VanBenschoten, Councilman Donald E. Cummings, Councilman ,Jack Fitzgerald, Attorney Absent: Joseph H. Graham, Councilman Also present: Leland Cornelius, Phil Shurtleff, Lyle Raymond Mr. Sovocool moved that the minutes of April 10 be approved as mailed. Seconded by Pl*. VanBenschoten. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Supervisor Robinson tabled payment of bills until later in meeting. Monthly report from Town Clerk was reviewed. Correspondence received. included.: 1) Letter from NYS Dept. of Transportation Regional Traffic Engineer acknowledging receipt of request to lower speed limit on Groton City Road; 2) Refund from .Dempsey Insurance in the amount of $2,092.00; 3) Letter from NYSE & G regarding heater in Town Garage; 4) American Community Cablevision notice of new satellite stations; 5) Human Services Coalition notice of Conurtunity Service Forum on May 14 at the Extension Service Office; 6) Tompkins County Highway Dept. notice that demolition materials from SCM building are available by contacting Jim Condron of SCM; 7} Copy of letter from John Murphy to Postmaster of Cortland regarding street addresses in the Town of Groton.that are Cortland postal deliveries; 8) Acknowledgments from Groton Ambulance Fund for Matt La.France and also Supervisor stated Laura Haughn's mother -in -law passed away; 9) Letter from Citizens Committee for the Economic Development of Groton requesting Town and Village Boards to be responsible for putting on a family picnic barbecue at Sykes Park on Sunday, August 26th from 1-4 PM as a final event of the Festival Days. Proceeds would go to cover cost of insurance for Festival Day events (Approx. ,$1,100.00). RESOLUTION NO. 11 - SUPPORT GROTON FESTIVAL DAYS Moved by Mrs. Robinson, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED that the Groton Town Board support, as Town Representatives, the Groton Festival Days by being responsible for putting on a picnic barbeque at Sykes Park on Sunday, August 26th from 1 - 4 P.M. Phil Shurtleff, County Representative, attended meeting any problems that he could relay to County. Supervisor that Pleasant Valley Road and Smith Road between Spring Groton Road. were in very bad shape causing problems for 'travel. Another problem is the County Dump is allowing to be taken out and deposited in the Town of Groton whi Town would like Fir. Town Attorney will send letter and pictuljes to County Judge regarding John Anderson's junkyard case suggesting short jail sentance and strong admonishments to discontinue practice of bring in garbage and. junk. Mr. Shurtleff asked to have a subdivision regulation clarified. He under- stands that currently no one can sell any land without a permit. Town Attorney said that is correct. Mr. Shurtleff said that several people have complained to him about this and that the law should be changed to allow more parcels to be sold off without a permit. Supervisor informed. Mr. Shurtleff that a hearing on proposed amendments to zoning law will be held at the June Board meeting. Mieeting recessed at 8:00 P.M. for Public Hearing on Proposed Uses of 1983 Carry Over Funds in the Federal Revenue Sharing Fund. Clerk read. legal notice 'that was published in the Journal & Courier. Robinson; If no other canments, hearing is closed Town Board meeting reconvened at 8:10 RESOLUTION NO. 12 - AMEND 1984 FEDERAL REVENUE SHARING BUDGET Motion by Mr. Sovocool, seconded 'by 1@1r. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Robinson WHEREAS in the Federal Revenue Sharing Fund a carry over fund balance from 1983 in the amount of $26,722.75 is available, WHEREAS on May 80 1984, a public hearing was held and, ideas reviewed, 11014 TIHEREFORE BE IT RESOLVED that $15,000.00 of these funds be appropriated to CF5130.2 Machinery, that $126.20 of these funds be appropriated to CF6010.4 Groton Day Care, that $11,596.55 of these funds be appropriated to CF1620.4 Building Repairs. FURTHER RESOLVED that the Supervisor is authorized to make the necessary entries to amend the 1984 Federal Revenue Sharing Budget as noted above. RESOLUTION NO. 13 - CO14BINE DISTRICTS #1, 2 and 3 71 OR REGISTRATION DAYS, POLLING PLACES DESIGNATED FOR 1986, AND APPOINTMENT OF ELECTION INSPECTORS, RE- CHECKERS AND CUSTODIA14S FOR JULY 15, 1984 TO JULY 14, 1985 Moved by Mr. VanBenschoten, seconded by 1o1r. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED, that Election Districts #1, 2 and 3 be combined for Registration Days (October 10 and October 13) at the Town Hall. The only change from last year is that the SPCA will now answer =ion -dog calls for "cats, bats, and livestock ", excluding wildlife. RESOLUTION NO. 14 - 1984 SPCA Contract Moved by Mrs. Robinson, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED that the Town of Groton Contract with the Tompkins County SPCA for 1984 Dog Control Services. Moved by Mr. VanBenschoten, seconded by Mr. Cummings to schedule hearing for Local LLw No. 2 for the year 1984 to amend Toisrn of Groton Land Use and Development Code to be held June 12, 1984, at 8:00 P.M. in the Town Hall. Sovocool, seconded by Mr. VanBenschoten, to authorize Highway Superintendent to prepare specifications and advertize for bids for a box culvert for Clark Street Extension Project with bid opening to be June 12, 1984, at 8:30 P.M. Ayes - Sovocool, VanBenschoten, Cummings, Robinson Lyle Raymond, Environmental Management Council Representative, reported on status of Route 13. County Planning Board is committed to the B -1 Corridor. Recommendations now goe to the County Board of Representatives. New highway money is a long time coining. Upgrading existing road money will come quicker. Claim Nos. 120 to 145 of the Highway Fund in the amount of $9,581.77 and. Claim Nos. 127 to 145 of the General Fund in the amount of $2,390.19 were presented for audit. Air. Cummings moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Cummings, Robinson Supervisor indicated tape recording of all boards meeting on zoning carne out real well and suggested the town look into purchasing a recorder to assist in minutes of Town, Planning and Appeals Boar. meetings. Pierson Town Clerk MINUTES OF SPECIAL TOW11 BOARD MEETING HELD AONDAY, MAY 14, 1984 @ 7:30 P.M. Those present: Teresa Ellard Donald Gordon Jack F Absent: Joseph M. Robinson, Supervisor L. Sovocool, Councilman E. Cummings, Councilman C. VanBenschoten, Councilman itzgerald, Attorney H. Graham, Councilman Also present: Leland Cornelius, Ralph Schooley, Robert Walpole, Glenn Munson Purpose of meeting was to discuss reclamation of gravel pit on Spring Street, Schooley Enterprises, Inc. have contract to demolish SCAT manufacturing buildings in Groton and have asked the Town to put some products in gravel pit subject to DEC approval. Air. Schooley estimates there will. be 12,000 yards of rubble. Schooley Enterprises appropriated $7500.00 for dumping in there contract with SCM. Mr. Glenn Munson indicated this was in the ball park with other quotes. Schooley Enterprises, Inc. offered the Town $10,000 for dumping permit. Attorney Fitzgerald advised that a temporary dumping permit could be granted to Schooley Enterprises, Inc. pending approval of such dumping from all required Governmental Agencies. After lengthy discussion with all involved, the following resolution was offered: RESOLUTION NO. 15 _ - TEPIPORARY DUMPING PERMIT GRANTE.0 TO SCHOOLEY ENTERPRISES, INC. Moved by Air. Sovocool, seconded 'by Mr. Cummings Ayes - Sovocool, Cummings, VanBenschoten, Robinson (Absent - Graham) WHEREAS the Town Board finds that the Spring Street Gravel pit can no longer adequately supply -the need of the Town for its supply of sand and gravel and realizing that when totally exhausted the pit will have to be reclaimed in accordance with State regulations, RESafiVED that the Town Board hereby grants a temporary license to Schooley Enterprises, Inc. to use such Spring Street Gravel Fit for the purpose of dumping rubble fill generated from the demolition of -the former SCM manufacturn.ng buildings (consisting of approximately 265,000 square feet of building) in consideration of payment by Schooley'
