Some discussion was held. on upgrading retirement plan noting that highway
employees would. have 'to contribute to plan. Also discussed was present
policy on ,jury duty adopted on December 1, 1980 and policy needed for
military funerals.

Mr. Sovocool moved that minutes of September 14, 22 and 24 be approved as
mailed. Seconded by Mr. VarLBenschoten. Ayes - Sovocool, VanBenschoten,
Carey, Robinson.
Claim Nos. 256 to 273 of the Highway Fund and #244 to #258 of the General
Fund were presented for Audit. ItIr. Carey moved that the bills be paid
and the Clerk instructed 'to draw warrant for them. Seconded by fir. Sovocool.

Board members and Leland Cornelius discussed new roof and drain. Job has
been satisfactorily completed. Moved. by Mr. Sovocool, seconded by
Mr. VanBenschoten to pay r13COR $13,337.00 the remaining 'balance of contract
for roof plus the $1200.00 for Office Roof Drain and Plubming. Ayes -
Sovocool, VanBenschoten, Carey, Robinson.
Monthly reports from Town Clerk, Zoning Officer and Fire Department were
reviewed.
Supervisor Robinson again mentioned that caulking of building must be done.
Highway men can do caulking. Step cracks in brick should be done by a
mason, possibly Art Freelove. Supervisor will also contact Dave Flang to
see what happened to our windows.
Town Clerk reported on Cable TV meeting. Community Cablevision will get
quote to residents on Locke Road, Old Stage Road and Chipmans Corners Road
as soon as they receive a list of people who intend to hook up to cable.
A uniform monthly cable. rate of $7.50 per subscriber is in the works with
Groton coming up for an increase next year.

and to work on budget.
Clerk read legal notice of Proposed Use Hearing of Federal Revenue Sharing
Funds which was published in the Journal and Courier on October 14, 19810

Board members worked on budget and arrived at a tentative tax rate that is

Phil Shurtliff, County Representative, reported he was on Personnel and Human
Services Committees. One week from tonight hearing on County Budget will be
held at NYSE&G. Budget is up. No new positions this year in budget. Groton
will receive a sales tax credit this year based on population. Any questions
regarding flood. should be referred to Frank :Liguori of County Planning Board
and, they will coordinate.
Zoning Officers Report: Five building permits issued; two permits disapproved.
Attorney Bucko reported on status of Rev. Bulmer and the Pleasant Valley Church.
Church has 'been inspected by Chief Walpole and found not to be in violation
with Education Department; Stop order is in effect on new building; they aj:e
cooperating with Health Department on sewer; they can operate in old building
but not new addition; they need more land for new addition. Rev. Bulmer has
apologized -- he took too many things for granted. He is now cooperating.
Supervisor Robinson asked for zoning clarification of the following from
Attorney:
1) Percy Howe - Why no sub - division for four parcels Two or more lots is
a minor sub - division and four lots or more is a major. Had he been told
to file sub - division, Mr. Baker would not be in problem he is now...
2) Sluceways - What can be done with sewage and runoff into our ditch?
Notify Health Department - It is creating a health hazard.
3) Can a Winnebago be used as a residence for winter home to save expenses
on home? It is illegal.
4) A trailer home hooked up and used as a summer home? Zoning Ordinance
prohibits.
5) Live in undersize trailer while waiting for home to be built? Discretion
of Zoning Officer -- usually allow up to a year.
6) Undersize trailer application denied, is it legal to appeal? Yes.
7) Status of Sherry O'Br:i.en's zoning violation - He is glad to clean up,
just wants time.
8) Status of John- Anderson's Junkyard violation - He has been served with
papers. Trying to bring into court.
