Justice Pres. Councilman Pres. Counc ilman Pres. J Hy. upt. Pres. Assessor Chr. Pres. Assessor Pres. Clerk Pres. introduceing the Board to ts,e visitors. Visitors were# Jerold Langdon of Ithaca Journal, Edward Filmer, Ernest Wilkinson, karl Butler, Seymour Smidt, Mrs. Seympur Smidt, Stanley Olsefski, Mrs. Stanley Olsefski,Wilbur Post, Mrs. W. Post, Ethel Selden, C. H. Murray and W. Fulkerson. The Supervisor asked the Clerk to read the minutes of the July 10 th meeting, these raed by @lerk no corrections approved. also Clerk was requested to read minutes of the informal meeting held July 17th with the Committee appointed to study the need of a planning board in the Town of Lansing. ► Supervisor asked the Board and visitors if they had any questions or suggestions. Discussion : Mr.ioFilmer expressed that in his opinion there was no need for planning Board in the Town of Lansing. Mr. E. °4ilkinson made statement ; that he was against a planning Board in the Town of Lansing as the Town was not progressed far enough for this . Mr. Karl Butler asked if any of the,Board were in favor of engageing a paid planner for the Town. Mr. Kidney, expressed that he himself was not qualified to act 'as a planner. II Mr. Howell expressed that he was not in favor of a hired Planner , Mr. Ferris: also not in favor of a hired planner. Mr. Seymour Smidt wished to go on record as being in favor of a planning for the Town of Lansing, also Mrs Smidt Mrs Smidt left a number of pamphlets on planning with the Board. Mr. Karl Butler expressed in his opinion that no planning Board sho uld be named outside the Board that there was inteligent members on the Board to act as a Planning Board until sufficient study has been given planning Mr.. Butler also stated that considerable study and time should be given this before a planning Board was appointed , to be sure that the Town needed this at this time. Discussion Atty. Williamson answered a number points of Law concerning Planning one in particular as to the haveing a referendum on thissubject no provision is made in the Law for a Referendum. Mr. and Mrs Smidt gave their reasons as to why they Felt that Planning was necessary in the Tom of Lansing. 'dater and sewage being the greatest reason feeling that planning could prevent possible polution of water supply and also help establish water supply to areas badly in need. 4 Aug. 7, 61 Cont'd. 1 Mrs. Selden expressed in her opinion that the Town of Lansing did not need a Planning Board. If a more-of a:freindly and neighbotly spirit was had in the CD Town the Town could be a mor desireable place to locate and a great deal of the things a planning Board would do be accomplished by this neighborly spirit. Supervisor terminated the discussion onPlanning. He called on Mr. Fulkerson Mr. Fulkerson stated that his reason for coming before the Board was to learn if there was anything the Board could do tb help him keep the people across whose land he has his Television Cable in Ludlowville from cutting and distroying it . These people being neighbors and not-on good terms are takeing this means to show their ill will t oward each other at Mr. Fulkerson's expense. This was refered to Atty. 44i1 liamson and as long as this was on private property Mr. Fulkerson should get an easement from these parties Fallowing him to string his•ca.ble across their property. Highway superintendent reported that three of the large.Elm frees and by,now prehaps a fourth had. been taken down on creek road in Ludlowville by Steve Varga and a very good job was done. H@ aRked if the Town was going to purchase Snow Plows for the New Trucks or ask,the County to purchase the Plows. Buck ro =id partially black topped He has had some bad luck one of the new trucks went off end of sluice at stone `1�uarry damageing it extensively truck now over to Brockways being repaired.. This damage was covered by ins. beyond $250. . Also Stone Spreader damaged by being backed into butment , Wiley Sutphin injured in this mishap. e was up to Cimas about location of the Highway and has come to an agreement about location. Highway Supt. would like to Councilman Howell Justice Ferris and any other Board member meet with him to go over the direction forthe work at r�yers near Lehigh Valley Railroad Bridge. Discussion on purchase of Snow Plows by the Town. Highway Superintendent stated that as all of the plows now in use were of the same make he would like these to be the same if the Town decided to purchaase them., Atty.W"illiamson was consulted ; he advise d the Board that by resolution the standardisation of this equipment could be done. Resolved by Mr. Ferris seconded by Mr. Spry: Resolution: Standardization of Equipment , Snow Plows. 'Whereas , the Highway Superintendent has advised thisBoa.rd that the present Town Plows are " Frink'' plows and that it would be more efficient and economical to'Frink " plows because of the ability to interchange parts and fittings for said plows; Resolved upon recommendation of the Town superintendent of Highways that the reasons aforesta.ded that the Town standardize to " Frink " plows. Roll Call Vote Carried. Mr. Ferris Aye Mr.. Spry Aye Mr. Kidney Aye Mr. Howell Aye Mr. Danes Aye, Motion by Mr.; Howell seconded by Mr. Kidney: That the Highway 'Juperintendent'be authorized to adervitise for bids on Two Frink Snow Plows and bids to be publicly opened Sept. 11, 61, at 8:00 P. M. Carried all voted Aye. August 7, 61, cont'd. r Supervisor Dates reported that he had several calls regarding the blasting Atty. Williamson gave his opinion as to what could be done They would arrange to meet with Mr. Beesemer and discuss this nuisance problem. 7J at Quarry . TheSoupervisor presented his monthly report explaining same in detail fileing same with the Clerk. The repeal of the Bingo Ordinance brought up and discussed. Discussion: There being no interest shown in Bingo Licenses by. elligible organizations in the past year. Atty. Williamsonadvised th at a hearing could be had to consider the repeal of any Town Ordinance. Motion by Mr. Ferris seconded. by Mr. Kidney: That a public hearing be held at the South Lansing Fire Hall 8:30 P. M. .Sept. 11, 1961 , to consider the repeal of the Bingo Ordinance and. this hearing be advertised according to Law also the Town Ulerk notify all organizations in the Town elligible to operate Bingo Carried all voted Aye. The Highway Supt. reported that the dust oil spread in front-of houses in the Town cost $6,795.65 . Clerk presented the Bills: Motion by Mr Kidney seconded by Mr. Spry: That the bills numbered from:94 thru 106 as be paid as audited. listed in the record of Town accounts Carried all voted Aye, [i yAdjourned 11:00 P.
