Highway Superintendent, Leland Cornelius, reported our insurance company
had contacted him about a claim they have from a motorcyclist hitting a
spring leaf on Sovocool Hill Road and damaging his cycle. Mr. Cornelius
had just paved road due to the extremely smooth surfact, but stated the
spring didn't appear to be from any of our vehicles.
Supervisor Robinson would like to go over budget with board on Wednesday
afternoon at 2:00 PM. She will also contact Jeff Paddock of the County
Department of Public Works to meet with Board to discuss 1987 snow removal
contract. It was agreeable with all Board members to meet at this time.
Discussed date to hold Budget Hearing and Town Board Meeting for November,
since regular meeting date falls on Veteran's Day. Must schedule around
.'Election Day also.

Budget Hearing on Monday, November 3, 1986 at 7 :30 PM, followed by
Tbwn Board Meeting at 8:00 PM, Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.

MINUTES - BUDGET WORK SESSION HELD WEDNESDAY, O01MER 151 1986 @2;00 PM

Purpose of session was to go over budget figures as presented. by Supervisor
and to discuss any changes. It was noted that proposed purchase of two
new overhead doors and gas tank with monitoring system should be budgeted
under equipment instead of buildings. Also Town Clerk's Health Insurance
was inadvertantly omitted from contractural and added at this time. Super-
visor will work up tax rate based on figures presented and notify Board
Members,
Jeff Paddock was present to discuss 1987 Snow Removal Contract. He
presented Board with figures for Groton Snow Removal Costs from 1980 to
1986. He explained to Board the Counties' reasons for flat rate contract.
He also stated that seven of the nine Town's were going along with it. Much
discussion was held on how the County would maintain roads if the Tbwn
did not, with the Town getting all complaints because roads are not passible.
The Town doesn't feel we should be maintaining County roads at a proposed
loss of revenue from the County. It appears the only way to go is hourly
as we are currently doing. Concensus of Board was that the Town come up
with a proposal for the County to consider.

Also,if the County were to maintain roads, fire and ambulance vehichles would
encounter problems getting up Spring Street Hill and over Lafayette Road.
Lafayette Road, being maintained this past winter by the County, was inaccessible
to vehicles and fire apparatus several times due to the Counties failure to keep
road clear of snow.
