REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Ed Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES — 16 JuLY 2015
A motion was made by Member Lisa Maloney Hahn to approve the Minutes of the 16 July 2015
Planning Board meeting, as submitted. The motion was seconded by Member Monica Carey,
with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.

OLD BUSINESS
Christopher Dempsey, Applicant/Reputed Owner - 125 Sears Road - TM #s 16.-1-11.21 & 15.1 -
Minor Subdivision of Land
Chairman Neuhauser recognized Robert Walpole, Realtor, representing the applicant who was seeking
approval of a Minor Subdivision to create three lots, as shown on the map accompanying the
application. Mr. Walpole stated that the survey map has been completed.
A motion was then made by Member Barbara Clark that the Town of Groton Planning Board
declares itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Mark Baxendell, with the vote recorded as follows:

Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Maloney Hahn that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote
recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Maloney Hahn Member Wyllie
Motion carried.
This becomes Action #42 of 2015.
With no further discussion, a motion was then made by Member Carey to waive a Public Hearing
and approve the Minor Subdivision, as requested. The motion was seconded by Member
Baxendell, with the vote recorded as follows:

Roads -TM #s 36.-1-11 lis 67.2 - Boundary Line Change
Chair Neuhauser recognized Robert Walpole, representing the Ploss Estate who was seeking approval
to make the Subdivision/Boundary Line changes as shown on the map accompanying the application.
This 152.11±-acre parcel, to be split amongst the surviving heirs, will eliminate the railroad property
shown on the west line and result in four parcels: Parcel A, 2 ±A., no change; Parcel B, 38.52± A.;
Parcel C, 46.27±A.; and Parcel D, 65.66± A.
With no further discussion, a motion was then made by Member Carey to approve the Boundary
Line Change, as requested. The motion was seconded by Member Baxendell, with the vote
recorded as follows:

Chair Neuhauser recognized Robert Walpole, again representing the Ploss Estate who was seeking
approval for a Minor Subdivision as shown on the map(s) accompanying the application. He noted
that Parcel C is a flag lot.
A motion was then made by Member Clark that the Town of Groton Planning Board declares
itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded
by Member Maloney Hahn, with the vote recorded as follows:

Chair Neuhauser recognized Joseph Milliman who was seeking approval of a Minor Subdivision,
explaining that he wished to sell one acre of the subject 13± A. parcel to his adjacent neighbor, Tom
Billups, as shown on the map accompanying the application.
A motion was then made by Member Clark that the Town of Groton Planning Board declares
itself Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was seconded
by Member Carey, with the vote recorded as follows:

Chair Neuhauser recognized Mr. Billups who was seeking approval of a Boundary Line Change,
explaining that he was purchasing one acre of Joseph Milliman's 13± A. parcel which adjoins his
property, as shown on the map accompanying the application.
With no further discussion, a motion was then made by Member Maloney Hahn to waive the Public
Hearing and approve the Minor Subdivision as requested. The motion was seconded by Member
Clark, with the vote recorded as follows:

OTHER BUSINESS
• It was noted for the record that Deputy Town Clerk Robin Cargian does an excellent job
of preparing the packet for each application considered by the Town Planning Board.
Her thoroughness is appreciated and makes the Board's consideration of each
application much easier.

ADJOURNMENT
At 8 p.m., a motion was made by Member Mark Baxendell to adjourn the meeting. The motion was
seconded by Member Clark, with all members present voting in favor.
