Moved by Mr. Sovocool, seconded by Mr. Cummings, to approve minutes of
August 11th meeting as mailed. Ayes - Sovocool, Cummings, Graham,

RESOLUTION N0. 20 - AMEND BUDGET
MOVED BY Mr. Cummings, seconded by Fir. Graham

RErSOLV13D, that the 1987 part town Highway Budget be amended 'by
$26,780.98. This figure represents 1986 CHIPS income that was
not disbursed in 1986 and this resolution authorizes the carry
over of same to 1987 budget.
FURTHER RESOLVED, that appropriation account EB5112.2 be increased
by $26,780.98.

Water survey -- Water clinic will be held in Groton. Ann Mathews is in
charge of clinics. Buck Testing Lab may offer cut rate price on testing
for those in clinic. DEC has indicated to the County that they have
money available for groundwater studies. We need more basic data on
groundwater conditions in the County.
Discussed Village water main to be installed along Elm Street Extension.
Village would like Town to give them an easement along Elm Street Extension
from water tower to Village limits so they can place water main in
Town right -of -way. Town Attorney reviewed proposed easement and made
changes to same. A building permit from the Town of Groton is also
required for the tower.

referred to herein as GRANTOR, and the VILLAGE OF GROTON, a municipal
corporation in the County of Tompkins, State of New York, hereinafter
called GRANTEE or VILLAGE:
WITHESSETH, WHEREAS the VILLAGE in order to construct, maintain,
improve, repair and operate its municipal water system in order to
provide water service to the community and, in some instances, the
VILLAGE by reason of topography and grades in certain locations must
depart from the established highways in order to render proper water
service to -the property owners of the VILLAGE, and WHEREAS, the Grantor
as named herein, is the owner or has an interest in the real property
where a water main or other facility must cross or encroach upon.

benefits to accrue both community wide and to said Grantor as a

and otherwise, and in further consideration of the covenants herein

the same condition as before such work was done, without expense to the

Without limiting in any way any of the foregoing rights of thY

to the Tompkins County Youth Commission. Ayes - Sovocool, Cummings,

RESOLUTION N0. 22 - SUPPORT TOMPKINS COUNTY SHERIFF HOWARD'S
REQUEST FOR ADDITIONAL DEPUTIES
Moved 'by Mr. Graham, seconded by Mr. Cummings

RESOLVED, that the Town Board of the Town of Groton does hereby
support Tompkins County Sheriff Howard's request for additional
deputies so that adequate patrol of all areas in the County can
be maintained.
Moved by Mr. Graham, seconded by Mr. Sovrocool, to authorize Leland Cornelius
• to attend Annual Highway Superintendents School in Kerhonkson, N.Y. from
Sept. 15 - 18. Ayes - Sovocool, Cummings, Graham, Robinson.
Discussed seized vehicles that are turned over to the Town to hold.
Who is responsible for insurance, storage fees, clerk's responsibility
and paperwork involved. Town Attorney will look into further and.
advise Town Board and Clerk.
Set highway negotiations for Monday, September 21, 1987, at 4:00 P.M.
There being no further business, Mr. Sovocool moved to adjourn meeting,

J. Holl: Spokesman for highway employees. We have two guys without
insurance. The rest have it through their wives. The two
would be willing to forego raise if Town will pick up insurance.
The rest are asking for 600 per hour increase and. nothing else.
T. Robinson: Dennis and. Rick are the two that want insurance. I don't
like to make decisions without everybody here. It's not
fair to you or us.
J. Holl: Village employees are making $1.00 per hour more than me. They
also get insurance.
T. Robinson: We'll have to discuss your request and get back to you.
Board members present discussed providing of health insurance or 40¢
per hour which is a 5% raise. No decision was made until all board
► nembers could discuss it. A meeting will be held Wednesday, Sept. 23, 1987

Discussed increases for highway employees. Decided to offer 320 per
hour increase or single health insurance coverage.
