Claim Nos. 166 to 190 of the Highway Fund in the amount of $5,872.61 and
Claim Nos. 231 to 259 of the General Fund in the amount of $5,880.66 were
presented for audit. Moved by Mr. Graham, seconded by Mr. VanBenschoten,
that the bills be approved for payment. Ayes - Sovocool, VanBenschoten,
Cummings, Graham, Robinson.
Monthly reports from the Town Clerk and Town Justice Heffron were reviewed.

to be held at NYSE&G on Wednesday, July 23rd at 7:30 P.M.
Phil Munson was present to get Boards support for Improvement of Route 96
to the Tompkins County Hospital. Cliff Street is very dangerous because
of narrowness. The Octopus is impossible to get through when trains and
traffic block the intersection. Group hopes to organize all Towns and
Villages,�as a group, to pull together to get a solution -- hopefully an
overpass.

PROCLAMATION - T0MPKINS COUNTY 4 -H WEEK',
WHEREAS; The 4 -H Program of Tompkins County Cooperative Extension serves
the youth of Tompkins County without regard to race, creed,
color, or religion by encouraging participation in leadership
development and educational programs and
WHE_IVAS; The Tompkins County 4 -H Acres Youth Fair held at 4-H Acres is
the culmination of the year's activity program and is organized.
and conducted by and for the members of 4 -H and •
'tIHEREAS.; The Tompkins County 4 -H Acres Youth Fair provides an opportunity
for 4 -H youth to share with their parents, family, friends, and
the public the results of the year -long learning and growing

on Mayes I'm requesting a variance to place a mobile home next to
my home. Land next to Church is owned by Carl Lacey and
used for storage and he has no problems. Across road is
abandoned house. Mr.
Lacey lives on left hand side of
abandoned house. Behind property is an open field with
corn or wheat. We are applying for mobile home for Mrs. Dunker.
Will have own septic and well. Mrs. Danker showed board
pictures of her home. Renting to Mrs. Danker so she can
get out of Deer Run Road. It's 14 x ?5' and will be setting
lengthwise on lot.
T, Robinson.* Is the frontage 148.5'?
D. Mayes: Yes,
T. Robinson: Each house has to have 200' frontage.
L. Sovocool: How deep is the lot?
D. Mayes: 167.9' plus 8' deeper on one end of lot.
J. Fitzgerald:Section 354.1 A and B - 43,560 square feet minimum lot area
or 21,780 square feet per dwelling unit - -it can only support
one dwelling unit.
L. Sovocool: Where would the water come from?
D. Mayes: New well.
T. Robinson: How about sewer?
D. Mayes: I'm going to put in a 1,000 gallon tank and dry well per
Health Department specifications. •
J. Fitzgerald :We have varying Mobile Home Ordinance and Land Use Ordinance
and by law we must apply the most restrictive which is one
acre and 200' frontage.
T. Robinson: If there aren't any more questions, we will proceed with other
business and make a decision later.
8:15 P.M.
L. Volpicelli: We'd like to replace a mobile home but lot does not meet
requirements. It's an existing lot. We'd like to put a
double wide on lot which goes to next door neighbors house.
L. Sovocool: Who had the trailer there before?
L. Volpicelli: My mother had trailer there for about 20 years and it was
moved.off last October. I think this is a hardship since
Joe has had heart failure and'a stroke and we need to get
rid of large home.
T. Robinson: There is 3.8 acres with septic and water in?
G. VanBenschoten: The frontage is 240 plus 64.
L. Volpicelli: We were told there was a Grandfather's Clause and we could
replace.
J. Fitzgerald: It is existing in Zoning Ordinance but not Mobile Home
Ordinance. We can still take into consideration the 3.8
acres that we are dealing with.
T. Robinson: Do you have a separate well?
L. Volpicelli: No, it's piped from our house.
T. Robinson: You are not legal, that is why you're applying for a variance.
We deal with Mobile Home Variances,
L. Volpicelli: Doublewide is approved by Fire Code and others.
G. VanBenschoten: Is it going to be on a foundation?
L. Volpicelli: Yes, a permanent foundation:;.
L. Sovocool: How far from the house?
L. Volpicelli: 25'. It is a 28x40.
T. Robinson: If there are no other questions we will go on with other
business.
Discussed Mayes Variance request. Not enough room for one, not alone another
trailer. Can't believe Health Department would approve. Not enough
frontage for own home.
RESOLU17UT NO: 21 - DENY VARIANCE TO DONALD AND KATHLEEN MAYES
Moved by Mr. VanBenschoten, seconded by Mr. Sovocool
Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson
RESOLVED, that pursuant to the authority granted by Article XVIII
of the Town of Groton, the Town Board hereby denies a request for a
variance of Article 15.8.1 of the Mobile Home Ordinance to permit
the construction of a mobile home on the Donald and Kathleen Mayes
property located at 29 Gulf Hill Road(Parcel 3M- 13) for the following
reasons:
1. The property presently has a residence on it,
2* the lot has 148 feet of frontage and a depth of 167 feet,
3. it is presumed the Health Department would not approve septic
system,
4.) no evidence of hardship exists.
Discussed Volpicelli Variance Request - There was a mobile home there for
20 years. It has sewer and water. Plenty of area 0.8 acres), but
frontage is 160; short for two residences.
RESOLUTION Ni0: 22 - GRANT VARIENCE TO JOSEPH AND LAURA VOLPICELLI
Moved by Mr. Graham, seconded by Mr. VanBenschoten
Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson
RESOLVED, that Persuant to the authority granted by Article XVIII of
O the Moblle Home Ordinance of the Town of Groton, the Town Board hereby
grants a variance to Joseph and Laura Volpicelli to replace a
previously existing mobile home on Parcel 36 -1 -56 with a double wide
mobile home contingent upon complying with all set back requirements in
Section 15.8.1 and Health Department approval per Section 15.3.4 of the
Mobile Home Ordinance,
FURTHER RESOLVED, that since said Parcel 36 -1 -56 has only 240 feet of
actual road frontage, with the parcel a depth of 544 feet will remain
in tact and may not be fractionalized without.Zoning Board approval.

Lyle Raymond, Chairman of Water Committee for Environmental Management
Council reported on studies under way on Groundwater Aquifers. Two areas
are Groton Village and Fall Creek. One way of finding out more information.
is to have well drillers and home owners register wells with the County
Board of Health. By doing this they will know about rural wells, ie:
quantity of water, quality, suffer, dry, etc and plot information on map
for future reference.
Groton Festival Days Committee has ordered tent.
Youth Services Summer Jobs Program - One girl to work with coordinator to
line up jobs. If anyone knows of any jobs let Maggie Moore know at 898 -3510
at office at Fellowship Hall on Church Street. Presently they will be
working with Historical Society and Festival Plans,
Mr. John Brooks, who did our milling work passed away suddenly last
week.

Mr. Cornelius reported he has not heard anything on the truck box we
purchased last month,
