gas Corp. be notified that the
Board are not interested in the Ornamental Interchange Lighting og the acess to
new route 13 at the Cayuga. Heights road .
Carries all voted Aye
The Supervisor advised the Board that Atty. Williamson was working on the
abandonment of that part of Hill Crest road at the La Bar property.
The Supervisor advised the Board that Atty. Williamson had drawn a resolution
for consideration in the matter of �, "5�.itd.t�"W* discontinuance of a part o_
Graham Road as set forth in the petition filed by Atty. Thaler at the March 10th
meeting.

Dear Mr. Dates:
As you know, a group of Lansing property owners has been meeting regularly
since the initial meeting (which you attended) December 12, 1961s It has
been the purpose of these meetings to find a workable way to present the is-
sue of Land Use Planning to the Town Board.
After studying many of the ramifications of this idea, we feel that it is timely
to present our thoughts now. Prompt action is essential. Route 13 and the
anticipated growth associated' with it present a situation over which we have
no controfin the absence of planning. However, we cannot expect to consider
hastily all of the factors which should be judiciously weighed in devising a
truly useful plan. Therefore, we propose that the Town Board immediately
appoint a planning board to formulate a Land Use Plan for the Town of Lansing.
Recognizing that such a planning board can be successful only if its members
are wisely chosen and if its job is clearly described, we strongly recommend
that the Town Board select people to serve on the -planning board who are pro -
planning. They must be civic-minded people who have a knowledge of Lansing
and are interested in its future. Their aimagination, 4foresight and. good judg-
ment also should be prime considerations. The board should comprise 5 to 7
members from all parts of the Town. It41s su -ggested that residents familiar
with farm, construction and property value situations be considered for member-
ship on the board. We concur with your thinking -that politics should not enter
into this effort in any way.
The planning board should have as its goal the generation of a map prescribing
land -use districts for the Town. •In this process they should prepare a map
show ing, present land uses, analyze the direction of progress, analyze the fac-
tors influencing progress and predict future trends.
Our group strongly urges that the planning board be empowered to obtain pro-
fessional help.
PP It.is evident that planning is needed to the greatest degree in the southern part
of the Town, roughly designated as the 5th Election District. We recommend
that the board plan at least that much of the Town as a start (the remainder to
be put into an unrestricted district to comply with the State Law that entire
towns must be zoned).

We believe that this approach is workable, It enables planned growth where
growth is most likely to occur and where support for planning is no doubt
greatest. It permits uncontrolled land -use in the northern part of the Town
where the need and support for planning are the least,

your approach to planning?

After some time recess was called over
Board members signified they rTished to have time to review this letter , Supervisor
requested. clerk to insert letter in the record of minutes No action was taken
at this time.
A Letter was read for information from Tompkins county Health Department in
regard to what had been done to control the dust nuisance at the Quarry operated
by Cayuga Crushed stone and General Crushed stone Co.
Also letter from General crushed Stone Go, stateing that equipment had been
delivered to the plant and would be installed soon to con ±.rol the dust.

The Supervisor explained a copy of an agreement with the George Jr. Republic,
Fre.:ville N. Y. for the rental. of a crane to be user at the Park,
This agreement to be that the Town would furnish a certificate of insurance
to George Jr. Republic along with rental amount.
Agreement copy filed.
Tha supervisor presented blue prints and specifications from Mr. Thorne
for the Vault to be built at the Town hall . The prints as drawn to be used
for bids on the construction and. for fire dood
Discussion:
The Supervisor 3ndAth� Board studied. the prints and decided thn.t the vault
would not be advertised or built a.t this time and the Clerk to notify Mr. Thorne
sending him a Town Bill form .
Mr. Loomis carne before the Board asking to be considered for the job as
Jahitor of the Town Hall .
He was advised that no Janitor would be needed until the official opening 'and
at that time he i•.rould be considered ,
Highway Supt, gave the following report.
He brought up the question of permits to move heavy hy, equipment which was over
width , on state highways. This permit could be had on a monthly basis as it now
is a fee of $2.00 has to be paid to move each time. By haveing additional Ins,
which he had been an
vised would cost approx. $30.00 addl, this permit could be
had at no fee.
He was advised by the Bo.jrd to check on this and report, at next meeting,
He reported that Herbert Robinson had approched him with a proposition
of useing the Town Trailer f6f in exchange for the leveling the Town Dump.
The `) upervisor quoted. a section of the Law which definately states that no
Tovm Highway Machinery could be rented or loaned to a private individual
or concern.
Kenneth Tarbell Assessor Chr. reported he had no problems and that no
lame transfer of property had came thru
