as Delegate to the Annual Association of Towns Meeting to be held
February 20 - 23, 1983, and to appoint Verl Rankin as an alternate. Ayes
Sovocool, VanBenschoten, Rankin, Carey, Robinson.
Moved by Mr. Rankin to set Town Board. Meeting night for the second Monday
of the month at 7 :30 P.M. to be held at the Town Hall. Seconded by
Mr. Carey. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson.
Proved by Mr. Sovocool, seconded. by Pf:r.. Rankin, to retain the services of
Fitzgerald, Taylor & Pomeroy as Attorneys for the Town per contract.

Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to set the hourly
rate of the Custodian at $3.50 per hour and the Deputy Town Clerk at $4.75
per hour. Ayes - Sovocool., VanBenschoten, Carey, Robinson. Abstained -
Rankin.
Their being no further business, Mr. VanBenschoten moved. to adjourn meeting
at 9:15 P.M. Seconded by Mr. Sovocool. Uneiiimous.

MINUTES OF TOWT4 BOARD MEETING MELD MONDAY, FEBRUARY 14, 1983 AT 7:30 P . M .

Also present: Leland Cornelius, Don Cargian, Ron Sicina
Mr. Rankin moved that minutes of January 10 be approved as corrected.
Seconded by Mr. Carey. Ayes - Sovocool., Rankin, VanBenschoten, Carey,
Robinson.
Claim Nos. 13 to 55 of the Highway Fund in the amount of
Claim Nos. 21 to 48 of the General Fund in the amount of
presented for audit. Mr. Rankin moved that the bills be
clerk instructed to draw warrant for them. Seconded by

Don C argian and Ron Sicina were present to report on activities of local
concerned citizens group regarding drug and alcohol abuse in Groton. They
asked Board to consider adopting an ordinance relating to open alcoholic
beverage containers. The Village has been asked to act on same ordinance.
If Village adopts ordinance, then Town should consider adopting similar
ordinance shortly thereafter in order to aid enforcement of Village
ordinance should violators go over line into Town. Board referred. proposed
ordinance to Town Attorney for his review and. comments.
Supervisor Robinson received word that the SPCA Contract will be changed
again. Since two contracts have already been signed by Supervisor, Attorney
suggested. stating in new contract that "this contract supercedes any
previous contract signed by us ".
Correspondence and reports from Town Clerk, Town Justice and Zoning Officer
were reviewed.
RESOLUTION NO. 2 - APPROVAL OF 1983 FIRE, AMBULANCE AND GROTON
CHILD DEVELOPMWT CENTER CONTRACTS
Moved by Mr. Rankin, seconded. by Mr. Sovocool
Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson
RESOLVED, that the Torn of Groton hereby approves 1983 Contracts
with the Fire Department in the amount of $22,700.00, Groton
Ambulance in the amount of $20,000.00 and the Groton Child Develop-
ment Center in the amount of $2000.00.
