® Claim Nos. 107 to 135 of the Highway Fund in the amount of $13,348.5c) and
Claim Nos. 157 to 181 of the General Fund in the amount of $9,907.53 were
presented for audit. Moved by Mx. VanBenschoten, seconded by Mr. Sovocool,

Monthly reports of the Town Clerk and Town Justice Heffron were reviewed.
RESOLUTION N0. 12 - AMEND RESOLUTION N0, 9 TO INCLUDE ALL
ELECTION .DISTRICTS

RESOLVED, that Election Districts 1, 2, 3 and 4 be combined for
Registration Day at the Town Hall.
Discussed participating in Tompkins County Job Training Program for summer
youth employment. We had four good workers last year who assisted the
Groton Historical Society worked in old school and did some burning of
obsolete records at the Town. Program worked out very well.

Correspondence consisted of ;.l) Letter from Groton Housing Authority
regarding luncheons held at Senior Citizens Complex and encouraged Board
Members to attend; 2) Notification from County Board of Representatives
that all Tompkins County Sheriff services are to be contracted with County;
3) Letter from Blue Cross /Blue Shield notifying us that it is mandatory that
they cover all liver and heart transplants; 4) Info from S. MacNeil regarding
liability insurance; 5) Notice of proposed changes in SEqR including new short
environmental assessment forms.
RESOLUTION NO. 14 - PURCHASE ROAD OIL AT STATE BID PRICE

RESOLVED; that the Town.Board of the Tbtim of Groton authorize the
Highway Superintendent.to purchase road oil at the State Bid price.
The Local. Advisory Board of Assessment Review will meet at the Town Hall
on Wednesday, May 14, from 3 to 6 PMe A County Assessor and the County
Representative will be here. Supervisor Robinson and Board Members
VanBenschoten and Sovocool will also be present.

to attend Annual Highway Superintendent's School at Cornell on June 9 - 11.

Supervisor Robinson attended Groton Festival Day's Commettee meeting. They
would like the Town to furnish tent and give permission to set it up on
boulevard.
RESOLUTION NO. - 15— - TOWN TO SUPPORT GROTON FESTIVAL DAYS

RESOLVED, that the Town of Groton shall support Groton Festival Days
by providing a large tent for their use during festival days.
A request for a variance to Section 15.8.1 of the Mobile Home Ordinance
was filed with the Town Clerk on April 7, 1.986, by Mrs. Shirley W. Silcox.
Property involved is located at 222 McLean- Cortland Road (Parcel 39- 1 -22).
The parcel has 125 feet of frontage and is 152 feet deep. Mrs. Silcox
would like to sell the lot and new owners want to place a 14 x 70 mobile
home on lot. Silcox's new trailer was placed on lot without a permit •
in 1984 replacing a previous mobile home. Sewage system and well are
already their and in working order. There is an existing two car garage
on lot. Use of lot ceased over one year ago (323.1 - Non - conforming
activity abandoned). Mobile Home Ordinance requires one acre of land with
200 foot frontage. Set backs are 30 feet from road right -of -way and
25 feet from all property lines. Town Attorney and Town Board discussed
Mobile Home Ordinance and Land Use and Development Code. Attorney advised,
that statutes are providing two different things. The Town Board has
the authority to vary such regulations providing that set backs comply
with zoning ordinances; that is, 8 feet from side lot lines and 30 feet
from road. right -of -way.
RESOLUTION N0. 16 - GRANT VARIANCE TO SHIRLEY W. SILCOX
Moved by Mr., VanBenschoten, seconded by Mr. Sovocool
Ayes - Sovocool, VanBenschoten, Cummings, Robinson (Graham - Absent).
RESOLVED, that Pursuant to the authority granted by Article XVIII
of the Mobile Home Ordinance of the Town of Croton, the Town Board
hereby grants a variance to Shirley W. Silcox of the following lot
size requirements contained in Section 15.8.1 of said Ordinance:
A. The total area requirement of 43,560 square feet shall
be reduced to 19,000 square feet;
B. The minimum frontage requirement of 200 feet shall be
reduced to 125 feet;
C. The side line set backs of 25 feet in each direction shall
be reduced to the zoning ordinance minimum of 8 feet on
either side.
Moved by Mr. VanBenschoten, seconded by Mr. Cummings to appoint .Dale Rossignol
as representative on the Youth Commission. Ayes - Sovocool, VanBenschoten,
Cummings, Robinson.
Better Housing for Tompkins County has a small amount of money available
to loan to Town of Groton residents at three percent interest payable in
five years. There are income limitations. Money can be used for repairs
to home, sewage systems, heating systems, etc.
There being no further business, motion was made by Air. VanBenschoten,
seconded by Mr. Sovocool, to adjourn meeting at 9;110 P.141. Unanimous
