MD%1UTES OF Mtdl BOARD MEETING HELD MONDAY, SEPTEMBER 14, 1981 AT 7.30 P M

Mr. Carey moved that the minutes of August 10 be approved as mailed. Seconded
by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey, Robinson.
Claim Nos. 226 to 255 of the Highway Fund and #209 to #227 of the General
Fund were presented for audit. Mr. Sovocool moved that the bills be paid
and the clerk instructed to dxaw warrant for them. Seconded by PIr. Carey.
Ayes - Sovocool, VanBenschoten, Carey, Robinson.
Monthly reports from Town Clerk, Town Justice and Acting Zoning Officer were
reviewed by board. Also, summary on summer program from Martin Conner,
Recreation Activities Specialist, was reviewed.
Correspondence was reviewed: 1) Groton Business Association Meeting will be
held Tuesday, September 15 at 7:00 PM at the Groton-Hotel Frank Satterly
will speak on the N.Y.S. Power Authority Dyson flan and how it will affect
businesses and private individuals. Phil Freytag will speak about grant
monies and how it affects busin ess owners. Colleen Pierson will represent
Town at meeting. 2) SPCA Letter - Town Clerk will not type and sign letter
on Groton letterhead for the SPCA to send out until delinquent list
responsibility is clarified. 3) Received request from Gad -a,-Bout for $1000
to be budgeted for 1982 from Federal Revenue Funds. 4) Certification from
Phyllis B. Howell, Clerk, Tompkins County Board of Representatives, that a
vacancy exists on the Tompkins County Board of Representatives District No. 9
created by the resignation of Frank Satterly, 307 Barrows Street, Groton, N.Y.,
effective on the fourteenth day of September 1981 at 5 o'clock in the
evening thereof.
Frank Satterly stated it was impossible to carry on his responsibilities as
Director of Public Works and Utilities and serve on the County Board of
Representatives, hence his resignation from the Board. He stated that he
had enjoyed working with the Board. Mr. Satterly supported the weighted
voting system today. Other resolutions were Meadow House and collecting
delinquent taxes For Villages.
After some discussion by the Town Board, Attorney Bucko and Frank Satterly
on the vacancy created by the resignation of Frank Satterly on the Board of
Representatives, it was agreed that the Town Board. has a right to fill
vacancy under County Charter.
Todd Twigg requested some kind of traffic control on four corners in West
Groton. Intersection of Cobb Street and West Groton Road. Cobb Street has
poor visability and speed is excessive on West Groton Road. The combination
of both presents a problem. Since both are county' roads, it was suggested.
Mr. Twigg follow procedures and get a petition of concerned residents who use
intersection and present to County.
After some discussion on roof drain and plu tiijing quote, it was moved by
Mr. Sovocool, seconded by [sir. Carey, to approve verbal quote from ABCOR
of $1200 to install one roof drain and plumbing in office roo:f:' pending
receipt of written quote in same amount. Ayes - Sovocool, VanBenschoten,
Rankin, Carey, Robinson.
ABCOR's request for $7000 payment for work in place on roof was reviewed.
Attorney Bueko indicated. to board that no partial payment should be made
until it is accepted. He referred to contract, Item 5, which states that
when job is finished and Town Board accepts work and materials, payment
will be made. Board will abide by contract,
Moved by Mr. VanBenschoten, seconded by Mr. Carey, approving Leland Cornelius'
request to attend Highway Superintendents conference on Sept. 15 -18 at Kutchers.
Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson.
Moved by Mr. VanBenschoten, seconded by Mr. Sovocool. approving William Casolara's
estimate of $385.00 plus $30.00 for a rod person to complete mining survey.
He will start work on September 19th. Ayes - Sovocool, VanBenschoten, Rankin,
Carey, Robinson.
Robert Walpole was present to discuss Building Codes and Fire Codes. He
requested to speak to board in executive session after board meeting.
Fall Creek flooding in McLean was discussed. Creek is not Towns and Town
equipment cannot be used to clean creek to prevent flooding. County cannot
go in either but will let Town use -'heir equipment. DEC's jurisdiction
ends at bridge. Since creek belongs to individuals, they are responsible for
cleaning to prevent ice jams and flooding. In an emergency situation,
however, the Town could go in. Letter will be sent to all property owners
indicating Town will not be responsible.
Supervisor Robinson and Highway Superintendent'have has complaints on
Sovocool. Hill. parking spot. Littering seems to be the major problem. Each
board member was polled to see if they wanted the area closed off with guard
rails. All said no, it has been there for years. Any further complaints
will be directed to board members.
Highway Superintendent, Leland Cornelius, would like to purchase a screening
plant for the Town Highway Department. This would. save $3000 on rental fee
each year. Our old. Austin - Western Crusher and Bucyrus -Crie Shovel would be
traded in.
Moved by Air. VanBenschoten to lei; bids for a screening plant, with the
stipulation to consider trade -in of crusher plant and power shovel, to be
received October 12, 1981 art 8:00 P.M. at the `bwn Hall. Seconded by
Air. Carey. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson.
Moved. by Air. Sovocool to declare obsolete and unusable a 1946 lacross Trailer
and offer for sale by sealed bid to be received October 12, 1981 at 8:15 Pom
at the Town Hall. Seconded by Air. VanBenschoten. Ayes - Sovocool, `1.
VanBenschoten, Rankin, Carey, Robinson.
Moved by Mr. Carey to purchase a 13' cinder spreader on county bid for
$4,049. Seconded. by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten,
Rankin, Carey, Robinson.
Supervisor Robinson will get prices to paint Town Offices.
Moved by Mr. Rankin that the board appoint Phil Shurfleff to fill the
unexpired term of Frank Satterly on the County Board of Representatives.
Seconded by Mr. Sovocool. On roll call vote - Sovocool Aye, VanBenschoten
Ayes, Rankin Aye, Carey Ave, Robinson did not vote. Statements made:
Robinson - I don't want to be pushed. It happened to smoothly. Carey - We
should take some consideration and see if anyone else would like to serve.
Sovocool - We need a representative. Robinson - I hope you represent Town
of Groton people and not the party. Shurtleff - I have always represented.

Moved by Mr. Rankin, seconded by Mr. Sovocool, to go into executive session
with Robert Walpole to discuss building codes and. fire codes then with
Leland Cornelius to discuss personnel at 9:30 P9176
