Supervisor disoussed Federal Revenue Sharing requixements for the handicapped,
Town will construct ramp at back door to allow acce and also plywood ramp
to be used in highway doox entrarice. The present. Co=t location is
inacces;t. 7Ue at this time bat could be held in the Town Hall. Town will be
considering ways to xemedy this situation.
Discussed law regarding wood stove inspection and who does inspection.
Consensus of the Board was that Gone Enforcement Officer would inspect new
installations and after' a fire. Otherwise, Fire Departments will continue
to answer calls for cleaning and inspection on e�1 ing facilities.
Discussed purchase of gravel bank and financing. It was 'brought to the
board's attention that Yal. Tichenor has been hauling graye2 from propex`ty
Town agreed to 'purchase. Atty. Fitzgerald will again advise Tirhenor's
Atty. Jim Henry that nothing is to be x•emoved from property. If he
continutes to sell gx'avel, Town will asK for negotiations,

NEW YORK, hereby resolves, as follywp;, :
SECTION 1. The specific object or purpose for which obligations
are issued pursuant to this Resolution is to finance the cost of the
purchase of approximately 41 acres of laud from Hexbert Tichenex to
be used as a Town gravel source.

SECTIO14 2. The maximum cast of such land i8 $146, 000.00 a.nd the
plan of fi.ri4incing of said cast is as follows : By the pa,ymerrt of
$45,999-00 from the General Funds o.£ the Town of Groton, as regiAred
by Section 107.00 of the :Local Finance Law, and by the issuances .of
serial bonds of the 'dawn of Groton in the principal amount of $ioa1 000,00.
SECTION 3. The period of probable usefulness of said purchase is
fifteen (1_�) yearns, as set forth in Section 11„00 (8) of the Local Finance
Law,
SECTIOPa 4. Said serial bonds will have a. maturity of less than
} five years,
SECTION 5. The faith and cx'edzt of the Town of Groton are pledged
to the payment of the principal of said bonds and interests thex'eon when
due.
SECTION 6. The Supervisor of the Town is hereby authorlZed. and
directed to sell such bonds at private sale in accordance with the
provisions of. Section 63.00 of the Local Finance Law.
SECTION 7. Subject to the prov�,sions of this Resolution and of the
law, and pursuant to the provisions of Section 30.00 rel.a.tive to the
authorization of the i rtsuance of bond anticipation notes and of Section
X0.00 and Section 56.00 to 60,00 of the Law, the powers and duties of the
Town Baa.1d relative to prescribing the 'terms, form and can•Cents as to the
sale and issuance of said bonds and any notes issued in anticipations of
said bonds, or the renewals thereof, axe hereb7F delegated to the Supervisor,
the chief fiscal officer of the Town.
SECTION 8. The validity of the bonds authorized by this Resolution
and of any. notes issued. in anticipation of said bonds; may be contested
only if-
(a) Such Deli ions are authorized for an object or purpose
for which the Town is not authorized to expend money, or,
{b) The provisions of the Law which should be complied with
at,the date of the publication of such Resolution axe'not substan-
tiall.y complied with and an action, suit or proceeding contesting
such validity, is commenced within twenty days after the date of
such publication, or
(e) Such obligations are authorized in violation of the
provisions of the canatitutjon.
SMCTION 9. This Resolution is, pursuant to Section 35.00 of the
Local Finance Law, not subject to a, permissive referendum.
- SECTION 10, This Resolution shall take effect as provided by the
'down Law,
Members of Youth Commission were present - Dori Cargian, 100cal youth
Co�uission; Jinn Johnston, Family & Children Service of Itha.ca,; Mary
O' Donnell, Youth CooTdina.tor, . Mr. Ca.rgian updated board meg bars on
formation of Youth CoMMjSSian and Parent Support Gxoup. Youth worker
was hired for Town and Village through a contract with Family. & Children's
Sex'vice of Ithaca in order to obtain additional state funding. Ms.
O'Donnell works 315 time with Groton Youth vastly through the sohool with
a drop in center located there. Summer programs will inclade working with
park progxam.and any other programs that inight materialize,

RESOLVED, that the lawn of Groton will participate jointly with the
Village of Groton in the Youth Recreation and Youth Services Protects
for 198_5 with Tbwn Share being $3200 and $2800, respectively.

After some discussion of alternate Route 13 routes, the following reso-
lution was offered;

BE IT RESOLVED, that the town of Groton strongly endorse the B -1
Corridor alignment as proposed by the Tompkins County Planning
Board as the best alternative to the improvement of Route'13 from
Cortland to Ithaca not only from the benefits derived because of
its proximity to Groton and its easy accessibility to TC3, Cornell
University and the Tompkins County Airport, 'but also because of
the inherent safety advantages implicit in the construction design
with reference to overhead passes, on and. off ramps and limited •
access.
BE IT FURTHER RESOLVED, that the B -1 alignment is favored over the
A -1 alignment since the Town of Groton feels that this latter corridor
would need to be continually updated in order to meet traffic safety
standards.
Attorney looked over 1985 Highway Agreement and advised board that
wordage pertaining to sick leave was fine and Agreement was ready to
be signed.
Board discussed new law regarding exemptions from Real Property Assessments
for Veterans. Discussed were current exemptions and new alternate exemptions
for Veterans. The new law gives muncipalities the right to "opt out" of the
1984 exemptions by determing that these new alternate exemptions will not
apply to properties in our jurisdiction by adopting a local law to that
effect no later than January 30, 1985. The new exempticns could result
in a significant increase in property taxes paid, by non - veteran property
owners. The 'board would. like to see what impact exemption would have
prior to making a decision.

notice of Public Hearing to consider whether to deny Veterans tax
exemptions, reduce the amounts set by the state or accept the exemption'
schedule recently approved by the state legislature to be held on
Tuesday, December 4, 1984 at 7 :30 P.M. in the Totem Hall. Ayes - Sovocool,
VanBenschoten, Cummings, Graham, Robinson.

November Town Board Meeting to Wednesday, November 7, 1984 at 7;30 P.M.

Moved by Mrs. Robinson, seconded by Mr. Graham, to schedule Preliminary
Budget Hearing, Fire Department Budget Hearing, and Proposed Use of
Federal Revenue Sharing Funds Hearing on Wednesday, November 7, 1984,
at 8:00 P.M. at the Town Hall. Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.

Board Budget, work session on 'Tuesday, October 16, 1984, at 7:30 P.M.

Discussed SPCA Contract for 1985. They are asking for a flat fee of
$7800 which does not include enumeration. Board felt this was a
considerable increase in fees for dog control services. No action was
taken.
Notice eras received of limited water supply study grants available from
County Board to all Towns. Estimate of study is $3000 - $5000. Area is
north quadrant of the Totim - feasibility off:' bringing water to 07.d Stage
Road and Triangle. Consensus of Board was negative.
Gary food, Zoning Officer, reported'that so fax this year he has issued
29 'building permits, 40 inspections w/ no fire inspections, two court
cases and four violators before Zoning Board of Appeals.
`.hhere being no further business, Mr. Sovocool moved to adjourn meeting,
