Supervisor called the meeting to order and requested the clerk to read the minutes of the Feb. 13,th meeting Clerk read the minutes , Jupevisor asked if any one wished any part of the minutes read ove r Mrs Smidt brought up that the part where the Supervisor read a letter from the Greater Ithaca Planning Board inviteing the Board and any interested persons to a series of meetings did not state but what they were going to tell what this was doing for thaca but was to explain what plannkng was and haow it could be used in other communities Supervisor advised that this was the purpose of reading the letter was for information as to the invitation and there being no corrections the minutes were approved. The ;'upervisor presented a resummee of the tax case with the Watch Tower tract and Bible Society , explaining that the Board of Supervisors had turned down his resolution that the County reimburse the Town of Lansing for their proportionate share of the costs involved in defending the case due to the fact that the County assisted in - -the defense costs during the 1947 case which the Togn was successful in winning. Ue further explained the break down hereby made a part of the minutes. Discussion The Supervisor explained. that in this break dpwn the Lansing Central. School District No. 1 had a part and that their proportioante share of the costs were $7,518. 67 which they should be billed for. Motion by Mr. Howell seconded by Mr Ferris, That the Lansing Central School ')istrict #1 be billed for the. sum of $7,518.67 which is theit apportioante share of the cost of Litigation with the Watch Tower Tract and Bible Society in the Tax exemption case started in 1954 Carried all voted Aye. The Supervisor explained the what the defense of the David case concerning the breaking of electric cable serveing ther home on Hillcrest raod would cost if continued into court and that this case could be settled out of Court for .$?5.00 and the amt. asked in the action was $150.00 the settlement out of court would be less than the cost of court action Attorney Williamson advised that it would be adviseable to settle Discussion. Motion by Mr. Spry seconded by Mr. Howell: That the Supervisor be authorized to settle theRichard David damage case out of Court for $75.00 at the suggestion of the Attorney . Dates Aye YA r i . t{ tL "4ATCHTOWER BIBLE kNM TRACT SOCIETY Due to a recent decision by the New York State Court of Appeals in favor of 'the Watch-tower Bible and Tract Society of South Lansing,a reimbursement of $23�12-3981 in. taxes and 6,397,32 in costs and disbursements are due them, The following is an apportionment to the tax districts involved; Lansing Central School Tompkins County Town of Lansing TOTAL TAXES $,12,155,84.or 7'520,68 or 3 447,29 or, 23,123, l.� v 52057% 32 52% 1.4, 91% Based on the above percentages, The ..Lansing Town Board respectfully asks the Board. of Supervisors of Tompkins County.to pay 32,52% of $14,397.32., or $4,682,01, as their share in helping our town in trying to protect the tax payers of this county, The breakdown of $14,397,32 is $6,397032 of costs that our town has refunded and $8,000900 is approximately what we have spent for lawyer fees and briefs and expenses since 1954° Year Town. The $supervisor advised that the next order of business was the appointment of a committee to study the need for a planning Board in the Town of Lansing. Discussion: 2�3 The individual members of the Board expressed their ideas on the selection of the seven members to act on this committee and they all agreed that this selection ehould be discussed and a committee named at an executive session of the board and then ratidied at the next regular meeting of the Board to be held April 3, 1961 . Motion by Mr. Howell seconded by Mr. Kidney: That the Board meet in special executive session Sat. T °larch 11, 1961 it the Town Highway garage to act on resolution of Feb. 13, 61 appointing a committee of seven members to study the need of forming a planning Board for the Town of Lansing this appointment to be ratified at the regular Board meeting April 3, 1961 and any other business that may be brought before the meeting . Carried all voted Aye. The subject of the Town establishing a Welfare work Project was brought up and discussed . Resolution by `V`r Howell seconded by Mr. Kidney: R`:0solved that the Townrof Lansing establish a Welfare Work Project this project to be work in the Town ark at Myers or work on any Town project not replaceing regular Town Highway employees; this project to be established under the provisions of the Welfare Law. Carried all voted Ave. Herbert Robinson and harold Davis c e before the Board presenting their bill for the levelling of the Town Dump for Janthru March and as they had received the contract for the care of ash dump of Gas-and Electric would like to have contract with the Town for bal. of year to keep dump levelled. After discussing this the Board asked Mr. Ferris to make a recommendation at the next regular Board meeting. Highway Superintendent presented his report first order of his business was the signing of the 4greement on expenditure of highway monies to be filed with the County Highway uperintendent. General repairs on 87.51 miles of town highways , 1.1 miles of permanent improvements motor paver with surface treatment 2 inches commencing at 34B Northeast to Conlon Road Warren road west 1 mile leading to Triphammer General repairs Permanent improvements Total surface treatment 16 fte i in. $30,000. $10,000 $40,000. Highway Superintendent explained that the Lehigh Valley Railroad had advised him that a bad condition existed at Lake Kidge with the tile below the Railroad bridge there being two side by side allowing debris to collect and- damage the rail- road property he opinion of the Highway Supt. and Board is that the Board meet there with County Superintendent and County Attorney to get their opinion as to how to handle it Highway Jupt. to a ~range a meeting. Subject of setting the wages of the highway employees placed before the Board. Motion by Mr. Ferris seconded by Mr. Kidney That the highway uperintendent be authorized to set the wages of the Highway Employees at a Min. of $1.60 per Hr. and a Maximum of $2.35'per Hr. Carried all voted Aye. March 6, 61 cont'd. The supervisor presented his monthly report explaining same in detail' filleing with the Town Clerk, The Town Clerk presented the bills for audit. Motion by Mr. Ferris seconded by Mr. Kidney That the bills numbered from 25 thru 37 as listed in the record of Town accounts be paid as audited I Carried all voted Aye. Meet 6g adjourned 10 10 P.Me
