Moved by Mr. Graham, seconded by Air. Cummings, to approve minutes of
previous meetings as mailed. Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.
Claim Nos. 2S7 to 283 of the Highway Fund in the amount of $58,242.72 and
Claim Nos. 366 to 398 of the General Fund in the amount of $9,612.91 and
Claim Nos. 2 to 5 of the Federal Revenue Sharing Fund in the amount of
$15,784.06 were presented, for audit. Moved. by Air. VanBenschoten, seconded
by Mr. Cummings that the bills be paid. Ayes - Sovocool, itanBenschoten,

Discussed easement given to Village for water lire along Elm Street Fact.
Attorney Fitzgerald stated it was a dedicated road. and the only thing the
Town can use it for is highway purposes. If Town should abandoned. road,
adjacent property owners would get land to center of road. Town can't
get fee title so Village will have to get easements from individual property
owners. It is proper to amend original Water Agreement resolution per
'tillage Attorney's wishes.

8:00 PM - Herbert Adams Jr. - Proposed another road on Clark Street Ext.
Will deed over 60 feet of property to the Town so he can put in some more
trailers or houses on back two lots. Wants to put in an imaginary road and
Town would not have to maintain. Zoning Officer and Planning Board said he
had to go this way in order to get around a variance. Property has 210' of
frontage. Board indicated road would have to be built to Town specs and
accepted by Town. There is no such thing as an imaginary road. No variance
could be granted for another residence with 10' of frontage. Mr. Adams
complained about party down the road that has two trailers on a lot with
only 338' of frontage. He want's one of them out of there. They could.
have been placed there prior to zoning requirements of 200' frontage,
Clerk will have Zoning Officer check it out. All. Mr. Adams wants to do is
put a trailer behind his home for his kids. "I'll go ahead and do it any
way." Mr. Adams showed board plans with proposed, road and two or three lots.
Consensus was that as a practical matter, Mr. Adams can't afford 'to put
in a road that meets Town specs for one house.
8:30 .PM - Dora Stewart present to make a complaint on neighbor who has
thrown junk on her property. Ed Miller has cars, half of cars, motors
and. junk all over his property. Mrs. Stewart wants to know how to get
his junk off her property so she can mow and clean up. Mr. Miller has
been sited and will have to be sited again. Zoning Officer will have to
site again. It's a personal problem when Mr. Miller throws his junk on
Mrs. Stewarts property.

RESOLVED, that the Town of Groton will participate jointly with the
Village of Groton in the Youth Recreation and Youth Services Projects
for 1.988 with ToT,+n share being $5000.00 arid. $3200.00, respectively,
Discussed no parking signs in McLean. Town received letter from Fire Board
in McLean stating they did, not want no parking sign by building. Tompkins
County Highway Department said they would remove sign. Stop sign in center
of Square is legal. Put delineators and stop sign in front of post office.
Whi7c lines in middle of square don't mean you can't ;park there. New signs
and road markings make it legal for a1]. the judges.
RESOLUTION NO 27 - 1988 HIGHWAY NEGOTIATIONS

RESOLVED, that the Town of Groton Highway Employees be granted
a 32¢ per hour increase across the board and the hourly rate
for new part-time or temporary laborer remain at $5.00 per hours.

vacation time or health insurance.
Monthly reports from 'Town Clerk, Town Justice Heffron and Walpole were
reviewed..
Correspondence consisted of: 1) Contracts for Highway and Youth Programs;
2) Check for part of snow removal; 3) DEC - Munson Sludge - Solid Waste
Management Facil.lty - Syracuse Metropolitan Sewage Treatment Plant - No
significant effect on environment; 2+) Notice of landfill site tours for
Supervisor and one Town Board membex on Oct 21 or 24. Tour leaves Court
House at 8AM - Teresa and Thatch will go Oct. 210 )

hearing and special to *gym board. meeting for Tuesday, October 27, 1987, at
7:30 P.M. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson.

asked him to check on the following: 1) Complaint from Dora Stewart about
Ed Miller's ,junk. Long standing problem. Mr. blood said he would commence
to .resolve between now and next meeting. 2) Complaint from Herb Adams of
two trailers on one lot that only has 338.75' road frontage. 3) Complaint
of Wilbur's 5th wheeler being hooked up with hose running from house to
trailer. gib) John Anderson's junk - Attorney should handle since it has
been to County Court already.

Since no one was present from the ;public, Supervisor went over summary
of budget including special districts. Reviewed Groton fire budget with
Chi.gf Ed Smith. General wand 7.s up a little over lest year. Fart 'Town
is up due to Ambulance and honing. DA roads - Equipment is higher and
EB is maintaining what we have now, not up much. Capita. Fund -:kit
away for building fund only.
Difference in rate ovex last year is $6.11 inside and $2.85 outside for
$8.961000 ox an increase of 4¢.

FOR RENTAL OF JUSTICE COURT SPACE

RESOLVED, that the Town of Groton eater into Agreement between the
Village of Groton ("Village) and the Town of Groton ( "Town") that s
In consideration Of rental of space for the Purpose of holding justice
Court on propexty armed and operated by the Village, the "ibwn agrees
to pay the Village the sum of FOUR HUNDRED A14D EIGHTY AND xx 1O0 DOLLARS
($480.00) for annual use of the afoxementioned facilities. Such payment
will be billed to the Town of the 1st day of May each year and due on or
befoxe the 31st of flay,

rental price is renogotiated or the Town discontinues use of the
facilities. If the Thwn should use the Court Room for only a portion
of the year (June i thru hay 31), rent based on the sum of FORTY and

facilities.
