Discussed whether the Town should, continue to receive the KYS Register
which is published weekly by the NYS Dept. of State. The Register contains
proposed rules and aregUjatians which the public is encouraged• to comment on,

Discussed prolposed 1984 Dog Contracts as submitted by the SPCA and Doug
Staley of Old Stage Road. Supervisox Robinson stated that the new SPCA
Director, Jim Anasiewics, was very halpful and efficient, Dog control
servicoes have improved and complaints have been answered. All. problems
have been corrected and she recommended• approval of the SPCA contract.

RESOL1,F0, that the Town of Groton highway employees be grated a
30o per hour increase across the board with the exception of new
part -time or temporary laborer which remains the same. No other
changes in Agreement.
Moved. by Mr. Rankin, seconded by Mr. Sovocool, to set Wednesday, October 12
at 7:30 P.M. and Wednesday, October 19 at 7030 FM as budget work sessions, •
30 P.M.
and to schedule Preliminary Budget Hearing, Fire Department Budget Hearing
and Federal Revenue Sharing Hearings on November 10, 1983, at 7:

The following Agreement was made between the Town and Village*,
THIS AGREEMENT made this 15th day of August, 1983, by and
between the TOWN OF GROTON, a municipal corporation having its
principal place of business on Conger Boulevard, Groton, New York,
hereinafter referred to as the "Town" and the VILLAGE OF GROTON, a
municipal corporation having its principal place of business at
108 East Cortland Street, Groton, New York, hereinafter referred to
as the "Village ";
WHEREAS the Town and the Village desire to ,join in the acquisition,
ownership, custody, operation and maintenance of a brush chipper all in
accordance with the provisions of General Municipal Law, Section 119 -o
(2.e); and
WHEREAS by separate resolutions the Town and Village have agreed
to contribute one -half the total purchase price of the aforesaid brush
chipper, but not to exceed $2,500.00 a piece;
NOW, THEREFORE, it is mutually agreed as follows:
1. That each municipality will pay one -half of the total cost of
the acquisition of the brush chipper, including transportation, set -up
costs, if any.
2. Both municipalities shall exercise joint ownership and custody
of the aforesaid brush chipper.
3. The Town and Village agree to share the operation of the brush
chipper on near equal time basis with due difference given by each
municipality to the other as to those times or seasons when a brush
chipper is more effectively used..
4. Both the Town
and the Village agree to
exercise reasonable
care in the operation
of the brush chipper, and
that they
will maintain
it in a good state of
repair while in individual
custody.
Each party
agrees that when custody
is exchanged, the 'brush
chipper will
be in
proper working order.
All costs of maintenance,
with the
exception of
work performed by Town
or Village employees, shall
be borne
equally by
each municipality.
5. The brush chipper may not be sold without the ,joint consent
of both the 'Town and Village. •
IN WITNESS WHEREOF, the parties hereto have caused their corporate
seals to be hereunto affixed, and these presents to be signed by their
duly authorized officer the day and year first above wri't'ten.

Board. arid Leland Cornelius discussed some highway ,pro Jects for 1984. Peg 17k1l
bridge is deteriorating. Bridge and Claxk. Street need to be done, Bridge can
be replaced undex CHIPS Program. He also would like to pave Elm St. Ext..
from Jacksons to Route 222. There miles of Champlin Road needs to be sealed.
Some work to be done on Wood Road.
