CONSERVATION ADVISORY COUNCIL
August 6, 2025

MINUTES
1. Call Meeting to Order
Present: Ed Dubovi, Robyn Bailey, John Hatfield, Travis Kitch, John Fleming
Absent: Todd Walters, Brian Boerman, Lisa Scanlon (resigned due to relocation)
Non-CAC attendees: Christine Montague, Town Board; Kathy Yen, Siobhan Hull, CCE;
A quorum of the CAC members was present.
2. The main topic of discussion was the future of the Climate Smart Communities program. As we were
preparing to address future efforts, we were informed that the state program was transferred to the
Southern Tier 8 Regional Board from Cornell Cooperative Exten sion. Our new contact in that office is
Ashley Seyfried, Director of Sustainability. She is located in Binghamton so being at our meeting will
take some planning. We have a tentative commitment for her being in Lansing for the October CSC
meeting.
3. The proposal to elevate the CAC to a Conservation Board was discussed. A CB would become more
involved in the work of the Planning Board. To get further insight into the operations of a CB, plans are
being made to meet with the CB for the Town of Ithaca. The September CAC meeting will be canceled
as a meeting with the CB would be only one day later.
4. The CAC members were encouraged to identify members of the community that would be
interested in being a part of the CAC. At least two new members will be needed for the 2026 CAC.
