Colleen D. Pierson Town Clerk MINUTES OF SPINAL TOWN BOARD MEETING HELD THURSDAY, NO'k`EAiBER 19, 1981 @ 3.30 PH Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Francis P. Carey, Councilman Gordon C. VanBenschoten, Councilman Benjamin J. Bucko, Town Attorney Absent: Varl Rankin, Jr., Councilman Also present: Leland. Cornelius, Kenneth Shaw, Paul. Munson, Phil Shurtliff, Frank Satterly Purpose of meeting was to discuss dredging and cleaning debris, trees, etc. from Fall Creek in McLean, An estimate for work to be done was received from Roger Beck in the amount of $4200, more or less. Monies will come from surplus or unexpended balances. Town should obtain general releases from property owners to dredge new creek channel. After considerable discussion, the following resolution was made with a copy to go to Phil Shurtliff and the Tompkins County Board of Representatives. RESOLUTION N0: 13 _ - DREDGING AND CLEANING DEBRIS FROM FALL CREEK IN MCLEAN WHEREAS, The Town Board recognizes the damages sustained as a result of flood waters in Fall Creek, and WHEREAS, the channel. of Fall Creek from the bridge on Stevens Road, North of the Hamlet of McLean to the South line of the Town of Groton has been changed, full of stumps, trees and debris, and completely filled in with silt, dirt and sandbars, arid. WHEREAS, the condition of said Fall Creek will and does create a hazard to the adjacent property unless it is channeled and cleaned. NOW, on motion of Gordon C. VanBenschoten and, seconded by Ellard. L. Sovocool BE IT RESOLVED, that the Totm of Groton hereby employ Roger A. Beck, a contractor, to dredge, clean, channel, dig out, deepen and straighten out fall Greek from the bridge on Stevens Road, North of the Hamlet of McLean to the South line of the Town of Groton for a sum not to exceed $4200, and further BE IT RESOLVED, that any expenditures over and above $4200 shall be first approved by the Town Board of the Town of Groton, and further BE IT RESOLVED, that before any work is performed by Roger A. Beck that releases be secuxed. from adjacent property owners. On voice vote the following vote was recorded: Robinson - Aye, Sovocool - Aye, VanBenschoten - Aye, Carey - Aye (Rankin Absent - Aye by Telephone). • • There being no further business, Air. Bucko, Town Attorney Also present: Leland Cornelius, Nancy McGuerty Correction to minutes were made (Res. #11 - Learning Web sp. and Res. #13 - Whe'reas, the condition of said Fall Creek sp.) Mr. Sovocool moved that the minutes-of November 9 and 19 be approved as corrected. Seconded by Mr. Carey. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Claim Nos. 308 to 354 of the Highway Fund and &324 to #371 of the General Fund were presented for audit. Mr. Rankin moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Monthly reports from the Totim Clerk, Zoning Officer, Town Justice and Fire Department were reviewed. Correspondence was also reviewed 'by board.. Moved by Air. Rankin, seconded by Mr. VanBenschoten to appoint George Totman to represent the Town of Groton on the Tompkins County Planning Board for a three year term, 1982 - 1984. Ayes - Sovocool, Rankin, VanBerischoten, Carey, Robinson. Discussed 1981 Dog Contract. Enumeration for 1980 has now been completed by the SPCA. Payment for 1981 Dog Contract was held back until this enumeration was completed. RESOLUTION N0. 14 - AUTHORIZATION TO PAY 1981 DOG CONTRACT FEES Moved by Mr. VanBenschoten, seconded by Mr. Carey Ayes - Rankin, VanBenschoten, Carey, Robinson Nay - Sovocool RESOLVED, that 1981. Dog Contract fees be paid. to the County. RESOLUTIO14 NO. 1_ - 1982 DOG CONTRACT Moved 'by Mr. Rankin, seconded by Mr. VanBenschoten Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED, that the Town of Groton contract with the County for 1982 Dog Control Services, Highway Superintendent anticipates road work for 1982 will be paving Town Line Road which is a Bond Road; work on Old Stage to Salt Road; portions of ® Clark Street Extension; Stevens Road to Salt Road due to McLean Bridge detour. Discussed posting Lick Street from Elm Street Extension to Route 222 due to salt truck traffic created by detour in McLean. Sheriff or State Police would have to enforce if signs are up. RESOLUTION^ N0. 16 - .POSTING OF LICK STREET Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - So- vocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED, that the Town of Groton post Lick Street between Elm Street Extension and Route 222 according to resolution adopted August 1, 1977 excluding any vehicle with a gross weight in excess of four tons on any axle from any Town Highway when so posted. 1.4
