RESOLVED, to reject low bid of $70,550.00 because of failure to meet
specifications in major areas and to accept bid of $74,587.00 for
Autocar.
Mr. Cornelius d,i,scussed purchasing a tractor with -paint hitch and mower to
replace old tractox. Doaz%d. approved looking into prices and trade in value.
Supervlso>c Robinson stated Gerald Burdick is retireing. Lela id. Cornelius is
not going to fill position until fail since he has Chris Dempsey working this
sur�rn�r.
Discussed Town's Youth Frograin for which $2800 was budgeted for personnel
services. Mike Conners did an excellent job last summer and board felt we
s iou7.d continue with program. Moved by MT. Sovocool, seconded by Imo. Rankin
to appoint Mike Conners to head Youth Pixograrn agadn this summer. Ayes
Sovocool, Careyl, Rankin, VanBenschoten, Robinson.
Deland Cornelius spoke on County Meeting that he and Teresa attended on June �
regarding bona money. Loney must be used to 'build roads, bridges, etc, and
that projects dust last for a ten year period with minimal maintenance, Roads
considered are Town Dine, Itick Street and Elm St. Ext. for an approximate coat
of $47,0004 Applications must be filed by October i and BiII Mobbs of the
County will approve or disapprove.

Claims #1 to, Y0181 of the ldighway Dept, and #-159 to W173 of the General Fund
were presented for audit, M+ . Rankin roved that the bills be paid and the Clerk
instructed to draw war -rant for them. Seconded by Mr. Casey. Ayes - Sovocool,
Carey, VanBenschoten, Rankin, Robinson.
Monthly reports from the Toy ;Tn Clerk Zoning Officer and Town Jus'Lioe were
re -Aewed by the board.
Supervisor Robinson read a letter written from the Village of Groton Housing
Authority Board to the Coiamunity Health C:a.x`e Center. Mr, Carey informed the
Boaxa of the medical services provided by the Health Care Venter, Lfx�. Guiliano
will be on contract as physician. They are still negotiating as to whether there
will be one or two phy'siclasis assistants who will be coming fxoio Cortland.

Supervisor' Robinson read a letter from Mane 'Sa.ncl:oft, Asaistarnt Coordinator
of the Gadabout bus service asking the Town Board to consider Gadabout in the
1980 and 1981 budget;, Request was tabled pending states reimbursements.
Tile Town Board agreed the Census Report needed to be deciuhered by someone on
the County Planning Board. -

:Discussed letting bids for used tractor -mower at next board meeting. Further
discussion held on whether to change August meeting to.the second Monday,
August 11, since office is closed for vacation the first week of August.
Air. Rankin stated that he didn't take any vacation so let's leave it for
August 4th. As Deputy, I stated that I couldn't be there, that they would,
have to depend on the Town Clerk. Mr.. Sovocool said he might not be present
for that meeting.
Moved by Mr. VanBenschoten, seconded by Mr. Rankin, authorizing Highway Super-
intendent permission to bid on a used tractor -mower with trade in of tractor -
mower to be bid August 4, 1980 at 8:00 P.M.. Ayes - Sovocool, Carey, VanBen-
schoten, Rankin, Robinson.
Moved by Mr. Sovocool and seconded by Mr. Carey giving permission to Highway
Superintendent to rent screen plant from Seneca Supply for one month.
Supervisor Robinson requested the board to think about a new Town Planning
Board member.
The old copies of the Groton- Journal and Courier that have been microfilmed
Still be stored on shelves in backroom of the Town Hall which will be con-
s'truc'ted by Mr. Cornelius,
Mr. Cornelius, Highway Superintendent, received notice that a six -man work crew
from CETA will be in Groton this week.

Program.

Supervisor Robinson opened meeting and asked for a motion to recess for
executive session. Motion to go into executive session at 7:40 P.M. made
by Mr. Rankin, seconded by Mr. VanBenschoten. Ayes - Carey, Rankin,
VanBeaschoten, Robinson.
Meeting reconvened. at 8:05 P.M.
Mr. Carey moved to.accept minutes of July meeting with any comments on
personal matters be deleted and stricken from records. Seconded by
ALr. VanBenschoten. Ayes - Carey, Rankin, VanBenschoten, Robinson.
Clerk read legal notice to bidders for one used tractor and mower. Supervisor
Robinson opened only bid received. from Catskill Tractor Inc. of Pranklin, N.Y.
Bid - $6,495.00 less trade in allowance of $2,495 for a net bid of $4000.00.
Attorney and Highway Superintendent checked over bid and found all in order.
