James Hicks, Applicant; Mary Hicks. REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Ed Neuhauser at 7:30 p.m. APPROVAL OF MINUTES — 20 AUGUST 2015 Board Member Bret Wyllie advised everyone that he was absent from this meeting. A motion was then made by Member Barbara Clark to approve the Minutes of the 20 August 2015 Planning Board meeting, as corrected. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Morey Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #58 of 2015. OLD BUSINESS - NONE NEW BUSINESS James E. Hicks, Applicant/Reputed Owner - 718 Salt Road - TM #20.-1-23.22 - Minor Subdivision Chair Neuhauser recognized the applicant and his wife who were seeking approval of a Minor Subdivision, explaining that they wished to give four acres of their subject 12.1± A. parcel to their son, as shown on the attachments to the application. They also added they will be preserving the existing Norway spruce tree line on the property. A motion was then made by Member John Morey that the Town of Groton Planning Board declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded by Member Wyllie, with the vote recorded as follows: Page 1 of 3 (T)Groton Planning Board Minutes of Regular Meeting 17 September 2015 Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Morey Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #59 of 2015. Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Morey Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #60 of 2015. Member Monica Carey asked if there were any wetlands on the subject property, and the Mrs. Hicks responded that there was a little on one corner, but is mostly outside of the property line; this portion will be retained by the Hicks'. With no further discussion, a motion was then made by Member Mark Baxendell to waive the Public Hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Clark Member Baxendell Member Morey Member Maloney Hahn Member Wyllie Motion carried. This becomes Action #61 of 2015. OTHER BUSINESS • Chairman Neuhauser advised the Board members of upcoming training scheduled in the Town of Lansing on October 7th. The motion was seconded by Member Maloney Hahn, with all members present voting in favor. J E.
