Mr Laverne Townley being present , presented a request that the Town of Lansing open the road from Cayuga Lock Salt Go above the Railroad to . Myers. Discussion period was had on this request and Supervisor Dates referred this to the Highway Committee namely Mr Howell Mr Kintz and Donald Sharpsteen Highway Supt•. , they would meet at this road with Mr. Townley and make a report at the neat Board meeting. Motion by Mr Howell seconded by Per Kidney** That the bills numbered from 34 to 4`6 listed in the record of Town accounts be paid as audited. Carried all voted Aye. Supervisor Dates presented his monthly report explaining balances on highway , general and School and Gospel l'unds filinf same with Clerk. Mr D. 8. Shepher'& presented to the Board a letter stating the public interest. in the possibility of planning and. =ning• for the Town of Lansing and - respectfully requested that the.Town Board appoint a Town planning board to study the question of planning and zoning for Lansing, and'to report to the Town Board. such an investigation and preliminary report would enable the Town Board to the advisability of appointing a zoning commission to prepare an ordinance- for submission to theme Supervisor Dates read that part of Town Law regarding appointment of a planning Board., Suggested by dM Mr. Shepherd were the following people to act as a part of this planning Board, Mrse Clarence Townsend, Bertram.Buck Sr.,,Fred Edmondson and Louise Barr. Carried all voted Aye* A letter f rom the Committee on Antim Litter in the Town of �ansing read , this.letter asks the cooperation of all Town employees inikeeping 4'ansing clean , thae- committee has secured oil drums to be painted and placed in trouble spots in the `town . The dumping of these cans would cost $60.00 a year this figure given by are Collins , Committee is unable to get funds . for this service and would like the Town Highway Depte. t'o do this e This was discussed and the following action was taken. Motion by Mr Howell seconded by Mr. Kintzs _That the Anti- Litter Committee be notified that to Mr. Collins for the periodic dumping of thes period of 1 year. 1. the Town will pay the $60.00 drums , this to be for the Carried all voted Aye. Highway Superintendent reported for the past,mouth a greater part of time has been devoted to repair of highway equipment which has taken a severe beating this winter also fixing up bad spots in roadse he Highway superintendent has recommended the purchase of a stone spreader for use of the highway department. Motion by Mr. Kints seconded by 'Rr. Kidneys That the Higbxay Superintendent be authorized to get specifications for a stone'spiea.der to be advertised for bids and bids to be opened at,the May 3,58 regular meeting2100 P. M. at So. Lansing 'sire station ; the right to reject any or all bids is reserved Carried all voted Aye.; Clerk presented a request from Nice principal of Lansing Central School for the use of a voting machine to be used by the Student Council at their .�ele,ction of officers. Motion by Mr Howell seconded by fir Kidneys That the request of Mr. Calahan for use of a voting machine at Student 6ouncil election be granted , School @6oard to assume any expenses in moving machine and machine shall be under supervision of a party appointed by the Towm Board. Following discussions with some residents of the Township and a public meeting held last December, it appears that there is considerable public interest in the possibility of Town Planning and Zoning for the Town of Lansing. It is respectfully requested that the,Tawn Board appoint a Town Planning Board to study the questions of Planning and Zoning for Lansing and to report to the Town Board, Such an investigation and preliminary report would enable the Town Board to judge the advisability of appointing a Zoning Commission to prepare an ordinance for formal .submission- to them, - Yours sincerely. Resolution by Mr. Rowell seconded by Mr. Osmun: Resolved that the Town Board pursuant to section 130 of the Town Law and to this resolution , will conduct aPPublic hearing Friday May ndL.1958 8 :00 P. M. local time at the South Lansing Fire stall , wouth Lansing No Y. to hear all interested parties for or against the adoption of a proposed ordinance to make it legal to conduct the game of Bimgo within the territorial limits of the Town of Lansing subject to the provisions AA of the ordinance Article 14 a of municiple Law and 19B of the executive Law. Supervisor Dates and explain the Law o opened the hearing by asking At.ty Williamson toa,sread n the proposed ordinance: Atty.-Williamsou read the Lava and there were.20 people in attendance , a number of questions weregaskeddwhich were explained also kr. Williamson explained thA the ordinance as written did not provide for the playing of the game only on the 6 week days but it did provide for the insertion in the ordinance of the provision that it may be played on the first day of the week commonly known as Sunday , as well as additional restrictions if desired. After a serious discussion of the different phases of the Law governing the enacting this ordinance , and a feeling that the addition of the permission to play the game on 6unday be inserted in the Ordinance to be voted on by the Board and subsequently at a special election by the voters The Supervisor, asked for an expression of opposition from the people attending the hearing §o one voiced opposition the hearing was adjourned further action to be taken by the Board at the regular meeting to be held Sat.eay 3, 1958. 1, May 3, 1958 The- ML Town Board met ii regular session 1130 P. Supt . Clerk all present. Minutes of the April 12, and April 19 Special meeting read and approved. Visitors Mr. Kenneth Tarbell , Mr. Robert Gibbs and Robert Bower. Supervisor Dates introduced Mr. Robert Gibbs. Mr. Gibbs stated as manager of a itoposed development project on his 89 acre farm in the south -end of the Town of Lansing of Triphammer road wished to know what the Towns policy in taking over roads into new houseing developments . he presented a map of the proposed development showing where the roads would be located he also stated that this development would be restricted to a part with $20,0009 homes and a part to $40,000.. homes . Liscussion wds1.had and the map reviewed by the board and highway supt. Clerk read the policy of thetTown concerning the taking over the roads into new developments as adopted. in May 79 1956 . As i�r Gibbs wished to know how far -along( -�aA development °_should be before the Town would take over the road and the policy dies not define this . It was the opinion of the Board that this policy should be revised to more clearly define this point and would work on this so as to be able to advise him in near future. Mr Gibbs also stated he was having new maps made making some changes in the roads to be built. Mr. Bower came before the Board presenting a check for $102.32 from the Nationwide ins* t'o. representing an unearned premium on a liability policy covering youth activities in 1957, this amount to be a part of the youth fund. Supervisor Dates asked for discussion and action on the proposed Ordinance legalizing lingo , requesting Clerk to read the results of the public hearing thereon held May 2, 58, 8100 P, M. .South Lansing Fire tall . Clerk read the same . Discussion period was had at which time '1�lr. tints and Mr. Ozmun expressed objection to the extension of time to the first day of the week. Sunday.
