The Public Hearing was opened a 7:28 p.m. by Chairman Ed Neuhauser who read aloud the Legal
Notice as published on 13 May 2015 in The Shopper, proof of publication has been placed on file for
the record.
Chair Neuhauser recognized the Montreuils who explained to the public that they were seeking
approval to produce soaps and lotions, etc., made from goat's milk, at a new 12 ft. by 28 ft.
manufactured shed to be placed on the subject property, all as explained in the "Business Plan"
accompanying their application. The products will be sold online, at craft shows, and through
wholesaling partners. They also will have two small female goats onsite. No additional traffic is
planned.
Chairman Neuhauser asked if there were any comments from the Public; there were none.
With everyone heard who wished to be heard, the Public Hearing
was closed at 7:30 p.m.
REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Ed Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES - 16 APRIL 2015
A motion was made by Member Barbara Clark to approve the Minutes of the 16 April 2015
Planning Board meeting, as submitted. The motion was seconded by Member John Morey, with
the vote recorded as follows:

NEW BUSINESS
Carl lis Mary Jean Alexander, Applicants/Reputed Owners - 1120 Cortland Road - TM #19.-1-
39.12 - Minor Subdivision of Land
Chairman Neuhauser recognized Attorney Liam Murphy, representing the applicants, who were
seeking approval to subdivide two lots off of their 68±-acre parcel to give to their sons, as shown on the
survey map accompanying the application (Parcels indicated as B &, C).
A motion was then made by Member Clark that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Brett Wyllie, with the vote recorded as follows:

Motion carried.
This becomes Action #19 of 2015.
Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Clark that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting in a
Negative Declaration. The motion was seconded by Member Morey, with the vote recorded as
follows:

Motion carried.
This becomes Action #20 of 2015.
With no further discussion, a motion was then made by Member Monica Carey to waive a Public
Hearing and approve the Minor Subdivision, as requested. The motion was seconded by Member
Mark Baxendell, with the vote recorded as follows:

Chair Neuhauser asked the Board if they had any questions; they did not. It was noted for the record
that a copy of the Legal Notice had been received by the Town Clerk on 18 May 2015 from Richard and
Emily Fenton with "We have no problems with this." written across the bottom.
A motion was then made by Member Wyllie that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Final Site Plan. The motion was seconded
by Member Clark, with the vote recorded as follows:

Robert P. lis Doris A. Hyde, Applicants/Reputed Owners - 7 Hart Drive - TM #39.-1-1.7 - Minor
Subdivision of Land
Chairman Neuhauser recognized Robert Hyde, who was seeking approval to subdivide a 1±-acre lot off
of their 8.5±-acre parcel, as shown on the maps accompanying the application. The purpose was to
separate the house from the remainder of the parcel. The Board had no questions.
A motion was then made by Member Morey that the Town of Groton Planning Board declares
itself as Lead Agency under SEQRA for the proposed Minor Subdivision. The motion was
seconded by Member Wyllie, with the vote recorded as follows:

Merle &Lois Ploss-No Application-TM #36.-1-67.2 - Proposed Minor Subdivision
Realtor Bob Walpole appeared before the Board to advise them that he will be making application to
subdivide the Ploss'land sometime in the future. He stated that the Ploss Estate was in the process of
being sold. This 141±-acre parcel will be split into four units for their children. He displayed a survey
map showing what is proposed and explained the dimensions of all the parcels and to whom they will
be deeded. He advised that there was sufficient road frontage for all parcels. Member Carey was
concerned if there would be two residences on one parcel; this would be taken care of by adjusting the
parcels, Bob affirmed. He will be back before year-end.
No Action Taken.
OTHER MATTERS
❖ Bob Walpole- Stated he will be having two more applications for Tillotson.
❖ Councilman Sheldon Clark - reported that the new Town Supervisor, Don Scheffler,
is doing an excellent job and his appointment was a good choice. Former Supervisor
Glenn Morey, now a County Legislator, reports County Legislative business to the
Town Board each month.
OTHER BUSINESS
Chairman Neuhauser acknowledged a letter from the Village of Groton suggesting that the Town and
Village combine a Comprehensive Plan. There will be a meeting on 1 June, 7 PM at the Village Office
and this Board is invited to attend. Chairman Neuhauser has another meeting at that time, and he
reported that Member Maloney Hahn will attend, and he would like other Board members to attend
also.
ADJOURNMENT
At 8:10 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded
by Member Morey, with all members present voting in favor.
