REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Ed Neuhauser at 7:30 p.m. APPROVAL OF MINUTES - 19 NOVEMBER 2015 A motion was made by Member Mark Baxendell to approve the Minutes of the 19 November 2015 Planning Board meeting, as submitted. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Clark Member Baxendell Abstain: Member Carey Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #70 of 2015. OLD BUSINESS - NONE NEW BUSINESS Clifford Ostrander, Applicant/Reputed Owner- 321 Locke Road - TM #s 221.-2-5 6 - Boundary Line Change Chair Neuhauser recognized the applicant who was seeking approval to combine the subject tax map parcels into one lot, as shown on the attachment to the application, so he can build a new garage. Page 1 of 5 (T)Groton Planning Board Minutes of Regular Meeting 17 December 2015 A motion was then made by Member Lisa Maloney Hahn that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Boundary Line Change. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #71 of 2015. Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #72 of 2015. With no further discussion, a motion was then made by Member Baxendell to approve the Boundary Line Change as requested. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #73 of 2015. Samuel lis Cheryl Rose, Applicants/Reputed Owners - 82 Chipman Comers Road - TM #16.-1- 32.42 - Minor Subdivision Chair Neuhauser recognized Samuel Rose who was seeking approval for a two-lot subdivision as shown on the map accompanying the application. One of the lots created is a flag lot, as shown, with a 60-foot "pole" and containing 2± acres. Chair Neuhauser commented that the proposed Minor Subdivision met all of the requirements. The motion was seconded by Member Baxendell, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #76 of 2015. OTHER BUSINESS Organizational Meeting Date Set A motion was made by Member Clark to set Thursday, 21 January 2016 at 7:30 p.m. for this Board's Organizational Meeting. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #77 of 2015. Page 3 of 5 (T)Groton Planning Board Minutes of Regular Meeting 17 December 2015 Zoning Code Changes Chair Neuhauser asked Board members to be prepared to submit any ideas regarding Code changes in preparation for the review tentatively set to begin in February. Training Opportunities Chair Neuhauser announced a training opportunity from April 17-19 in Saratoga Springs, NY. He also made sure that Board members had received "Webinar" info via email; everyone had. ENTER EXECUTIVE SESSION At 8 p.m., a motion was made by Member Monica Carey that the (T)Groton Planning Board go into Executive Session for the purpose of interviewing three candidates to fill one vacancy on this Board. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #78 of 2015. EXIT EXECUTIVE SESSION At 8:10 p.m., a motion was made by Member Clark to come out of Executive Session for the purpose of interviewing three candidates to fill one vacancy on this Board. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #79 of 2015. RESUME REGULAR MEETING Planning Board Member Recommendation A motion was then made by Member Maloney Hahn that the Town of Groton Planning Board recommends to the Town Board that they select Leon Brockway, Jr., to fill the vacancy on the Town Planning Board. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Maloney Hahn Member Wyllie Motion carried.
