The LansinL7 Town Board met in regular session 8:00 P. M. at the South
Lansing Fire Hall with upervisor Dates presideing

Supervisor opened the Oct. meeting by introduceing the visitors.
He also reminded the Board members of the coming budget and the compiling of the
Preliminary Budget , all officers to file estimates with the Clerk .
The preliminary Budget had to be compiled .on or befor October 10th .
Supervisor called,a special meeting of the Town Board. at 7'30 P. M. at Town Highway
Garage Hy, Supt. s office to prepare a Preliminary Budget and any other business
th,a_t- may be brougfit up.
Visitors: Mrs, Seymour Omidt, Mrs Herbert Johnson, Jerald Talandis, Hal Laise
and Ray Kulankasky .
Supervisor requested the Clerk to read the minutes of the Sept.•.11th and Sept.
18th meetings"
Clerk read the minutes no corrections approved
Supervisor called upon Jerald Talandis to state his problem as he had called
him for a time before the Board.
Mr. Talandis stated that his problem was a matter of the assessment on his
property "ansing Apartments. This he stated was not as he understood it to
be when meeting with the assessors when they assessed it The Supervisor
advised him that the Board did not have any thing to do with the assessing og
,property in the Town. that the Assessors were elected to do this job.
Mr. Talandis explained how he understood his assessment to be and when he received
his school tax notice it was different from what he supposed.
Mr Tarbell and Mr Holden told him that the arpraisal cards were in .the office of
Mr Payne tax cordinator at the Court House and they could not go over it at this
time but would meet Mr. Talandis at the Court House and go over the assessment with
` him in an endeavor to explain it to hi.s.satisfaction.
The Highway Supt: requested that the resolution of ``ug. 7, 61 to standardization
of Snow Plow Equipment berJres.cinded an &a.lsd t,hetbids received on snow plows Sept.
11, 61 be rejected.

Resolution by Mr. Kidney seconded by Mr Ferris.
Resolved : that the Highway Superintendent be authorized to enter into a purchase
agreement with Russell Equipment Co. Inc., of Marcellus, N. Y. to purchase 2 Viking
135HS9 one-way Snow Plows and 2 4000NO Viking 140 Lemeling Wings installed on 260 Brockway
Trucks at Goveneur, N. Y. Approx. 15 Das after receipt J of order as per bids
delivery Jan. 15, 62 and to be paid for at that time , an. 15. 1962.
Carried all voted Aye
The Supervisor the Board of the request of inhabit. ants of the Town objecting to the
proposed change in Cahnnel 12 TV by the Federal Communication Commission:
Resolution by Mr. Kidney seconded by Mr. Spry:
Resolved That the Lansing Town Board object to the proposal notice from the Federal
Communication Commission for the deintermixture of WNBF TV Binghampton , N'. Y. and
Whereas the Town of Lansing is within the signal of WNBF TV " Channel 12 " and

Whereas this Board has considered the proposed proceedings and its effect upon
the Town of Lansing Inhabitants and
'Whereas as constituants of this Township would be prejudiced by the deintermixing
of the said WNBF TV by reason of the fact that it is the only station available-
in the rural area, .and the Township would be benifited by th.e setting aside of the
proceedingo now pending beforr`the F. C. C. and that this TowndBoard of the Town of
Lansing , County of Tompkins State of New York hereby objects to the proposed
deintermixture of 'WNBF TV and urges the F. C. C. to set aside and dismiss the
proceedings.
Copy of resolution as dr awn attached.
Carried all voted 4'ye.
The Supervisor advised the Board that the Clerk had met at the So. Lansin,a,
School with Mr. Thorne an Archetect also Lee Howland to look ove the building
to get an idea as to what neede to be done.
Clerk . explained that the Archetect needed time to draw a rough plan of the building
also Lee riowla.nd. advised that the heating system was the original one installe
when the building was built and had been converted to oil with a new burner put in
recently Be advised a new heating system and as all of the building was not needed
to have heat on all the time a hot water system zoned would be more economical than
forced air.heat .
The Board discussed this and decided to meet at the building Sunday AM at 10:30
and for the Clerk to so advise the Archa.tect and for him to have a rough £raft of
the area if possible Also have Mr. Howland contact his heating engineer and
furnish a rough estimat of the cost of a new heating system.,
The Supervisor presented his monthly report explaining same in detail also
stateing that if the Erwin Road reimbursements were bn time in getting in
that the need for further financeing would not be necessary.
The Highway Supt. gave his report stateing that the Creek Erwin Road was ready
for inspection and. that he was going to gravel a part of the Cima road and
Gr avel the Brown Road Extension beyond GE to where Rt. 13 relocation would
cross the Town Road .
The Town Clerk presented the Town Officers estimates for the 1962 budget
action on.these were put ove r until the Special meeting called by the Supervisor
for Mon. Oct. 8, when the preliminary budget would be compiled .
Clerk presented the bills:
Moved by Mr. Ferris seconded by Mr. Kidney
That the bills numbered. from 117 thru 123 as listed in the record-of Town accounts
be paid as audited.
Carried all voted Aye.
Clerk_ advised that voting machine custodians sho)7ld be appointed:
Motion by Mr. Kidney secinded by Mr. Ferris:
That Wiley `'utphin and Bernard. Campbell be appointed Voting Machine Custodians
for 1961 .
