Also present: Leland Cornelius
Purpose of meeting was to work on budget. Supervisor Robinson presented
preliminary budget figures with all requests included. Reasons for
increases were explained.
• Also discussed was SPCA Contract for 1985 and Group Health Insurance that
is available for Town employees.
There being no further business, Mr. Graham moved to adjourn meeting,
seconded by Mr. VanBenschoten, at 11:00 P.M. Carried.

Moved by Mr. VanBenschoten, seconded by Mr. Cummings, that the minutes of
October 9 and 16 be approved as mailed. Ayes - Sovocool, VariBenschoten,

A reminder that on November 20th at 7:30 P.M., the Town Board, Tompkins
County Environmental Management Council. and the Village Board will meet
at the Village Hall.
Monthly reports and correspondence was reviewed. Letter from Director
of Tompkins Community Hospital requesting our support to relocate Route 96
as far away from hospital as possible.
0 Zoning Officer has asked to use office in back of Town Hall for his office
and phone. He has hired his own secretary who will be working in office
occassionally. He plans to purchase desk and hopefully an answering
service to take calls when no one is in of;f:'ice. Board had no objections
to this request.
Moved by Mr. VanBenschoten, seconded by Mr. Graham, to appoint George Totman
as Town representative on the Tompkins County Planning Board for a term of
three (3) years. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson.
Board meeting recessed at 8:00 P.M. for Budget Hearings.

Supervisor Robinson discussed with board members tax rate increase:
$7.40 last year (1984) and $7.58 this year (1985).
:Board members discussed difference in Groton and McLean.Fire Districts
and their budget figures.
RESOLUTION NO 31 - ADOPT PRELIBINARY BUDGET AS 1985 TOT41. BUDGET
Moved by Mr. Graham, seconded by Mr. VanBenschoten
Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson
RESOLVED, that the Groton_ Town-Board adopt Preliminary Budget
as per hearing held November 7, 19&x, as the Town Budget fox
1985.

Attorney Fitzgerald explained procedure to amend Local Law #1 for the year
1966 providing for a partial tax exemption of real property for the aged.
A Local Law amending Local Law n1 of 1966 is amended by ratifying and
confirming Resolutions adopted in 1970, 1973, 1975 and 19790
Moved by Mr. Sovocool to schedule public hearing on December 11, 19847
at 8:00 P.M. for Local Law No. 3 of 1984 amending Local Law No. 1 for the
year 1966 which provided for a partial tax exemption of real property owned
by certain individuals with limited income sixty -five (65) years of age
or older. Seconded by Mr. Graham. Ayes - Sovocool, VanBenschoten,
Cummings, Graham, Robinson.

Proposed road projects for 1985 are Clark St. and Davis Road (CHIPS) and
Elm St. Ext. a regular Town Highway program.
Board members were reminded of Vet's Exemption hearing scheduled for
7:30 P.M. on Tuesday, December 4, 19846
Annual Association of Towns meeting will be held in NYC from Feb. 17 -20.
Town needs four individuals interested in Health Insurance before we are
able to get in Plan.
Zoning Officer reported he had issued five building permits over the past
month.
Supervisor read addendum to proposed 1985 Dog Contract with the SPCA.
Board discussed, flat fee of $7800 for Dog Control services for 1985.
Consensus of Board was that is was too high.
Moved by Mr. VanBenschoten, seconded by hlr. Sovocool, to offer. SPCA
$6500 for 1985 Dog Control. Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.

Discussed status of Tichenor Gravel Pit, Survey has not yet been Completed.
U-c. Tichenor is still taking gicavel out as of this past Monday. Leland.
Cornelius, Highway Superintendent, would like to buy sir compressor for 'Down
at Tichenor's Auction.

Superintendent to purchase air compressor and miscellaneous tools at Tichenor's

Monthly reports front ToTfrn Clerk, Town Justice Heffran and Zoning Officer
were reviewed.
Supervisor Robinson reported that all municipalities are having trouble
getting Ynsurance. Comb. goes down because of good record but insurance
w'11 go up about $3000 because of S M acid pits being within the township.
CPS had testing done but haSrL't released entire results. Hupen'visor will
contact County to see what information was provided by DEC.
Meeting reoessed at 8PM fox' Aged Exemption Hearing (Local Law #3 of 1984),
Hearing opened at 8PM .
Supervisor read legal Notice that was published in the Jou):nal & Courier
on NovmEbex 21 amending Local Law #1 for the year 1966.
T. Robinson : Are the; e any questions?
S. Sovocool,: Wig erid. up with $8000 exemption?
T. Robinson: This brings us up to date and makes us legal. It was a,
Local Law and amended by resolutions since 1966. You
can't amend a local law by resolutions. Does everybody
u= nderstand?
D. Cummings: What percentage do they get?
T. Robinson: 50. Income up to $8000 for Town, Village & School.
J. Graham: Do they have to file every year?
T. Robinson : Yes, since there income may change. Any wozie questions?
If not, we will close the hearing
