HomeMy WebLinkAbout1981-08-10Flee Purpose of meeting was to receive sealed bids on Garage and Office Roof Repairs. Supervisor Robinson opened meeting at 8*00 P.M. Clerk read public notice to bidders for garage and office roof repairs. Supervisor opened and read only bid submitted. ABCOR Contracting Co., Inc, submitted a bid of $15,465 for Garage Roof and $4,200 for Office Roof plus $3.00 per square foot for insulation (all insulation and roof mat replacement as designated by owners representative). Board and Timothy Farrell, ABCOR Representative, discussed repairs to be done to roof. A totem representative will meet with Mr. Farrell at 9:30 A.M. on August 10th to re- evaluate extent of repairs. A Moved by Mr. VanBenschoten, seconded by Air. Sovocool, to table awarding bid until August 10th board meeting. Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson. Pierson Town Clerk MINUTES OF TOWN BOARD MEETING HELD M0I11.T)AY, AUGUST 10, 1981 AT 7:30 P.M. Present: Teresa M. Robinson, Supervisor Verl Rankin, Jr., Councilman Francis P. Carey, Councilman Gordon C. VanBenschoten, Councilman Benjamin J. Bucko, Town Attorney Absent: Ellard L. Sovocool, Councilman Also present: Leland Cornelius, Timothy Farrell of ABCOR Mr. Rankin moved that minutes of July 13 and July 28 be approved as mailed. Seconded by Mr. Carey, Ayes - Rankin, Carey, Robinson (VanBenschoten - Absent), Claim Nos. 203 to 225 of the Highway Department and Nos. 190 to 200 of the General Fund were presented for audit. Board wanted breakdown, of Glenn Munsons' bill for typing services for To•em Justice. Mr. Carey moved -that the bills be paid, with the exception of Glenn P. Munsons, and the Clerk instructed to draw warrant for them. Seconded by PIr. Rankin. Ayes - Rankin, Cap ^ey, Robinson (VanBenschoten - Absent). Moved by Mr. Rankin that George Totmmi be appointed as Acting Zoning Officer from August 13 to September 13 while Robert Brown, Zoning Officer, is on vacation. Seconded by Air. VanBenschoten. Ayes - VanBenschoten, Rankin, Carey, Robinson. Alonthly reports from the Town Clerk, Zoning Officer and Town Justice were reviewed. Report received from Frank Satterly on County projects: ;Passed fencing at airport; $500 was budgeted to reapportionment committee to resubmit proposals; TC3 budget was passed with stipulations. Supervisor Robinson reported. on County dog meeting. It was agreed that $1.00 per dog license issued in 1982 be retained by towns for the purpose of enumeration to be done at least once every two years, plus retain an additional 500 per dog license issued to cover town expenses relating to dogs. Supervisor Robinson will contact William Casolara to update our mining maps so that Spring Street Mining Permit can be renewed. Effective June 1, 1981, the State fee for issuing copies of birth, death and marriage certificates and the fee for issuing marriage licenses increased to $5.00 per copy. Board acted to increase local fees as follows: 136 RESOLUTION N0. b - INCREASE MARRIAGE RECORDS FEES Moved by Mr. Rankin, seconded by Mr. ^grey Ayes - Rankin, Carey, VanBenschoten, Robinson RESOLVED, that local fees be increased in accordance with state fees as follows: Marri.a •e Records - 1 Issuing License - $5.00 The fee to be transmitted to the State Commissioner of Health for each license issued - $1925. , 2) Certificate of Marriage Registration - $5.00 3) Copy of Certificate - $5.00 per copy for search involving one year, and a further, fee of $1.00 for the second year and 500 for each additional yeax thereafter. The fee for genealogy searching is $5.00 per hour or fractional part of an hour of search time for each record searched, and $1.00 per uncertified copy issued. Leland. Cornelius reported that Walpole Road Bridge has been repaired and. insurance money has been received. Supervisor Robinson stated acid -free storage boxes will not be purchased for storing old papers. Will purchase acid. -free paper instead. Moved. by Mr. Rankin and seconded by MT. VanBenschoten to remove roof bid. from table. Roof bid received. on July 28, 1981 from ABCOR Contracting of Iolarcellius was reviewed by Board and Town Attorney. The Board. requested. ABCOR to inspect roof in order to get a better idea of the overall cost to include removing and replacing any wet insulation at the quoted. price of $3.00 per square foot. Tim Farrell presented these figures in the form of an addendum to original bid. Mr. Farrell, Fred I%hiehlhauser and Leland Cornelius inspected roof. Mr. Farrell, after taking several cores, determined that approximately 1000 square feet of insulation would. have to be removed and replaced. If there is less than 1000 square feet to be replaced, price will be adjusted accordingly. Adjusted price for garage roof repair is $19,137 (to include removal and replacement of approximately 1000 sq. ft. of insulation and installation of 12 roof breather vents). Office roof remains the same at $4,200 (excluding drain work). Total. project will, cost $23,337, excluding drain work. In addition, ABCOR will install one roof drain to eliminate ponding of water on office roof at an additional cost of $350.00 without plumbing. Attorney Bucko questioned. the legality of the adjusted bid, He suggested that an addendum be added to letter dated August 10. Attorney Bucko advised board that bid submitted July 27 by T. Farrell, including non - collusive bidding certificate, plus letter dated August 10, plus addendum would. constitute the entire contract in the amount of $23,337, excluding drain work, and all documents were in order for board approval. RESOLUTION NO. 7 - AWARD GARAGE ROOF AND OFFICE ROOF REPAIR BID TO ABCOR FOR $23,337 Moved by Mr. Rankin, seconded by Mr. Carey Ayes - Rankin, VanBenschoten, Carey, Robinson RESOLVED that, on the advice of 'Town Attorney, bid submitted by F. Farrell of ABCOR Contracting, including non - collusive bidding certificate, plus letter dated August 10, plus addendum, constitute the entire contract for $23,337, excluding drain work, be accepted by the Town Board. Other correspondence included: Revised N. Y. State aid for the elderly to remove original cut back and allow the $345.00; refund due Utica Mutual Insurance Co. for one -week overpayment of $89.10 for disability insurance; quarterly Justice statement from the Office of State Comptroller, Town Attorney and Board discussed Phil Shurtliff's ap lication for a permit for th trailer located �n tte. corner of Rou+ 222 an Salt Road That as current or e an a sa eina used o sell goods rom* ccor ing o Mr. Shurtliff, trailer is licensed and is not real property. The conclusion of the Board and Town Attorney was that no permit is required for a farm trailer and Mr. Shurtliff's check for $10.00 should. be returned. • • Town picnic was set for August 25th at 6:00 P.M. at the Groton Rood and Gun Club. Monthly reports from Town Clerk, Town Justice and Acting Zoning Officer were reviewed by board. Also, summary on summer program from Martin Conner, Recreation Activities Specialist, was reviewed. Correspondence was reviewed.: 1) Groton Business Association Meeting will be held Tuesday, September 15 at 7:00 PIk1 at the Groton- Hotel. Frank Satterly will speak on the N.Y.S. Power Authority Dyson Plan and how it will affect businesses and, private individuals. Phil Freytag ••sill speak about grant monies and how it affects busin ess owners. Colleen Pierson will represent Town at meeting. 2) SPCA Letter - Town Clerk will not type and sign letter on Groton letterhead for the SPCA to send out until delinquent list responsibility is clarified. 3) Received request from Gad -a -Bout for $1000 to be budgeted for 1982 from Federal Revenue Funds. 4) Certification from Phyllis B. Howell, Clerk, Tompkins County Board of Representatives, that a vacancy exists on the Tompkins County Board of Representatives District No. 9 created by the resignation of Frank Satterly, 307 Barrows Street, Groton, N.Y., effective on the fourteenth day of September 1981 at 5 o'clock in the evening thereof, Frank Satterly stated it was impossible to carry on his responsibilities as Director of Public Works and Utilities and serve on the County Board of Representatives, hence his resignation from the Board. He stated that he had enjoyed working with the Board. Mir. Satterly supported the weighted voting system today. Other resolutions were Meadow House and collecting delinquent taxes for Villages. • After some discussion by the Town Board, Attorney Bucko and Frank Satterly on the vacancy created by the resignation of Frank Satterly on the Board of Representatives, it was agreed, that the Town Board has a right to fill vacancy under County Charter, Todd Twigg requested some kind of traffic control on four corners in blest Groton. Intersection of Cobb Street and West Groton Road. Cobb Street has poor visability and speed is excessive on West Groton Road. The combination of both presents a problem. Since both are county roads, it was suggested Mr. Twigg follow procedures and. get a petition of concerned residents who use intersection and present to County. After some discussion on roof drain and pl*,fing quote, it was moved by Mr. Sovocool, seconded by Mr. Carey, to approve verbal quote from ABCOR of $1200 to install one roof drain and plumbing in office roof pending receipt of written quote in same amount.
