A letter to the Town Board from Frank Pierson was read. Mr. Pierson's term on
the Appeals Board. expires March 1981. He does not wish to seek another term.
A letter of thanks from the Town Board will be written. The board was asked
to consider making another appointment from the West Groton area.
There being no further business, Mr. Rankin moved to adjourn meeting at 9:30 Phi,
seconded. by Mr. Sovocool.

Purpose
of meeting was to take
action on a
dog contract for 1981 and resolutions
on jury
fees and emergency use
of highway
equipment.
Mr. Rankin moved that the boaxd recess for executive session at 7:35 P.M.
Aar. VanBenschoten seconded the notion.
The Town board meeting reconvened at 8:05 P.Aa.
RESOLUTION N0. 3 - AUTHORIZING TOWN HIGHWI%Y SUPERINT&IDEIVT TO PERFORM
Moved by Aar. Frank Carey, seconded by Mr. VanBenschoten
Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson
RESOLVED, that the Town Board of the TOOan of Groton by request of the
Town Highway Superintendent and by such authority as extended by
applicable sections of the Town Law of the State of New York, do
hereby permit, authorize and direct the Town Highway Superintendent
to fulfill such additional responsibilities from time to time as
circumstances necessitate, although such activities may not relate
directly to the specific responsibilities of his department as
specified by the Highway Law.
1. The removal of snow as required from all municipal properties and
the maintenance of safety conditions thereon.
2. The offering of Emergency Assistance as may be requested by the Chief
or other responsible Officer of a local Fire Department in support
of FIRE RELATED EMERGENCIES,
3. The maintenance and normal upkeep of Recreational facilities.
4. The rendering of such assistance as may be requested from time to
time to cope with related emergency situations of any Special District
within the Town of Groton.
5. Any unforseen need and /or effort of the Town Highway Department
resources as may be determined by the Highway Superintendent to be
necessary and in the best interest of the general populace of the
Town of Groton.
This resolution is hereby submitted in the interest of and for the protection
of the Town of Groton, its' Highway Department and its' full compliment of
personnel,
Mrs. Robinson asked the board. members if it was too soon to start getting quotations
to have the roof redone on the Town Building. There was some discussion between
the board and Town Attorney. Decision was for Mr. Cornelius, Highway Superintendent,
to work up specs and start getting quotations as soon as possible so the job doesn't
drag out. into n6xt fall.

Fanergy Conservation sgieaker David Flang was unable to attsnd meeting.
Discussion was tabled until the next town board meeting, April 13, 1981.
A short discussion was held on the Hilker and SPCA dog control contracts.
Mr. &Lnkin motioned the town contract with Hilker, seconded by !fix'. VanBenschoten.
Mr. Hilke2�'s contract provided private dog warden services to the 'town. A vote
was taken 2 for and 2 against. Supervisor Robinson asked if there was any
moos to discuss. Mr. Sovocool motioned the town contract with the SPCA,
seconded by Mr, Carey. The vote again jaa, 2 for and, 2 against. Town Supearvisor,
Pars. Robinson, was called upon to cast the deciding vote, which was in favor
of the SPCA which she felt deserved another` chtuzce since it is now under new
m=Lgement.
There being no farther business, Mr. Rankin moved to adjourn the meeting at
8:35 P.M., seconded by Mr, Sovocool.

Mr. Rankin moved the minutes of March 9 and 18 be approved as mailed.
Seconded by Mr. Carey. Ayes - Sovocool, Rankin, Carey, Robinson,
Claim Nos. 95 to 128 of the highway Department and /J? 1 to # 100 of the General
Fund wexe presented for audit. 111r. Rankzn moved that the bills be paid and
the clerk infttructed to draw warrant for them. Seconded by Mr, Carey.

Supervisor Robinson indicated, we mast sign 1981 Dog Contract with the
following three items being added as an addendum: 1) Enumeration be finished
for this year; ) SPCA budget be in Towns ha.nd.s. by September; and Appoint
a representative of Town to meet reguYarly with other Toems to evaluate dog
problems; Attorney Bucko stated there is a $Z.OD filing fee for each
summons to be paid by SPCA to Town Justioe in advance of serving summons.

members prior' to hearing on proposed changes, No'tice� will be prat in papers
and shopper, Wednesday, April 29th at 7:30 P . P9. at Town Hall was set for
this meeting.
Supervisor Robinson discussed puircha.sing State sighs giving directions to
'gown Hall and Highway Dep2.rtment and al.!o a sign out front of Town Hall to
assist people in locating us. Publicity Finds ($104.00) oan be used for
this purpose. Mr. Rankin suggested that the Supervisor look into cost.
Other board, members agreed.
Plc appointment was made to the Appeals Board. Board is looking for someone
f2' om the West: Groton area.
Moved by Mz+ Rankin, seconded by Mr. Sovocool to appoint Ed Moran as the Town
of Groton Hospital Board appointee, Ayes - Sovocool., Rankin, Carey, Robinson.
