Roll Call Harris Dates Supervisor Pres. Fred Spry Justice Tres. James Kidney Councilman Pres, Charles Howell Councilman Pres, Floyd Ferris Justice Pres. Don Sharpsteen Hy, Supt. Pres. Joseph Mc Gill Clerk Pres. Visitors: Mrs. Seymore Smidt, Howard Stevenson, Alice Sharpsteen, L. E. Dart, William H. Dart, Lloyd ''harpsteen, frank Naegely, H. K. Drake, Lyman Fisher, William H. Laise, D. J. Belcher Doris E. Brown. "The Supervisor opened the meeting by haveing Clerk read the minutes of Dec�:I.% 60 Dec. 19, DPc. 31, and an. 9, meetings. There being no corrections minutes approved. The Supervisor introduced Mr. Donald Belcher who acted as spokesman for Mr. Naegely, and Dr. Fisher. Mr. Belcher presented petition to the Board for the formation of a Water Works Corporation , this Corporation if formed to be known as Glenside Water Company , Inc., this Corporation to be formed under provisions of the.Transpora.tion `' orporation Law. In order to form this Water Works Corp. it is necessary to have the consent of the Town Board, Mr. Belcher explained the size of the Corp. and how it was to work. The Supervisor explained that the Board members along with Atty. Williamson had met with persons proposeing to form this Corp, and found the petition in order and that no expense to the Town is to be involved. Discussion Moved by iv1r. Kidney seconded by Mr. Howell: That he Town Board does hereby consent To the formation of a water works Known as the Glenside Water Company , Inc. , Formed by Donald J. Blether , Frank Naegely, Lyman Fisher and Nancy F.. Belcher, under the provisions of the Transportation Corporation Law of New York State for the purpose of supplying lands situated in the Town of Lansing and the inhabitants thereof with water and further consent to the filing of the Certificate-of Incorporation of the Glenside Water Company Inc. Supervisor asked for Roll Call Vote. Clerk Called Mr. Kidney Aye Fir. Howell Aye Mr. Spry Aye Mr Ferris Aye Mr. Dates Aye, Unam. Carried Supervisor advised the Board that he had a letter from attorneys Newman and Adams stateing that the petition for a rearguement of the tax case before the Court of Nppeals had been denied and that the Town should make arrangements' to make the tax refunds and costs to the Watch Tower Bible tract Society . Motion by Mr. Howell seconded by Mr. Ferris: That the Supervisor be authorized to make necessary arrangements to obtain the money to pay the Judgement of Watchtower Bible and Tract Society for refund of taxes and costs of litigation tax refund in the Amt. of $4, and costs set by court. Supervisor read for imformation letter from the Greater Ithaca Reginal Planning Board inviteing any interested persohsand municipal officers to attend a series of meetings explaining the workings of the Board, Filed with Clerk. Supervisor presented the report of examination of his accounts by T. B. Maxfield C. P# A. explaining same and filing with lerk to be made a part of the Minutes. Resolution by Mr. Kidney seconded by Mr.Spry Whereas it is the intention of the Town Board of the To wn of Lansing to establish a Youth recreation project and Whereas the Town-Board-of the Town of Lansingis about to submit ari application for such a'project to the New York `'tate Youth Commission for its approval , reimbursement of -funds expended on said project as provided by chapter 556 of the Laws of 1945 as amended ee now therefore be it Resolved that such app ication is in all respects approved and Harris B. Dates Supervisor is hereby directed and authorized to duly execute and to present said application to New York Mate Youth Gormnission for its approval . Section 2. This resolution sh 11 take effect immediately . Carried all vot6d aye. The supervisor presented his monthly report explaining same in detail calling the attention of the Board to item in receipts of $200. from Lansing Community Council which thyy contributed to be used to purchase additional read signs. After explanation he filed his report with the Clerk. Supervisor asked if -there was any other business. i-_ M "r Spry reported that he had been contacted by a group of people in the Town for a follow up of tke resolution of April 3, 1960 as to the appointment of a Lansing Planning Board. Mr. Spry gave his views on the nameing of a committee of seven people to study the need for a Lansing Planning Board. He requested a point of order on this subject. The Supervisor advised that a motion be put before the Board for discussion. Mr Spry Moved and seconded by Mr. Kidney That a citizens committee of seven members be appointed by this Board to investigate the need at this time for the Town of!Lansing to form a planning Board, the recommendation of this committee to be used towards evidence as' stated in the clause of the April 2, 1960 meeting Quote " As the need arises '; it is further recommended this committee make a report at the June meeting Discussion: C I After a lengthy discussion by the board and visitors The Supervisor asked if any one wished st- -tement incorporated in the minutes before a roll call vote was taken. Mr. Spry requested for the record that a vote on this motion is not for a planning Board or Zoneing or any commitment of the Board only as an educational study . Mr..Kidney wishedthe following statement in the record: That his rer,son for seconding Mr. Spry's.'motion is to show courtesy to a'group of tax payers in the Town who have asked that a study be made , weather we should have a planning Board but does not c constitutea promise that they will receive one.
