Meeting Mintues and Responses Town of Lansing Planning Board Meeting, July 27, 2026 O'tooles Contractor Yard, Lansing, NY Comment: The project will require a Full SWPPP. Response: A Full SWPPP has been provided Comment: Please provide a strategy on how the site intends to address dust mitigation Response: Dust mitigation is a component of the Stormwater Pollution Prevention Control (SWPPP) narrative and will be incorporated as such. Asphalt millings are used on the main drive into the site. Comment: Please provide describe any maintenance procedures used on the storm practice to date. Response: The storm practice has been historically cleaned once sedimentation has reached a level of between 6"and 1: The last full cleanout was in the summer of 2024 and it is cleaned approximately every 4-6 years. Comment: Please provide proof of DEC certification for asphalt storage Response: DEC certification has been obtained and has been provided to the Planning Board Comment: The existing asphalt pile appears to encroach setback requirements for the rear of the property(50' near duplex's). Response: The piles have been pulled back to within 50'of the setback line Comment:The existing work yard appears to encroach the frontage setback(75')which should be in-line with the existing concrete bunker. Response: The work yard was pulled back along the lot frontage to meet the 75'setback. The area will be finished graded and seeded by mid September. Comment: Please confirm the type of materials that will be accepted/used on the property to determine whether they are in concert with the original agreement. Response: Materials are identified on the stormwater site plan. Because the original apartment complex was never realized, the Owner viewed the stipulations and conditions on the work site as null and void since they related directly to the development. Comment: Please request a maximum pile height from the Planning Board for discussion. Response: Pile height will be limited to no higher than the tallest reach of an excavator loader. This is approximately 20-25. Comment: Please provide a screening plan for the lot frontage(s). Also remove any dead vegetation. Response: A screening plan has been provided on the stormwater drawings. The site will use arborvitae placed every4'along the site frontage of Peruville Road. Comment: Please provide details on the hoop building along with any permitting received for construction. Response: Building details and permitting are attached. The building is 50'x 80 Comment: Please review the November 28, 2016 site conditions resolution and update the project with anticipated hours of operation and site longevity expectations. Response: Hours of operation will be will be by appointment only and the site will remain in operation until permanent. Comment: Please identify whether the site has or will require a lighting plan. Response: There are no plans to illuminate the site. Comment: Please review and confirm traffic numbers and update if required. Response: Anticipated traffic will be no different than has been in the area since the work yard has been in operation (2011). In fact, it is likely less since the property is used by appointment only. Actual numbers from 7113126 to the present can be made available.
