Energy Conservation speaker David Flang was unable to attend meeting.
Discussion was tabled until the next town board meeting, April 13, 1981.
A short discussion was held on the Hilker and SPCA dog control contracts.
Mr. Rankin motioned the town contract with Hilker, seconded by Mr. VanBenschoten.
Mr. Hilker's contract provided private dog warden services to the town. A vote
was taken 2 for and 2 against. Supervisor Robinson asked if there was any
more to discuss. Mr. Sovocool motioned the town contract with the SPCA,
seconded by Mr. Carey. The vote again was 2 for and 2 against. Torm Supervisor,
Mrs. Robinson, was called upon to cast the deciding vote, which was in favor
of the SPCA which she feat deserved another chance since it is now under new
management.
There being no further business, Mx. Rankin moved to adjourn the meeting at
8 =35 P.M., seconded by Mr. Sovocool.

Mr. Rankin moved. the minutes of March 9 and 18 be approved as mailed.
Seconded by Mr. Carey. Ayes - Sovocool, Rankin, Carey, Robinson.
Claim Nos. 95 to 128 of the Highway Department and , #71 to #100 of the General
Fund were presented for audit. Mr. Rankin moved that the bills be paid and
the clerk instructed to draw warrant for them. Seconded by Mr. Carey.

Monthly reports from the Town Clerk and Zoning Officer were reviewed.
Correspondence was reviewed by Board, members - a) Retirement System meeting
A ril 27 at 2 ;00 PM at TC3 Lecture Hall and at 7:00 PM in the Courthouse;
b� Letter from Planning Board regarding internship for High School student
and questionnaire of Transportation needs in Groton; c) Internal Revenue-.
Sbrvice ruling made regarding time deposits; d) Dept. of Transportation
abandoned RR crossings in township; e) Ceracche name change to American
Community Television; f) SPCA Liability Insurance coverage.
Supervisor Robinson indicated we must sign 1981 Dog Contract with the
following three items being added as an addendum: 1) Enumeration be finished
for this year; 2) SPCA budget be in Towns hands by September; and 3) Appoint
a re, resentative of Town to meet regularly with other Towns to evaluate dog
problems. Attorney Bucko stated there is a $2.00 filing fee for each
summons to be paid by SPCA to Town Justice in advance of serving summons.
Board. discussed holding Zoning informational meeting with Planning Board
members prior to hearing on proposed changes. Notices will be put in papers
and shopper. Wednesday, April 29th at 7 :30 P.M. at Town Hall was set for
this meeting.
Supervisor Robinson discussed. purchasing State signs giving directions to
Toren Hall and Highway Department and also a sign out front of Town Hall to
assist people in locating us. Publicity Funds ($100.00) can be used for
this purpose. Mr. Rankin suggested that the Supervisor look into cost.
Other board members agreed.
No appointment was made to the Apopeals Board. Board. is looking for someone
from the blest Groton area.

Frank Satterly reported on County projects: If anyone wants to serve on County
Advisory boards, let him known, Interns working in Groton area on survey for
Transportation program; Will have recommendation 'by May 1 on elevator in Court
House; Board passed a resolution to dispose of excess hospital land; Bill Mobbs
reported Peru bridge needs repairs.
Mr. David l {lang spoke to Board on Energy Conservation in Town Hall. He had a
sample lh ergy Shield Window that he suggests using on all Town Hall windows and
Stratotherm Heat Syphon Units to be used in Town Hall and Garage to circulate
air. Total cost to Town will be around ;1126.78. No decision to purchase
was made,
Moved by Mr. Rankin, seconded by Mr. Sovocool, to sign contract with SPCA
with ad.dendums added. Ayes - Sovocool, Rankin, Carey, Robinson.
Annual Road Inspection tour was set for Wednesday, April 22, at 10:00 A.M.
There being no further business, Mr. Rankin moved to adjourn meeting, seconded
by Mr. Sovocool, at 9 :00 P.M.

Monthly reports form Town Clerk, Zoning Officer, Town Justice and Fire Depart-
ment were reviewed. Ronald Space's building application was reviewed with
Highway Superintendent indicating pipes purchased by Space would be put under
Stevens Road by Town since pipe already in place needs to be replaced. Road
will be closed for about three days.

Highway Superintendent has received estimates for repairs to Walpole Road bridge
which was damaged by a motor vehicle. He also stated. they are putting speed
limit signs up in McLean.
Tompkins County Municipal Official's Meeting will be held Thursday, Play 21 at
6:00 P.M. at the Livery.
Acceptance of Planning Boards proposed changes and amendments to zoning
ordinance was -tabled until June meeting so Board and Town Attorney could review
further.
Board requested Zoning Officer write letter to Francis White regarding junkyard
fence that is down.
Dave Flan wAed, a commitment from Board on energy shields before the end of
the month after which price would increase 10 -15 percent. Board discussed
advantages and disadvantages to closing off Town Hall windows.
Moved. by Mr. VanBenschoten, seconded by Mr. Sovocool to purchase shields for
three windows (;179.10) in Highway Superintendents office and three large Strato
Jets for Highway Garage and two small ones for Town Offices. Ayes - Sovocool,
Rankin, Carey, VanBenschoten, Robinson.
