VanBenschoten, Councilman Donald E. Cummings, Councilman Joseph H. Graham, Councilman Jack Fitzgerald, Attorney Also Present: Leland Cornelius 1986 at 7:30 PM. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool to approve minutes of September 8th and 22nd meetings as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Robinson (Graham - Absent) Claims Nos. 243 to 272 of the Highway Fund in the Amount of $20,327.25• Claim Nos. 356 to 380 of the Geveral Fund in the amount of $5,353.70, and Claim Nos to of the Federal Revenue Sharing Fund in the amount of $ were presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Cummings that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Monthly :reports .from .the Towne :Clerk, 'town Justice Heffron and Zoning Officer were reviewed. Correspondence: Groton Business Association Meeting tomorrow at noon, Better Housing for Tompkins County has applied for funds to renovate old Groton School Building into 21 apartments plus an area for Groton Youth Commission. They are conducting a tour of similar facilities on Wednesday, October 22 at 5:15 PM. Letter from Peg Palmer requesting Town to pay one -half of cost for her to attend Magistrates School, other budget requests and dues were received. Discussed 1987 Dog Contract. that is added. RESOLUTION NO, 27 - Only difference is the Talk -To -Owner feature CONTRACT WITH SPCA FOR 1987 DOG C014TROL SERVICES Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson Resolved, that the Town of Groton will contract with the SPCA for 1987 Dog Control Services in accordance with Article I through IV in the amount of $5,696.00. Rabies Clinic will be held Wednesday, October 22, 1986 from 7 -9 PM at the Groton Fire Station. Cats as well as dogs must be vac6inated for rabies this year. RESOLUTION N0. 28 - 1987 YOUTH RECREATION AND YOUTH SERVICES PROJECTS Moved by Mr. Sovocool, seconded by Mr. Graham ` Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the To °.m of Groton will participate jointly with the Village of Groton in the Youth Recreation and Youth Services Projects for 1987 with Town share being $3200.00 and $2800.00, respectively. Discussed "No Parking" area in McLean Square. Fire Department still uses one �I overhead door exiting on Stevens Road. May have another truck, so would like "No Parking" area. Also, it keeps gas pumps clear of vehicles. Reference is made to Ordinance for "No Parking': signs dated February 16, 1971, on page 209 of the Town Minutes, Attorney Fitzgerald and Gary Wood., Zoning Officer, will get together this Friday and discuss Local Law or Ordinance for Administration and Enforcement of Building and Fire Code; MVE Homes Projects and Richard Reimer property. Discussed office help for Zoning Officer. Will need a part -time person approximately two days per week to handle Zoning paperwork. Supervisor has budgeted monies for this, to keep 2 �� 26 Discussed leave of absence policy (Tompkins County Civil Service Rule XIX) received. from Tompkins County Personnel Department requesting us to take action by adopting Rule XIX as submitted or adopt our own policy per General Municipal Law, Section 92.1. By adopting Rule XIX, it will keep a uniform leave of absence Civil Service Rule throughout the County. Board and Town Attorney felt it doesn't apply to our situation. Moved by Air. VanBenschoten, seconded. by Mr. Sovocool to table indefinately taking action on leave of absence policy. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. McFarland- Johnson has studied our gas tank situation. We replaced our fuel oil tank with a 10,000 gallon tank and left 2,000 gallon gas tank. which is about 20 years old. Recommended we replace gas tank and put.; monitors in so you don't have to stick it every day. Another way to go is above ground and build dike system. Monitoring system cost approximately $5,000.00. We have no underground insurance. Permit and $250.00 fee is due December 27, McFarland - Johnson's Engineering fee would be $2800.00 - exclusive of Environmental Investigations if there are leaks. We need a new 2,000 gallon tank and can put it in ourselves. Monitoring system would be put in by someone else. Some board members felt we should use the $2,800.00 engineering fee to buy new tank.. No action taken at this time. McFarland- Johnson also presented Preliminary Plans for new offices. Board members looked them over briefly. Supervisor Robinson also reminded Board that we had to do something with garage--doors -to conserve energy. RESOLUTION N0. �2 ^ - 1987 HIGHWAY NEGOTIATIONS Moved by Mr. Cummings, seconded by Mr. Sovocool Ayes - Sovocool, Vaa enschoten, Cummings, Graham, Robinson RESOLVED, that the Town of Groton Highway Employees be granted a .350 per hour increase across the board and the hourly rate for new part - time or temporary laborer be increased to $5.00 per hour. FURTHER RESOLVED, That there will be no change in sick leave or vacation time. Discussed proposed 1987 County Snow Removal Contract, Supervisor Robinson spoke with Jeff Paddock, Engineer for Tompkins County Department of Public Works, who is in change of snow contracts. County wants to go with flat rate per mile contract. This would simplify budgeting and accounting procedures for both Town and County. Rate is an average of our cost per mile for the past six years. After much discussion, consensus of board was -that it appeared that the town would be losing money, but board agreed to meeT with Jeff Paddock on Wednesday, October 15, 1986, to discuss matter further before taking action. Discussed Purchasing radio communications equipment for Highway Department. New Repeater would. go on Tower by Houstons. New radios would be purchased on State Bid, RESOLUTION NO, 30 - AUTHORIZATION TO PURCHASE NEW RADIO SYSTEM Moved by Mr. VanBenschoten, seconded. by Mr. Graham Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the Highway Superintendent be authorized to purchase new repeater in the amount of $4,992.00 and radios and accessories under State Bid Contract prices from Motorola. Discussed increasing income limits for partial property tax exemption for the elderly. The current limit of $8,000.00 has not been increased in quite some time. Cornelius, Jeff Paddock N2:Pose of session was to go over budget, figures as presented by Supervisor and to discuss any changes. It was noted that proposed purchase of two new overhead doors and gas tank with monitoring system should be budgeted under egiii.pment instead of buildings. Also Tbwn Clerk's Health lnsurance was inadvertantly omitted from contra,ctural and added at this time. Super- visor will work up tax rate 'based on figures presented and notify Board �] ernL srs . Jeff Paddock was present to discuss 1987 Snow Removal Contract. He presented Board with figu2`es for Groton Snow Removal, Casts froifi 1980 to 1986. He explained to Board the Counties' reasons for flat sate contract. He also stated that seven of the nine Town's were going along with it. Much discussion was held on haw the County would maintain roads if the Town did not, with the 'Town getting all complaints because roads are not passible. � The Town doesn't feel we should be maintaining County roads at a proposed loss of revenue from the County. It appears the only way to go is hourly as we are currently doing. Concensus of Board was that the Town come up with a proposal fox the County to consider. Session ended at 4:4 FM. Colleen D.
