Pierson Town Clerk MINUTES OF TOWN BOARD MEETING MELD MC114DAY, DECEMBER 1, 1980 @ 7:30 P.M. Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Verl Rankin, Jr., Councilman Francis P. Carey, Councilman Benjamin J. Bucko, Town Attorney Also present: Leland Cornelius, Donald Palmer, Flank Satterly, Nancy McGuerty, Barbara Hoffman Air. Carey moved that the minutes of November 3 be approved as mailed. Seconded. by Mr. Sovocool. Ayes - Sovocool, Rankin, Carey, VanBenechoten, Robinson Claims #286 to #310 of the Highway Department and #, to #362 of the General Fund were presented for audit. Mr. Rankin moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. Carey. Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson Monthly reports from the Fire Department, Town Clerk, Zoning CTficer and Town Justice were reviewed. Correspondence was reviewed "by board members. Donald Palmer, County Youth Board Representative, was present to report on activities. He• serves on Personnel Committee and is Chairperson of Budget 3P binance Committee. New Director's name is Nancy Zeller. He asked if there were any programs the town wished to be considered for funding. Cross Country Skiing was mentioned. Our local youth committee should be more active. Mr. Palmer stated he had received a call from Brenda Benson, associated with the local .Day Care Center, and she was concerned about funding request being turned down for Ithaca. Board would like to know percentages of Groton kids in local Day Care Center. .Discussed Public Hearings and Special 'T'own Board meetings. Moved by Mr. Sovocool, seconded by Mr. CIcirey that a public hearing be held on December 15, @ 7:30 P.M. for proposed use change in Federal Revenue Sharing Funds of $10,000 from new truck to stones, oil and equipment. A hearing will be held the same date at 8:00 P.M. for proposed amendment to Town Local Law #1, 197$, "Unsafe Buildings Law "; Special Tow n Board Meeting to be held December 15 in conjunction with hearings. Moved by Mr. Rankin, seconded by Mr. VanBenschoten to hold. a Special Town Board Meeting December 29, 1980 @ 1:00 P.M, -to perform annual audit of Town Funds. Ayes - Unanimous. Discussed compensation for employees serving on jury duty. The following resolution was made. RESOLUTIC;d NO. 2 - COMPUlfSATION WHILE SERVrNG ON JURY DUTY, Moved by Mr. Rankin, seconded by Mr. VanBenschoten Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson RESOLVED, that if a person is called for jury duty, they will be paid the difference between what the County pays for ,jury duty and J. his daily compensation. If excused, employee shall return to work. Frank Satterly reported that county budget was adopted ataround $50 million- - some of which is reimbursible -- Town will receive a tax credit. They are doing studies on how to make Court House accessible to the Handicapped. Chamber of Commerce politically affiliated and Frank did not support money request. A public hearing on control of out of town vendors will be held next County Board Meeting and will include entire county with registration to be issued by Sheriffs Department, I LJ Moved by Mr. VanBenschoten, seconded by Mr. Sovocool that the following be authorized to attend Annual Association of Towns Convention in N.Y.C. on Feb. 15 - 18; Verl Rankin, Ben Bucko, George Totman, Roger Gleason, Teresa Robinson and Colleen Pierson. Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson Supervisor indicated that the Planning Board will meet the second Wednesday of every month. Also a copy of the proposed new zoning ordinance will be given to Ben and townboard for review on December 10 at the Planning Board Meeting. Leland Cornelius, Hwy. Supt. indicated he would like to purchase a plow for one ton dump truck to clear end of Wickham Road and also to plow small areas while superintendent is checking roads thus eliminating a large truck going out. Cost is $1600 installed or $1300 and we install, RESOLUTION N0. 26 - AUTHORIZATION TO PURCHASE PLOW FOR ONE TON DUMP TRUCK, Motion made by Mr. VanBenschoten, seconded. by Mr. Sovocool. Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson RESOLVED, that Leland Cornelius, Highway Superintendent, is hereby authorized to purchase a plow for the one ton dump truck in the amount of $1300 if money is available. Sovocool, Councilman Verl Rankin, Jr., Councilman Francis P. Carey, Councilman Gordon C. VanBenschoten, Councilman Benjamin J. Bucko, Town n2 Attorney Also present: Leland. Cornelius, Rose Beckwith Town Board Meeting opened at 7:30 P.101. Meeting recessed at 7:30 P.M. for two public hearings as follotiNs: 1) Proposed use change of 1980 Federal Revenue Sharing Funds. 2) Consider an amendment to Local Law No. 1 of the year 1978, Unsafe Buildings Lai.. Meeting reconvened at 8:10 P.M. After some discussion regarding the use change of Federal Revenue Funds, the board made the following resolution: RESOLUTION; N0. _ 7 - TRANSFER UP TO $10,000 OF FEDERAL REVENUE SHARING ® FUNDS FROM DR, NEW TRUCK APPROPRIATION TO DE, OIL, STONZE AND EQUIPAIE14T Moved by Mr. Sovocool, seconded. by Mr. Carey Ayes - Carey, Rankin, VanBenschoten, Sovocool, Robinson RESOLVED, that up to $10,000 of Federal Revenue Sharing Funds be transfered from DR Truck Appropriations to DE Oil, Stone & Equipment. Moved by Mr. Rankin to table decision on Local. Law #1, 1978, Unsafe Buildings Law amendment until next meeting. Seconded by Mr. VanBenschoten. Ayes - Carey, Rankin, VanBenschoten, Sovocool, Robinson. Mr. Cornelius reported, to the board that the New York State Department of Transportation (DOT) approved road work for next year. Claims #311 to 9317 of the 1•lighway Department and #363 to #374 of the General Fund were presented for audit. Mr. Sovocool moved that the bills be paid as amended and the Clerk instructed to d-raw warrant for them. Seconded by P!r. VanBenschoten. Ayes - VanBenschoten, Rankin, Sovocool, Carey, Robinson.
