Further discussion held on whether to change August meeting.to the second Monday, August, 11, since office is closed for vacation the first week of August. Mr. Raskin stated that he didn't take any vacation so let's leave it for August 4th. As Deputy, I stated that I couldn't be there, that they would have to depend on the Totim .Clerk. Mr.. Sovocool said he might not be present for that meeting. Moved by Air. VanBenschoten, seconded by Mr. Rankin, authorizing Highway Super- intendent permission to bid on a used tractor -mower with trade in of tractor - mower to be bid August 4, 1980 at 8:00 P.M.. Ayes - Sovocool, Carey, VanBen- schoten, Rankin, Robinson. . Moved by Mr. Sovocool and. seconded by Mr. Carey giving permission to Highway Superintendent to rent screen plant from Seneca Supply for one month. Supervisor Robinson requested the board to think about a new Totim Planning Board member. ' The old copies of the Groton - Journal and Courier that have been microfilmed will be 'stored on shelves in backroom of the Town Hall which will be con- structed, by i9r. Cornelius. Air. Cornelius, Highway Superintendent, received notice that a six - roan work crew from CETA will be in Groton this creek. Supervisor Robinson ;informed the board of the appointment of Michael,Connors as Recreation Activities Superintendent for the Groton Youth Program. There being no further business, Air. Those present: Teresa M. Robinson, Supervisor Francis P. Carey, Councilman Gordon C. VanBenschoten, Councilman Verl Rankin, Jr. Councilaa.n Benjamin J. Bucko, Town Attorney Absent: Ellard L. Sovocool, Councilman Also present: Leland Cornelius, Mary Evelyn Dempsey, Nancy McGuerty, Frank Satterly Supervisor Robinson opened. meeting and asked for a motion to recess for executive session. Motion to go into executive session at 7:40 P.M. made by Mr. Rankin, seconded by Mr. VanBenschoten. Ayes - Carey, Rankin, VanBenschoten, Robinson. Meeting reconvened. at 8:05 P.M. Mr. Carey moved to.accept minutes of July meeting with any comments on personal matters be deleted and stricken from records. Seconded by AW. VanBenschoten. Ayes - Carey, Rankin, VanBenschoten, Robinson. Clerk read legal notice to bidders for one used tractor and mower. Supervisor Robinson opened only bid received from Catskill Tractor Inc. of Franklin, N.Y. Bid - $6,495.00 less trade in allowance of $2,1+95 for a net bid of $4000.00. Attorney and Highway Superintendent checked over bid and. found all in order. RESOLUTION NO. 11 - ACCEPT BID FOR USED TRACTOR AND MOWER Moved by Mr. VanBenschoten, seconded by Mr. Carey Ayes - Carey, Rankin, BanBenschoten, Robinson RESOLVED, that bid be accepted as stated: IH 2444 Tractor with Mower - $6,495.00; Less Trade Allowance - $2,495.00; Total Bid - Net - $4000.00 from Catskill Tractor Inc. 0 • Claims #182 to #211 of the Highway Department and #190 to #213 of the General Fund were presented for audit. Mr. Rankin moved that the bills be paid and the Clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Carey, Rankin, VanBenschoten, Robinson. Frank Satterly reported. that changes in assessments have been mailed out; Budget and Administration Committee-to discuss two year assessment cycle; suggested forming committee to discuss Nubia Bridge; Town's transportation representative, Frank Carey, should. attend meetings since there are six different ideas being considered. for transportation routes, etc. Monthly report's from Town Clerk and Zoning Officer were reviewed, Discussed increasing aged exemption to $9200. Decided to keep at $8000 since it will be going into effect in 1981. .Discussed letter and brochure received from NYS Department of State urging residents to avoid making charitable donations until investigating. Board feat brochure would be beneficial and will try to obtain additional copies and place in Town Hall, Senior Citizens Center, Banks and Post Office, RESO1UT10N-NO. 12 - GAMES OF CHANCE .DELEGATION OF AUTHORITY Moved by Mr. Carey, seconded. by Mr. VarlBenschoten Ayes - Carey, Rankin, VanBenschoten, Robinson RESOLVED, that the governing body of this municipality has, pursuant to Part 5600 of the -Rules and- Regulations of Games of%ChancE;rdelegated to the following named. officers the responsibility and authority granted to it by Law in relation to the issuance, amendment and cancellation of licenses, the collection, utilization and transmission of fees and. the conduct of investigations, hearings and the supervision of the operation of games of chance. Name of Licensing Officer (Gen. Pun, haw Sections 186(16) and 192): Colleen D. Pierson, Town Clerk, 101 Conger Boulevard, Groton, New York. Effective Date of Appointment of Officer and Duration of 1ppointmenta August 4, 1980 - The term of the Town Clerk expires December 31, 1981. RESOLUTION NO. 13 - RECORDS RETENTION AND DISPOSITION SCHEDULE NO. 19 -TC -1 Moved by Mr. Rankin, seconded by Mr. Carey Ayes - Carey, Rankin, VanBenschoten, Robinson RESOLVED, by the Town Board of the Town of Groton that Records Retention and Disposition Schedule No. 19 -TC -1 issued pursuant to Part 185, Title 8 of the Official Compilation of Codes, Rules, and Regulations of the State of New York and containing minimum legal retention periods for town records, is hereby adopted for use by the Town Clerk of this torn; FURTHER RESOLVED, that this Board. hereby authorizes the disposition of records in accordance with the minimum legal retention periods set forth in Records Retention and Disposition Schedule No. 19 -TC -1; AND FURTHER RESOLVED, that the Town Clerk be, and hereby is, directed, to furnish a certified copy of this Resolution to the Commissioner of Education. Supervisor Robinson noted that she had received a letter from Tompkins County Personnel. Depar't'ment regarding a meeting on State Wide Health Insurance Program. Time and place to be announced later. She plans to attend and so can anyone else. Proved by Teresa Robinson to re- schedule regular September Board. Meeting to second Monday, September 8, due to first Monday of the month being Labor Day.
