RESOLUTION NO. 12 - AUTHORIZATION TO PURCHASE PANASONIC COPIER

RESOLVED, that the Town Board authorize the purchase of a Panasonic
Model FP -3030 Copier at State Bid price of $3,290.00 and trade in
used copier for a Panasonic KY -E708 Electronic Typewriter at no
additional charge from Copier Products Sales & Service, Inc. in
Auburn, New York.
There being no further business, Mr. Sovocool moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 11:30 P.M. Unanimous

Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to approve minutes of
April 14th meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings,

Monthly reports from the Town Clerk and Thwn Justice Heffron were reviewed.
West Groton Landfill Committee met at the Thwn Hall last night (May 11) with
Supervisor Robinson present.
Supervisor Robinson asked board members for a contribution to go towards
flowers for Wayne Wheeler's mother.
Lyle Raymond - 'There will be a meeting tomorrow night of the Air & Water
Quality Committee at which time they will discuss water survey in Groton.
The Environmentalilolanagement Council will discuss possibilities of follow
up on water survey in Groton - -All are invited to attend at 5:45 PM at the
Cooperative Rxtension Office on Willow Avenue. Will discuss water clinics
for rural people. Lyle has received responses from allover the state on
our Benefit Sharing proposal for dump sites. Might be problems with
Special Districts- -need public justification of funds. Discussed recycling,
baling, etc. We have unique areas in the Town of Groton. Mr. Jon Harrington
should pay special attention to these areas or are there any other areas
in the Town. Long term would be to include it in zoning ordinance.
Discussed Mr. and Mrs. Joseph Wilburs request for a variance to live in a
5th wheel recreation vehicle. Attorney Edward Goehler, representing the
Wilburs, at the Town Board meeting on April 14 asked for an adjournment
until tonights meeting to present more examples of selective enforcement.
No examples of selective enforcement were presented.

RESOLVED, that the Town Board does hereby deny Mr. and Mrs. Joseph
Wilbur's request for a variance to reside in a 5th wheel recreation
vehicle on their property on Lick Street.

BESOLVLD, that the Town of Groton enter into an agreement with the
County of Tompkins for xenLaval of snow from county roads and sanding
of same for the period January 1, 1987, through December 31, 1988 with
Payment for game being $2100 pex two -lame file,
David Dunning presented Board with proliminaxy results of water surrey.
He had a retvxn of approximately 84%. The areas surveyed were McLean,
Groton City, and West Groton. David will have results of survey printed
and available shortly in the Town Clark's Office for those interested in
picking up a copy.
No additional information has been received from the Village in connection
L3ith their water line on Elm Street, Extension,
Attorney Fltzgerald reviewed contracts from Harrington Associates for
Land Use valuation and Gxavel Mine renewal. All Papers appeared. to be
:gin ordear.

to the Manning Board fox a term of seven eaxs, expiring in March of 1994,

Zoning Officer's report was reviewed.
West Groton Residents - Landfill
William Casolaxa spoke for the group indicating County has tested two sites

n Groton, GR2 and GRD. They need further support.from the Town Board --
initiate consultation with an QiVir011i ental Lawyer. Site will be announced
the first or second week in ,July. One thing that is especially Qruoial is
the siting of the landfill in one year by June 1988. Theme is rio wad{
possible to go thixough DEC SEU hearings, excavate 3D acres 20 feet deep,
install diners, test wells, etc, in one year which leads us to the point
of what they're going to do, We have a strong suspicion that there will be
an interim site. So, what we're seeking is to have the Board initiate
proceedings to hire an &ivironmental )sawyer so that We may find , out avenues
that we can pursue. File are concerned about the village and the whole town,
Supervisox Robinson indicated she has names of Ilhv ronmental Attorney Firms
that specialize in environirrental law. Supervisor Robinson also indicated
Town might look into this lawyer business, but hesitant because we like to
have something in hand and not look at phantom things. I'd want, to be
pretty sure that it was coming into this axea before I got ri ght down to
the nitty- gritty of yt with the lawyers. Supervisor Robinson suggested the
group sort facts out they now have and maybe get together with someone
suitable and have a discussion on curxent facts and any other info=zat on
or assistance we can obtain to discourage dump from being 10ea.ted in Groton.
Ann Jones and Christina Salerno from the Arts Council of Tompkins County
were present to explain what the Art Council iE5 and how it sexves people
and organizations by providing support acrd funding services and technical
assistance fox professional development. Organizations areceiving funding
in Groton are the CCiild Development Center, Historical Association and
Festival Days, They would like the Town of Groton to become a contributor
to the AaAr!, Council of Tompkins County.
Leland Cornelius purchases a truck chassis far cinders, which was approved
by the Board with vouchexs.
Discussed having perirrits for all businesses a.11 the 'Pawn, including garbage
pick up. Tine Town Board will have George Tatman and the Planning Board
lock into and make xecaimendations to the Town Board.
Supervisor Robinson, Attoiney Jack Fitzgerald and Gary Wood, Zoning Officer,
took a tour of Join Anderson's junkyard. Gaacy Will dive written report
on findings,

session to discuss ;personnel. Ayer - Sovoeool, VanBenschoten, Cummings,
Gxaharn, Robinson.
Garr Wood presented his update on time sheet. He has issued 1.7 or 1$
building permits to date. He is now doing multiple residence inspections.
Cdr. Wood is aware of violations at Breeze, Wilcox, Jacobs, Benson, Lanes,
etc. and. will get to them shortly. Mr. Wood also has completed additional
schooling as required for Cade Enforcement,
