REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Ed Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES - 21 MAY 2015
A motion was made by Member John Morey to approve the Minutes of the 21 May 2015 Planning
Board meeting, as submitted. The motion was seconded by Member Barbara Clark, with the vote
recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Morey

Motion carried.
This becomes Action #28 of 2015.
OLD BUSINESS - None
NEW BUSINESS
Richard & Georgie Tillotson, Applicants/Reputed Owners - 1120 Elm Street Extension - TM
#27.-1-23.2 - Minor Subdivision of Land
Chairman Neuhauser recognized Realtor Bob Walpole, representing the applicants, who were seeking
approval to subdivide a 1.36±-acre lot off of their 53.76±-acre parcel, as shown on the map
accompanying the application. Road frontage requirement was satisfactory.

A motion was then made by Member Clark that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Lisa Maloney Hahn, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Member Maloney Hahn
Member Morey
Member Wyllie
Motion carried.
This becomes Action #29 of 2015.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Maloney Hahn that, based on the information and analysis
of the SEQR concerning this application, the Town of Groton Planning Board has determined
that the proposed action will not result in any significant adverse environmental impact,
resulting in a Negative Declaration. The motion was seconded by Member Bret Wyllie, with the
vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None

Motion carried.
This becomes Action #30 of 2015.
With no further discussion, a motion was then made by Member Mark Baxendell to waive a Public
Hearing and approve the Minor Subdivision, as requested. The motion was seconded by Member
Monica Carey, with the vote recorded as follows:

Richard lis Geordie Tillotson, Applicants/Reputed Owners - Elm Street Extension - TM #27.-1-
28.2 - Minor Subdivision of Land
Chairman Neuhauser recognized Realtor Bob Walpole, representing the applicants, who were seeking
approval to subdivide a 5.5±-acre lot off of their 212.56±-acre parcel, as shown on the map
accompanying the application. The lot created will be a building lot. Road frontage requirement was
satisfactory.

A motion was then made by Member Morey that the Town of Groton Planning Board declares

Chairman Neuhauser recognized Realtor Bob Walpole, representing the applicants, who were seeking
approval to combine the subject parcels into one parcel, as shown on the map accompanying the
application. Mr. Walpole stated that the applicant was putting back together the original parcel which
was subdivided some time ago.

A motion was then made by Member Maloney Hahn that the Town of Groton Planning Board
declares itself as Lead Agency under SEQRA for the proposed Boundary Line Change. The
motion was seconded by Member Wyllie, with the vote recorded as follows:

OTHER MATTERS
Training Opportunity - Chairman Neuhauser reported on Board training
opportunities in Syracuse on July 27th; a flyer was handed out.
Comprehensive Plan - Village held their meeting on June 1st; Thoma representative
was there, but could not answer some of the questions posed by those in attendance.
No decisions were made.

ADJOURNMENT
At 7:50 p.m., a motion was made by Member Morey to adjourn the meeting. The motion was seconded
by Member Clark, with all members present voting in favor.
