The Lansing Town Board met in regular session at South Lansing Fire all ,
hi
8:00 P. M. with Supervisor Dates presid.eing.

Supervisor opened the April reg. meeting by haveing the Clerk read the minutes
of the March 6th, and Mch 11 special meeting
Cleek read the minutes , there being no corrections minutes were approved as read.
The Supervisor advised that the next order of bud.iness was the ratifying
of the appointment of the Committee to study the need for a planning Board in the
Town of Lansing.
The supervisor appointed the following citizens of Lansing to act on the above
Committee

Frank Naegley Ithaca Rd#1
Jesse Solomon Myers
Dr. Lyman Fisher Ithaca Rd #1
Fred Edmondston Freeville Rd #1
Edward Haynor Ludlowville Rd #1

The Supervisor asked each member of the Board if the people named were contacred
to learn if they would serve on this committee Board members stated that all
would serve,
the oupervisor then asked for a motion to approve this committee as appointed.
Motion by Mr. Spry seconded by Mr. Kidney
That the names of the seven people appointe to act on this committee be approved.
Carried all voted Aye.
The ° upervisor and the Board members requested the Clerk to natify each member
of the committee that ammeting would be held Monday April 17th at South Lansing
Fire hall 8:00 P. M. t <,o acquaint the committee of the purpose and what their
duties were on this committee.
Supervisor asked Mr. Snow and Mr. willis if they had a problem to bring before
the Board .
Mr. 'snow and Mr Willis were asking for imformation in .regard to the building
of a road from end of the Stark road leading westerly to the ptoperty owned by
Mr. Willis and Mr.Sonbw . Mr. willis siad there were now four cottages and f
would be eight on the 1300 feet of frontage As Mr Snow wished to build this �
year on his-lot they were anxious to have a road in if possible and what steps/
were necessary for them to take in order to have the Town build or take over a
road . f
Discussion:
The Supervisor and Highway Ouperintendent advised them of the policy of the Town
established in 1959 although the Highway $upt.. would meet with them at the site
and advise what they would have to do for the Town to take over a road built by
them but no assurance could be given as to when the Town could take a finished
road over.

struct the following- described frontage., marginal or service roads:
That portion of Fleck Road located in the Town of Lansing,
from Cayuga Heights Road to the Lansing- Ithaca Town line, a
distance of 0,10 mile

located with the Town.of Lansing , and in the judgment

of the Superintendent of Public ','orks will not be deemed to be part
of the state highway system, now therefore:

described frontage, marginal or service roads, the

The problem of what could be done to relieve the parking situation on the
Dug road from the bridge past Cornelius.Stockton's dwelling.
This was discussed and Highway Supt, was in the opinion that a turn around at
the foot of hill could be built if the right of way could be acquired . He and
the assessor agreed to look it over and try and establish who owned at the end
in order to contact theem Supt. also would gravel as soon as he had the machinery
ready.
Supervisor filed a release from the Watch Tower and Bible Tract Society
showing that the Judgemnet in the tax case from 1954 thru 1960 had been satisfied.
1heSJupervisor asked for a report from Mr. Ferris in regard to the
contract to be gilaen for the levelling of the Town Dump,
Mr. Ferris reported that he had contacted Mr. Robinson and Davis snd they had.
agreed to a contract for the balance of the year for $250. which with the $t;�5600
paid would be'$375. for the year.
Moved by Mr. Ferris seconded byMrHowell:
That a contract be given to Robinson and Davis in the amount of $254,.00)to keep
the Town Dump cleaned up and Levelled for the balance of year 1961 to Dec. 31,
Carried all voted Aye..
Mr. Spry placed beforet.`I.the Board a proposition that the Town allow the
Boy Scouts to have the use of that part of Brown farm that is not used for a
gravel bed and the Farm Land , namely the wooded part for their weekly
camp outs. The Scouts themselves would build any lean toos they needed
and keep them in good condition This had been brought to his attention by
local Scout masters.
Discussion
It was deemed a good proposition provided adequate insurance protection
could be incorporated in the coverage the Town now has. The Superviaor
delegated this task to Mr. Spry he is to contact He K Drake and Atty.
Williamson and report back.
The Highway §Superintendent gave his report ,
The.Highway Superintendent advise d the Board that he found where.., there
was a ter: wheeler second hand dump truck for sale also at a place in 5�yracuse
were some usedten wheeler heavy duty dump..trucks for sale at a substantial
discount , and that some of the Board with him had been to look at them .
He recommends the purchase of one or two teen wheeler heavy duty dump trucks
mainly for the hauling of gravel and cinders these could be used to plow snow-
on the hard surface roads.
Discussion
The Supervisor advised that they would have to start replaceing trucks
during 1962 and that in his opinion if bids with substantial discount could be
had at this time it would be good business to purchase dine or two this year,
the Board members were of the same opinion ,ladvertiseing could be done and
if bid prices were thought to be too high bids couldbe rejected .
Resolved by Mr. Howell seconded by Mr. KidneY:
That the Highway Supt. be authorized to advertise for bids on two heavy duty
ten wheeler dump trucks , with the right to reject any or all or any item or
items on all. bids Bids to be publicly opened at the office of the Twee Clerk's
Office Tuesday April 11, 61 at 9:30 A. M.
The Supervisor presented his monthly report

The Supervisor explained that further plans of the New York State Department
of Public Works in the relocation of Route 13 made it necessary th change
their original plan to build one piece of road and turn it over to the Town ,
now it was necessary to buid to parcels of road finish and turn over to the
Town of'Lansing these roads are in a different location and need resolution""
of the Board their willingness to accept them and a copy of the resolution
is to be made apart of the minutes .
Discussion:
After examineing the map shpwing the proposed roads the following action was
taken..
Resolution by Mr. Ferris seconded by Mr Kidney
That these roads be accepted as per attached Resolution showing discription
of them.
The perk presented the bills
Carried all voted Aye.
Resolved by Mr. Spry seconded by Mr. Kidney:
That the bills numbered from 39 thn, 51 as listed in the record of Town accounts -
be paid as audited .
Adjourned until April 11, 9:30 P. M. special meeting at

The Lansing Town Board met in special session as called by Supervisor at the
April 3, 61 meeting , to meet at the office of the Town Clerk , 9 :30 A. M.
for the public opening of bids adve used for the purchase of 2 heavy duty dump
trucks and any other business that may be necessary. Supervisor Dates presideing.

the advertisement.
Clerk read the Add v which was inserted in the Ithaca Journal April 5, 1961.
Clerk advised the Board that only one bid was received .
Bid of Crotruck Rentals of Cortland opened and read
They would furnish (2) Brockway Tandem Drive pump Trucks
All Specifications and conditions are met and exceeded
One Truck complete would cost $16,000.00 Nbt
Two trucks would cost $30,000.00 `OB Syracuse Complete
If power steering -is to be installed an additional cost of $995.00 for both trucks.
Specification were studied
Resolution by Mr. Howell seconded by Mr. Kidney:
Resolved that the Board accept the bid and award same to Crotruck Rentals of
Cortland, N. Y. for furnishing the Town 2 Brockway Tandem Drive Dump trucks as
per" Specifications at a price of $30,000.00 for the two trucks and the
Highway Superintendent is authorized to enter into a purchase agreement with the
aforementioned

the necessary
arrangements-to
finance the
