Briefly discussed Schoneman request for Two Trailers on one lot.
Consensus of board that we would be setting a dangerous presidence if
we do it and that we should go by the ordinance at this time.

Fourteen applications for the Sumner Youth Program were received. Four names
plus two alternates were drawn for the program as follows: Judy Drake,
Sue Tvaroha, Chad Diedrickson, Scott Whalen and alternates Greg Wiely
and Dan Tvaroha in the respective order. Towns reimbursement is 50ro for
sure and possibly 60% from County.
Copies of letters to H. Griep. and E. Wilson from Zoning Officer were
reviewed.
Report from Lyle Raymond, Representative on Environmental Management
Council was reviewed.

Received letter from DEC acknowledging receipt of. application for Spring
Street Pit #2. Since it appears that this project is a type I action
under SEAR, a lead agency must be designated. DEC feels it would be
appropriate for the Town to be the Lead Agency. DEC will continue
processing application once they receive the Town's SEQR determination,
RESOLUTION NO 15 - TOWN OF GROTON LEAD AGENCY FOR SPRING STREET PIT
Moved by Mr. Sovocool, seconded by Mr. Cummings that the Town of
Groton shall act as lead. agency for Spring Street Pit-#2 permit
application. Further the lead agency will rile a SEQR Negative
Declaration since they have determined that the proposed action
will not have a significant effect on the environment.

RESOLUTION NO 16 - SUPPORT SENATE BILL #,5191 and 2500 - MEDICAL
LIABILITY REFORM
Moved by Mr. VanBenschoten, seconded by Mr. Cummings to support
Senate Bill #5191 containing health care laws that would help
contain costs by reducing the incidence of malpractice, deterring
frivolous lawsuits and limitations on contigency fees for lawyers.
Also to support Senate Bill-#2500 which limits awards for pain and
suffering in malpractice cases to $250,000.000

WHEREAS, application No 364, a request for a variance of Article
15.8.1 of 'the Mobile Home Ordinance of the Town of Groton has been
duly filed with the Clerk of the Town Board by Mr. & Mrs. Alfred
Schoneman, and
WHEREAS, said application requests a variance of Article 15.8.1
of the Mobile Horne Ordinance to permit Two mobile homes to be
placed on ,property at Champlin Road (a .portion of parcel
#28 -1 -3) with 203.93 feet of frontage, and
WHEREAS, all members of the Board reviewed application and
relative information,
Now, THEREFORE BE IT RESOLVED, by the Groton Town Board that
Application 3 a request for a variance of Article 15.8.1 of
the Mobile Home Ordinance to permit Two mobile homes on a parcel
of land with 203.93 feet of frontage, be denied. for the following
reasons:
1.) All lots for mobile homes require an acre of land with a
minimum of 200 feet of frontage for each mobile home unit.

2.) The Totem Board wishes to maintain the current level of
density.

Town Attoxney pointed out that the two incorrect items in Syracu!t.8 Supply's
bid don't affect the legality of the 'bid.
Supervisor Robinson has 'been asked by Wllson Barry to check into McLean
Church light as to Placement on pole or part of light district. Also will
check with NYSE &G on cost and px?oced.ure to place light on Peru corners.
Supervisor and Highway Superintendent questioned zoning officer as to
definition of Barrow Pit. Mr, Snydex of DEC will be contacted in 'this
regard.
