Sovocool, Councilman Francis P. Carey, Councilman Cordon C. VanBenschoten, Councilman Jack Fitzgerald, Attorney for Town Verl Rankin, Jr., Councilman Leland Cornelius, Donald Cargian, Jonathon Rosenblum of the Ithaca Journal Mr. Carey moved that the minutes of May 9 meeting be approved as mailed. Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey, Robinson (Rankin - Absent) . Claim Nos. 149 to 183 of the Highway Fund in the amount of $45,683.68 and Claim Nos. 157 to 175 of the General Fund in the amount of $4,394.90 were presented for audit. Mr. Carey moved that the bills be paid and the Clerk instructed to dray warrant for them. Ayes - Sovocool, VanBenschoten, Carey, Robinson (Rankin - Absent). Monthly reports from Town Clerk, Town Justice and Zoning Officer were reviewed. Annual Town Clerk's report for 1982 was also reviewed. Local Board of Assessment Review for the Town of Groton has been schuled for Wednesday, June 15, 1983, from 5 - 7 PM. at the Torn Office. Teresa will be there from 5 - 7 PM; Frank from .5 - 6 P14; Dutch from 6 - 7 PM. The Town received $136.71 for Sales Tax on Cable TV Franchise, At 8:00 PM Clerk read legal notice to bidders for a used and 1978 or newer tandem -axle dump truck. Two bids were received: 1) Cayuga Leasing, Inc., Ithaca, N.Y. $190500.00 (1978 Ford) 8 000.00 (Less Trade) 11,500.00 Total Bid - Net 2) Mucci Motor Truck Company Inc., Syracuse, NY $54,950,00.(1979 Autocar) 15,000.00 (Less Trade) 39,950.00 Total Bid - Net Board members, Highway Superintendent, and Attorney for Town, Jack Fitzgerald, inspected bid. documents and found that all documents were in order. P.ESOLUTION N0. 13 - ACCEPT BID FROM CAYUGA LEASING, INC. FOR A USED 1978 FORD TANDEM AXLE DUMP TRUCK 1196ved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - Sovocool, Rankin,'VanBenschoten, Carey, Robinson RESOLVED that the Torn of Groton accept bid from Cayuga Leasing, Inc. for a used 1978 Ford, Model LT9000, Tandem Axle Dump Truck, Serial No. U91VIBA8702, for a price of $19,500.00 less trade -in of two 1975 Chevrolets, Model 60, Serial Nos. CCE615V127049 and ccE615V127054 of $8,000.00 for a total net bid of $11,500.00. Don Cargian - Co- Chairman of Groton Parent Support Group - asked board to consider passing a resolution establishing a Joint Youth Commission with the Village of Groton. The commission would be comprised of one laison from the Torn Board., one laison from the Village Board, two interested individuals to be appointed'by the Torn, two by the village, one laison from the School Board, one representative of a local. church and two youths - the president or designees of the current senior and junior classes. Purpose would be to meet youth needs cooperatively by involving residents of both municipalities. Proposed budget for 7/1/83 - 12/31/83 is Salary - $6000.00, Gas & Oil - &$*300.00, and Supplies '$300.00 for a total of $6,600.00. The town and village have $2800 in Division For Youth Funds. Mr. Cargian expects to receive $500 in donations. 'Mr. Cargian was asking town for another $1,650 to get project off the ground. 1,1r. Cargian explained that in 1984 he could apply to the N.Y.S. Div. of Youth for 100° funding for two years. After this time, funding would be 50 -50. This application must be in prior to July 30, 1983. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, Rankin, Va.nBenschbten, Carey, Robinson RESOLVED that the Supervisor sign agreement by aad between Lehigh Valley Railroad Company (Grantor) and the Town of Groton {Grantee). THAT the Grantor, in consideration of `-$I_50.00 paid by the Grantee, does hereby grant and release a permanent easement for a pipeline across former Lehigh and New York Branch at P41 rle Post 329.153 in the Village of Groton. No appointments were made to the Economic Opportunity Corporation Board since no one appeared to be interested at this time. Discussed whether Town shall adrini.ster and enforce the U]niforrn Fire Rrevention and Building Code on or after the first day of January 1984 or transfer enforcement duties. To transfer its rights and responsibili ties for the enforce ent of the Uniform Fire Prevention and Building Code, the Town mast enact a local law stating that it will riot enforce this code. Such a law must be passed no later than June 30th. The law permits a :Local goverairlent to transfer the enforneinent role, and then reclaim it art a later date. VanBenEcYhoten Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED that the Toifn of Groton shall administer and enforce the Uniform Fire Prevention and Building Code on or after' the first day of ,Januaxy 1984. Discussed whether proposed zoning changes should be an ordinance ox local lr,w. If local law, only sujmiLary of law need be published. RESOLUIEON Pap, _ 16 AUTHORIZE SUPERVISOR AND TOWN ATTORVEY TO ACT ON REVISED ZONING & SUB - DIVISION RULES Moved by her. Sovocool, seconded 'by Fir, Rankin Ayes - Sovocool, Rankin, VanBenschoten, Caney", Robinson RESOLVED that the Supervisor and Town Attorney set in Motion all necessax'y steps to insure the possible enactment of the revised zoning and subdivision rules by a '.Down Local Law by our July 11, 1983, meeting. Mr. Rankin expressed his opposition to Town paying ndleage for services provided by a steno. �iis contention is that she is an employee of the Town and therefore should riot be ;paid mileage to woark. Na% Sovocool stated that matter was discussed previously and, board agreed to pay her JFlieage. lJ y Supervisor Robinson demonstrated new copy machine to board members. It would be cost saving to the Town in that copies can be made onto a variety of paper stock, both front and back, and it produces high quality copies. No action was taken on purchasing copier at this time. There being no further business, Mr. Rankin moved to adjourn meeting, seconded by Mr. Sovocool at 10:00 P.M. Colleen D. Carey, Councilman Gordon C. VanBenschoten, Councilman Jack Fitzgerald, Attorney for Town Absent: Ellard L. Sovocool, Councilman Also present: .Leland. Cornelius, George Totman, Robert Brown, Gary Evans, Michael Post, Nancy Ostrander Mr. Rankin moved that the minutes of June 13 meeting be approved as mailed. Seconded by 1pr. VanBenschoten. Ayes - Rankin, VanBenschoten, Carey, Robinson. Claim Nos. 188 tO 209 of the High Department in the amount of $4,780.00 and Claim Nos. 191 to 213 of the General Fund in the amount of $1,268.52 were presented for audit. P9r. Rankin moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. Carey. Ayes - Rankin, VanBenschoten, Carey, Robinson. Monthly reports from Town Clerk, Town Justice and Zoning Officer were reviewed. Motor Vehicle Repair Shop Permit for Timothy Little of Pleasant Valley Road was approved by Appeals Board. However, this permit is not valid at his current location on West Groton Road, Zoning Officer also reported that Dennis 'flood's temporary permit for trailer has expired and he also has two unregistered vehicles on his property. Attorney Fitzgerald will advise Supervisor as to =that action Board should take regarding Mr. Wood's expired permit. Letter of resignation was received from George C. Bushnell. Due to working the second shift, it is impossible for him to attend Board of Appeals meetings. Meeting was recessed at 8:00 P.M. for Public Hearing on "Town of Groton Land Use and Development Code ". !Meeting reconvened at 8:16 P.M§ No action was taken to adopt Local Law No. 1, "Town of Groton Land Use and Development Code" since graphics and a couple minor changes have to be made prior to submitting. Highway Superintendent, Leland Cornelius, would like to purchase a wood chipper. He questioned whether the Town and Village Electric could jointly buy chipper? Attorney Fitzgerald will check into and advise board. Discussed purchasing copy machine. Per. VanBenschoten moved to advertize for bids with trade in stipulated, to be let August 8 at 8:00 P.M. Clerk and Attorney will prepare bid notice and specs. Seconded by P9r. Rankin. Ayes - Rankin, Vanl3enschoten, Carey, Robinson. Board discussed establishing a joint youth commission with the Village. Funding same was also discussed.
