RESOLUTION NO. 17 - ESTABLISH JOINT YOUTH C01*1ISSION 1417H VILLAGE

Ayes - Rankin, VanBenschoten, Carey, Robinson
RESOLVED that the Town of Groton establish a Joint Youth Commission
with the Village of Groton.
FURTHER RESOLVED that $1400 remaining in the Division for Youth Funds
budgeted for 1983 will be used for funding,
FURTHER RESOLVED that Robin Knuutila and John Gaines be appointed
to serve on the Commission.

the vacancy on the Appeals Boa'r'd
created by
the
resignation
of
George
Bushnell,
Attorney Fitzgerald updated board regarding Anderson Hearing held on
June 30th. tor. Anderson wanted the Totem to allow him time to remove
everything except trailers and contents and house. Town remained firm
that everything will be removed. Anderson remained. firm -- 'trailers
will stay. Hearing was adjourned to Chambers. Attorney Fitzgerald will
hear from Judge. Hopefully, Anderson will give easement to Town to
remove junk.
Board discussed zoning violations with Zoning Officer and Attorney.
Attorney wrote letters to all violators listed on Zoning Officers May
report giving them a date to comply by. P4r. Brotem will go out to check
to see if those on 'list are still in violation and get back to Attorney
to schedule court action.
Board. reviewed. Town Map to correct road names questioned by the County
Planning Board. and also to review roa.dsthat should be legally abandoned by
the Totem. Supervisor will check with County for recommendations on road
names.

Air. Carey moved that the minutes of July 11 be appxoved as mailed. Seconded
by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Carey, Robinson (Absent -
Rankin).
Claim Nos. 212 to 235 of the Highway Department in the amount of $52 ►757•$8
and Claim Nos. 224 to 241 of the General Fund. in the amount of $4,724.96
were presented for audit. Mr. VanBenschoten moved that the 'hills be paid
with the exception of Cayuga Leasing for wood chipper which will be discussed
later and the clerk instructed to draw warrant for them. Seconded by Mr.
Carey. Ayes - Sovocool, VanBenschoten, Carey, Robinson (Absent - Rankin).
Monthly reports from the Town Clerk and Zoning Officer were reviewed.

Board members inspected building for necessary repairs to masonry and additional
energy conservation measures. They also reviewed Energy Audit Report prepared
by the State.
Clerk read notice to bidders for a copy machine at 8:00 P.M. One bid was
received from Copier Sales & Service, Inc. of Auburn, N.Y. Bid submitted.:

limits on town roads and county board having control over speed limits
on county roads. All go through state now.

RESOLUTION NO, 19 - 1984 YOUTH RECREATION AND YOUTH SERVICES PROJECTS

RESOLVED, that the Town of Groton will participate jointly with the
Village of Groton in the Youth Recreation and. Youth Services Projects
for 1984 with Town Share bring $P3200 and $2800, respectively.
RESOLUTION NO, 20 - COMBINE DISTRICTS 1, 2 AND 3 FOR REGISTRATION DAY

RESOLVED, that Election Districts #1, 2 and 3 be combined for Registration
Day (October 15) at the Town Hall. Registration for District #4 will be

RESOLUTION NO. 21 - POLLING PLACES DESIGNATED FOR 1983

RESOLVED, that 1983 Polling Places be designated as follows:
District #1 - West Groton Church, District m2 - West Side of Torn Hall,
District #3 - East Side of Town Hall, District #4 - McLean Fire Station.
Moved by Mr. Rankin to appoint George '.T.'otman as Acting Zoning Officer in the
absence of Robert Brown. Seconded by Mr. Carey. Ayes - Sovocool, Rankin,
VanBenschoten, Carey, Robinson.
No appointment was made to fill the vacancy on the Appeals Board.
Permanent Easement for Lehigh Valley Railroad Crossing in the Town has been
filed in County Clerks Office with a copy filed in Town Clerks Office. All
rental bills received From LVRR for this crossing can be discared per
Attorney Fitzgerald..

MCLean�Cortland Road residents were present to ask board to reduce speed
limit to 35 miles per houx from existing speed limit in McLean to County
Line, a distance of approximately 1.2 miles. There are thirteen children
in area and. there has been five or six fatalities in the lash Five ,yca.rs
due to excessive speed. Boax'd advised them that it eras a County road..
If they wanted to circulate a petition, the Town would be glad to pass it
on to the County for their review and consideration.

Attorney Fitzgerald advised Board that it is legal for the flown and Village
to purchase a 'aru;sh chipper jointly. Frank Satterly indicated 'tillage

Chipper, and
