fir. Robert Walpole submitted Fire Department budget proposal for 1984. There
will be a $5000 increase for ambulance and no increase for Fire Dept,
Mr. Rankin moved for an executive session at 9:00 P.M. to discuss personnel
problems within fire department. Seconded by Mrs. Robinson. Unanimous
Meeting reconvened at 9:35 P.1%1.
Board and Leland Cornelius discussed some highway projects for 1984. Peg Mill
bridge is deteriorating. Bridge and Clark Street need to be done. Bridge can
be replaced under CHIPS Program. He also would. like to pave Elm St. Ext.
from Jacksons to Route 222. Three miles of Champlin Road needs to be sealed.
Some work to be done on Wood Road.
There being no further 'business Mr. Sovocool moved to adjourn meeting at

MINUTES OF TOWN BOARD M 'r'TING HELD MONDAY, kiOVEKBER 14, 198 AT 7:30 P.M.
Those present: Teresa M. Robinson, Supervisor
Ellard L. Sovocool, Councilman

Moved by Mr. Carey that the minutes of October 10 be approved as mailed.
Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey,
Robinson (Rarnlcin - Absent) .
Claim Nos. 291 to 324 of the Highway Fund in the amount of $46,537.00
and Claim Nos. 315 to 377 of the General Fund in the amount of $10,242:94
and Claim Nos. 20 to 21 of Federal Revenue Sharing in the amount of $397.09
were presented for audit. Mr. Carey moved that the bills be paid and the
clerk instructed to draw warrant for them. Seconded by Mr. Sovocool. Ayes -
Sovocool, VanBenschoten, Carey, Robinson (Rankin - Absent).
Monthly reports from the Town Clerk and Town Justice were reviewed.
Zoning Officer wrote letters to Dennis 'Mood and James Lockwood for non-
compliance to Zoning Ordinance.
The following correspondence was reviewed: 1) There is an Economic Develop-
ment Seminar with Congressman McHugh on Non., Nov. 21st from 8:30 - 12 Noon
at the Ramada Inn, Ithaca; 2) Letters from Environmental Management Council
and Tompkins County Youth Board requesting appointments to their boards from
the Totem; 3) Notice of Association of Towns Meeting in NYC from Feb. 19 -22;
® 4) Letter from Sam MacNeil regarding changing per capita aid; 5) Letter
from Department of State regarding Fire Reporting System; 6) !Minutes from
Board of Reps and TC Youth Board; 7} Letter from Congressman Boelhert
regarding application for HUD Grants; 8) Letter from Gail Shafer regarding
Block Grants to be administered by HUD instead of State; 9} Letter from
Sam MacNeil listing laws to be passed; 10) Letter from Dept. of Transporta-
tion concerning oversize trucks on NYS highways.
Moved by Supervisor Robinson to appoint Lyle Raymond to the &ivironmentat
Management Council and Donald Palmer to the Tompkins County Youth Board
pending there acceptance.' Seconded by Mr. VanBenschoten. Ayes - Sovocool,
VanBenschoten, Rankin, Carey, Robinson.

T. Robinson: No one from the public is present. George, do you have
any comments?
G. 'T'otman: That item minimum size of dwelling unit was omitted from
new code. It's the same one that was in the old ordinance.
J. Fitzgerald: The remainder of the changes axe to correct numbers
attributed to certaw.Ln referral sections and fees that
were omitted.
T. Robinson: Are there any other comments? Since no one from the
public attended and there are no further comments,
hearing is closed at 8 :20 P.M.

LAND USE AND DEVELOPMENT CODE
Moved 'by Mr. Vw- �Benschoten, seconded by Mr. Sovocool
Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson
RESOLVED, that Local Law No. 2 for the year 1983, `TOWN OF GROTON
LAND USh; DEVELOPME4T CODE, be adopted.
Some discussion was held between Town Board and George Totma.n of the
Planning Board in regards to current subdivision regulations pertaining
to definition of a lot. Token Board 'requested planning board to review
what constitutes a subdivision and. to further consider a division of
land. into three or more extant lots. In addition, planning board is to
review multiple -unit square footage of floor space requirement and also
to work up application forms. Planning board. is to submit their
recommendations to the ':Town Board for their consideration and action.
Moved, by Mr. Carey, seconded by Mr. VanBenschoten 'L'o reimburse George and
Martha Lawrence $65.00 for overpayment of an application fee for a minor
subdivision which was originally thought to be a major subdivision.

RESOLVED, that the Groton Town Board adopt Preliminary Budget as
per hearing held November 10, 1983, as the Town Budget for 1984.
