MINUTES OF TOWN BOARD MEETING HELD MONDAY, SEPTEMBER 12, 1983 AT 7:30 P.PI.

Claim Nos. 236 to 261 of the Highway .Department in the amount of $17,296.70
and Claim Nos. 253 to 273 of the General Fund in the amount of $2,158.20
were presented for audit. Mr. Carey moved that the bills be paid and the
Clerk instructed to draw warrant for them. Seconded. by Mr. Rankin. Ayes -
Sovocool, Rankin, VanBenschoten, Carey, Robinson.
Monthly reports from Town Clerk and Town Justice were reviewed,
Mr. Doug Staley submitted a bid proposal for 1984 Dog Control Services.
Bid was $5500 for all dog control services to be paid monthi.y at $458.30.
He also proposed to do'dog enumeration for $1.00 per dog plus mileage.
Mr. Staley has kennel :facilities on Old Stage Road. Town Board will
consider proposal.
Meeting was recessed at 8:00 P.M. for Federal Revenue Sharing Proposed Use
Hearing.

Board meeting reconvened at 8:10 P.M*
Supervisor Robinson received a request from Citizens Committee for Economic
Developement of Groton for a contribution of $1000 to help compile a.
brochure listing economic opportunities in Groton. Mr. Rankin moved to table,
seconded by Mr. Carey. Unanimous.
No action was token on request for a reduction of speed limit on McLean -
Cortland Road. Residents prepared petition and Town forwarded to County.
Torun Board was informed that it must pass resolution in favor of the
reduced speed limit before it can be considered by County. If the reduction
is approved, Town is responsible for installing new signs. Board members
agreed that they would like to travel the road and inspect the area before
taking action. In a related matter, people in Groton City would like speed
limit reduced by Church.
Mr. Rankin moved to authorize Leland Cornelius, Highway Superintendent, to
attend Annual Highway Superintendents School at Kutchers from Sept. 20 -228
Seconded by Mr. Sovocool. Ayes - Sovocool, Rankin, VanBenschoten, Carey,
Robinson.

The Muxdicipal Officials Meeting is scheduled for SeptenbeT 29. The location
and time is to be announced later,
Leland Cornelius reported he had, to divert water coming ;I "xom Spring Street
Extension through gravel bank onto West Cas'tland Street, Excarvation on
Spring Street was dame by County cai3sing the water problems.
The Torem Board, Town Attorney and George Totman reVlewed some of the
current problems with new zoning law. To *ern Board authorized ;Manning Board
and AttoTney Fitzgerald to make corrections, additions, etc. and present
to board at next regular meeting fox' proper action.
Supervisor Robinson moved that board enter into executive session to discuss
possible acquisition of real property. Seconded by DLL. Carey and unanimously
carrier;! at 9:45 P311+

Purpose of meeting Gras 1984 highway negotiations.

Boar discussed request aqd offered 250 per hour increase, no additional
sick days, no four weeks paid vaQa.tian as it doesn't apply to anyone yet,
and offered to look into a, Health Insurance Plan for all Town employees.
Offer was not acceptable to highway employees. They asked for 300 per hour

ncrease and the additional sick days. They also wanted to kxlow if'they
could be paid weekly. FaTxoll is set up biweekly in conjunction with County

benefits.
