Minutes of the July 12/58 meeting read no corrections approved.
visitorst -Mrs. Selden Mrs Chester Bednarczyk , and Mr. Alex Cima'Jr..
Mrs Selden reported that the Log Gabin recently discovered on the Conlon
road had been purchased and turned over to the Auburn Historical Museum , Dre
Long of Auburn has secured funds tots move the cabin to this.Mueeum site in
Auburn as where•it was located was originally a part of Cayuga Go.
Mrs Selden also brought up the condition of the war gonor:Roll at
Ludlowville , glass being broken and letters lost and out of,place
This was discussed and brought out that 6-fund known`as the -John Howland
fund was set up to care for this and to be administered thru the Community
vouncil Supervisor Dates stated he would contact the Community Council
about its
Mrs Alex Cima Jr. presented for review by the Board a map showing a
surveyed development area of property purchased by him fromWilliam Berich ,
located on the South side of.Hill Crest road of approx. 26 acres and
requesting information as to what the Town policy was for the construction
of roads into new developments•
This policy as adopted 5/7/56 "was' read and explained . He explained the
map as to size .of lots , roads 16id out and the acceptance as a satisfactory
development area by the Tompkins County .Health department„•
This was discussed by the Board icy. Supt*, and Mre.Gima as*to when
actual building of Dwellings would start and when thelhigb0ay department could
take over a road if Mr. Gima met the requirements.
Mr e Gima with an understanding of vthe conditions requested the Town Board
wheh he meets the conditions of the Town's policy to take over as a town road
a surveyed by urea of 930 feet att the west end of this development area.
Motion by Mr. Howell seconded by Mr• Kidney%
That at the recommendation of the Highway Superintendent and the requNst of
Mr• Alex Gima Jr. "take over a road into a"development of his south side of
Hill Crest road a distance of 930 feet this to be according to Town Board
policy of 5/7/56
Carried all.voted aye.
Attorney Robert Williamson being present explained ghat had progressed
on the clearing up the right of way on Sperry tan.e , after checking carefully
it was found that the deed did not correspond with the map made by a survey
some time after the .Deed was drawn . So far all property owners contacted
had signed new deed more time is needed as some owners of lots are out of town
residents .
He also gave an explanation of a deed he had drew up for an abandoned
strip of highway at the end of Algerine road to Carl and Helen Dates as this
is abandoned and a.deed is prepared changing a portion of the right of way

Whereas a portion of the ansing Station Road -has been changed and a
certain portion on the northerly end is no longer needed for.town highway
purposes, and further that the westerly end of the 11gerine Road is no longer
needed for town highway .purposes, and .

Whereas thel� county superintendent fo highways has consented to the abandonment
of the portions,of,the,highways here.n,described, it is hereby
Resolved,_ upon recormendation of the"town superintendent of highways ,
that there b;e abandoned to J. 6 �'arl Dates and.Helen -Bo Dates.that portion of the
Lansing Station Road and Algerine Road, which are-of no further use for highway
purposes,:and be it further ,
' Resolved that the supervisor of the Town of ;,I;ansing is hereby authorized
and direeted to execute and acknowledge the name of the tows and "affix.the seal
of the town to a quit claim deed of the lands so; abandoned, and'deliver the.same
to. J. Karl Dates and Helen B. Dates, and be it further
Resolved, that consideration for said deed shall be $1:x00 O

farm with the gravel supply of the Town .
Atty. Williamson presented copies of capitol note resolution and capitol
notes as ,this being the only way for the Town to finance the purchase of th &s
property , these being 2 capitol notes inthe amount of $2,125000 each payable
in 1959 and 1960 or before if possible at 2 into.

That the Town issue capitol notes for the purchase of thibs property as set

OF PART
OF TOWN
HIGHWAYIPURSUANT TO
SECTION 212a
OF THE
HIGHWAY
LAW
WHEREAS a portion of the imposed. Lake Road has been changed and a
certain portion on the northerly end is no longer needed for town
highway purposes, and further that the westerly end of the Algerine
` Road is no longer needed for town highway purposes, and
WHEREAS.the county superintendent of highways has consented to the
abandonment of the portions of the highways herein described, it is
hereby
RESOLVED, upon recommendation of the town superintendent of highwaysi
that there be abandoned to J. Karl Dates and Helen B.,Dates that portion
of the proposed Lake R oad,and Algerine Road, which are of no further use
for highway pu o es; s it further
RESOLVED, that the supervisor of the Town of Lansing is hereby
authorized and directed to execute and acknowledge the name of the town
and affix the seal of the town to a quit claim deed of the. lands so
abandoned, and to deliver the same to J. Karl Dates and Helen B. Dates,
and be it further
RESOLVED, that consideration for said deed shall be $1,00,

RESEARCH CAMPUS ca TOWN .OF LANSING

Resolved :

Whereas Cornell University has stated its intention to establish a research
Campus in the Town of Lansing, located adjacent to the Tompkins county Airport
and the present General electric Company buildings, and
Whereas it.appears from the statement of the General Electric and Cornell
University that General Electric plans to 'expand its present plant facilities
to accomodate two to three hundred more.employees should said research campus
materalize, and
Whereas in developing.said'campus Cornell has requested that the County
of Tompkins provide sewer facilities for said area, and has stated it is their
intention to help provode water for said campus, and
Whereas Cornell University and General Electric 6ompany,have requested
that: the Town of Lansing provide for the roads for said campus, and

Whereas any plantAfacilities� erected on said land are and will be subject
to real taxes, and
Whereas said plant 'and .f4dili"ties would be likely to result in additional
homes being built �n the Town'of`Lansing, which would further increase the mount
of taxable real property,:
BE ,IT RESOLVED., by this.board, that said board favors the development
of the proposed Research Campus, and will participate with Cornell University,
General Electric 16'ompany and the County of Tompkins in that it will co- operate
in providing necessary roads for said research campus,

Supervisor Dates explained that he had received a letter from Mr. Luhr
General "anger of International Salt 8o* stating that the Directors at Scranton
had notified him that they were willing to deed to the Town of Lansing that
part of their property south of Salmon Greek of approx 26 acres to be used
by the Town as a park , International Salt Company reserving the mineral
rights and that it should be reasonably maintained as a park o
This was discussed by the.board and the Supervisor requested to interview
Carl Crandal engineer for the State park Oommission for his opinion
on the laying this out as a long range program.
Supervisor Dates reported that Mr. Tarbell Chr. of Assessors and himself
were called to a meeting with the County Tax cordinator Mr. Payne and the'
Lehigh Valley Railroad ' regarding the granting a tax exemption as provided
for in the State Law enacted April 11, 1958 allowing exemption of tax on
Railroad real property .

The following resolution was acted upon
Resolution by Mr. Kidney seconded by Mr. Howell:
Resolved:
Whereas aA representative of the Lehigh Valley Railroad Oompany appeared
on grievance day and requested a reduction in the 1958 assess ment, basing
their request primarily upon.a substantial loss of earnings in the last 5
years; and
Whereas the legislature of the State of New York at its 1958 session
authorized any tax district through its local legislative body to exempt from
taxation in whole or in part the real property of a railroad corporation by
an agreement in writing; and this:Board believes that the Lehigh Valley.Railroad
is entitled to a partial exemption;
Resolved that this Board, pursuant to Section 5 -i of the Tax'Law,and on
the conditions hereinafter stated, hereby grants to the LehigheValley Railroad
Company a partial exemptionfrom taxation equivalent to ten per cent of the total
valuation of the property of the said company as fixed by the assessors prior to.
grievance day and. authorized the Supervisor to execute on behalf of the town an
agreement with the Lehigh Valley Railroad Company to this effect; and

one year only and shall be upon condition that the said railroad withdraw the
protest which-it filed with the assessors on grievance day , and accept this

Highway luperintendebt Sharpsteen reported that there had been considerable
trouble of gas and equipment stealing from highway equipment being used in
gravel bank and at road siteso 1.

That the Town of Lansing pay the sum of $50.00 to any person. for information
leading to the arrest and conviction of any person or persons stealing or
defacing Town Property -

Highway 6uperintendent Sharpsteen reported work progressing on the
Lockerby Erwin road-repair on trucks still a major problem *
Supervisor Dates gave his report explaining the general , school anv
gospel funds and Highway funds filing same with the Town Glerk.

That the bills numbered from 83 to 93 listed in the record of town accounts
be paid as audited.
