HomeMy WebLinkAbout1984-04-1003 Supervisor Robinson monthly indicated that the Town has some unallocated monies in the Federal Revenue Sharing Fund that should be allocated. Robert Walpole explained to the Board. that the Groton Day Care Center had a zone open for alarm system. A $378.62 modular was installed about a year ago to meet State requirements but the Center has been unable to pay for it. The Fire Department and Village of Groton have agreed to pay one -third each of the cost and are asking the Town to pay the remaining one -third or $126.20. Moved by Mr. Cummings, seconded by Mr. VanBenschoten, to hold a public hearing on April 10, 1984, at 8:00 P.M. to allocate Federal Revenuing Sharing monies to Building repadr witithe remaining $126.20 to be allocated to the Child Developement Center. Ayes - .Cummings, VanBenschoten, Graham, Robinson (Absent - Sovocool). Moved by Mr. Graham, seconded by Mr. Cummings, to go into executive session at 7:55 P.M. to discuss proposed acquisition of property. Board meeting reconvened at 9:10 P316 Moved by Mr. VanBenschoten to authorize Robert Walpole to approach SCM, DEC and all others involved, including Highway Superintendent Leland Cornelius, regarding dumping SCM building remains at the To-pm Gravel Pit; and also provide the Town Board with soil test borings of any potential sources of gravel at the property owners expense. Seconded by Mr. Cummings. Ayes - Cummings, VanBenschoten, Robinson (Absent - Sovocool and Graham). Leland Cornelius, Lyle Raymond Mr. VanBenschoten moved that the minutes of March 13 and 19 'be approved as corrected. Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Supervisor Robinson tabled payment of 'bills until. later in meeting. Supervisor Robinson moved that the bill from Finger Lakes Communication System for installation of an alarm modular at the Groton Child Development ® Center in the amount of $126.20 be paid from the General Fund and then reimbursed from Federal Revenue Sharing Fund after hearing. Seconded by Mr. Graham. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. The Town is responsible for road name signs. Board reviewed monthly reports from the Town Clerk and Town Justice Heffron, Zoning Officer issued two building permits and is touring roads. The annual Town road tour was done on April 5. The following participated: Teresa Robinson, Gordon VanBenschoten, Joseph Graham and. Leland Cornelius. Some highlight's were two junkyards on .Pleasant Valley Road and. John and Bill Anderson on Brown Road. John Anderson has junk in axea the Town cleaned up. Town Attorney wants pictures before Highway Dept. goes in to finish cleanup job. e N t 204 Claim Nos. 83 to 115 of the Highway Fluid in the amount of $5D,427.95, Claim Nos. 3 to 4 of the Federal Revenue Sharing Fund in the amount of $25,126.20; and Claim Nos. J9 to 117 of the General Fund in the amount of $1,043.33 were presented for audit. Mr. Graham moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by 1s1r. Rederal Revenue Sharing hearing notice did. not make paper so will be rescheduled for May 8 at 8:00 POMO Attorney Fitzgerald received letter from Comptroller's Office regarding Laws and Resolutions pertaining to partial tax exemption for the elderly on real property. Will check into proper Local Law to ratify what Town I adopted by resolution in four different years. Supervisor .received letter from Tompkins County planning Board requesting local support of TOMTRAPI. RESOLUTION N0. 10 - SUPPORT OF TOMTRAN IDT Moved by Mr. Sovocool, seconded by Mr. Graham Ayes - Sovocool, VanBenschoten, CwiLmings, Graham, Robinson RESOLVED, that -the Town of Groton hereby supports TOMTRAN IDT as it is presently structured financially. Lyle Raymond reported on Environmental Management Council meeting. He handed out maps of new recommendation for Route 13 using a combination of existing roads to get cross country through McLean to Cortland Road (Rt. 13)0 He plans to attend Transportation Committee Meeting on April 19. Town Board, Planning Board., Appeals Board, Zoning Officer, Attorney, and Town Clerk will, meet May 2 at 7 P141 to go over zoning code and ordinances. Municipal Official's Meeting will be held April 25 at 6:30 P.M. at the Party House in Ithaca. Meeting date for Cable TV" franchise review committee will be arranged by Attorney Fitzgerald..
