Robinson as .Delegate to the Annual Association of Towns Meeting held February

Mr. VanBenschoten will contact Barry Ballard to see if he is interested in
serving on the Planning Board.
Discussed 1986 Dog Contract and services that are to be provided by the SPCA.
Attorney Fitzgerald verified that the SPCA will not be doing routine patrols
but must answer all complaints.
® Lyle Raymond reported on activities of Environmental Management Council
which includes groundwater levels in Tompkins County, Hazardous Waste sites,
Dog -Deer problems and gas drilling within the County. He asked Board if they
hand any concerns to be brought up at County Meetings. A couple concerns
were Caswell Road Dump site, Town dump site on Stevens Road and having a
speaker from the Extension. Service to enlighten Groton residents on gas
drilling.
Town Clerk will check into most economical phone system for Town.
Discussed use of Town Barns for Festival Days. Highway Superintendent and
Board Members felt it wouldn't be practical to clean out entire Highway Barns.
Possibly could use Storage Building out back. Tabled for future consideration.

Reviewed correspondence: 1) Letter to Insurance Companies from Gary flood,
Zoning Officer, regarding inspections of existing woodstove installations
as new insurance is written. It is not the responsibility of the Building
and Fire Code Inspector of Municipalities to perform these inspections;
2) Letter from Judith Egar of Stauber Road regarding dangerous situation
at Webster Creek including no bridge abutments and erosion of 'road and.
edges. They request our assitance in getting the To *.m of Summerhill to
correct situation. Supervisor Robinson will talk with Summerhill Supervisor.
Town of Groton portion of Stauber Road is paved and Summerhill is not. They
just want road and bridge made safe; 3) Report from Lyle Raymond on UbIC
activities; 4) Correspondence from S. Boehlert and S. MacNeil on Legislative
activities including projected population of Groton of 5700 people in 1910.

Robin Remick,, Director of SPCA, and Michael Costello;, Attorney. for SPCA,
were present to discuss SPCA Contract and some problems citizens have had
in obtaining dog control services when called. There are no routine patrols
under current contract. SPCA.,must respond to complaints when citizens cannot
identify owners of dogs. No Accusatory Instrument has to be signed in this
case, The SPCA must enforce Ag & Markets Law and also Town Dog Conctrol
Law. Further, it was agreed when the SPCA Officer is in Town, he will make
a patrol around Town and pick up any stray dogs.
We currently have a resolution on the books (1981) regarding use of Town
equipment for fire protection and cleanup which is an ongoing contract.
Robert Dempsey Insurance Agency was present to go over PENCO Insurance
quotation. He explained what parts of policy covered and those,items it
specifically excludes.

ASSOCIATION OF TOWNS SCHOOL IN NEW YORK CITY

RESOLVED, that the Town of Groton will reimburse up to $500.00
for expenses incurred for Town Officials attending NYC, School, and

Association of Towns School in New York City from February 16 -19:

Mazy Decker, David Ofner, George Totman, Monica Carey, Cecil Twigg,

FURTHER RESOLVED, to direct that Town Attorney Jack Fitzge:rald.attend
same'school with up to $500.00 reimbursement, and that Margaret Palmer
attend Court Clerk School in New York City with Town reimbursing up
to $250.00 and Village remainder.
In honor of Henry Graham's 90th Birthday, the Town Board of the Town

Leland Cornelius, Highway Superintendent, would like to replace old Brockway
Dump Truck with bad gas engine. Would cost approximately $2500 -$3000 to fix
engine. Would like authorization to bid on a used01975 dump truck.

Va. Cornelius would also like to update oil distributor. Mr. Cummings asked
that Mr. Cornelius get prices together for a comparison of repair or
replacement.

received from County; 4) Foreign Fire Insurance received; 5) Letter from
Blue CrosO lue Shield regarding coverage of human heart and liver transplants;
6) Letter from Mr. and Mrs. Hugh Dryden regarding clearing of Hart Drive which
the Town has officially abandoned; 7) Tompkins County Area Development would
like a Town of Groton Zoning Map; 8) Letter from SPCA regarding Dog Control
coverage; 9) Accident free report from MESA for 1985.
At 8:00 Role legal notice of bid opening for 1975 or newer used dump truck
was read. One bid was received. Cayuga Leasing, Inc. bid was for a 1975
Brockway dump truck at a cost of $10,920.00. The bid was reviewed by Town
Attorney, Highway Superintendent and Tot.► Board Members and found to meet
all spec requirements.

RESOLVED, that the Town of Groton accept bid from Cayuga Leasing, Inc.
for a used 1975 Brockway dump truck per specifications in the amount
of $10,920.00.
Discussed Pole Attachment Agreement between the Thwn of Groton and New
York State Electric and Gas granting permission to place upon or attach
Christmas lighting fixtures, flags,and flower baskets to poles located on
five corners of McLean Hamlet. McLean Beautidication Committee plans 'to
place unlighted Christmans decorations on the poles.
