REGULAR MEETING
The Regular Meeting of the Town of Groton Planning Board was called to order by
Chairman Ed Neuhauser at 7:30 p.m.
APPROVAL OF MINUTES - 15 JANUARY 2015
A motion was made by Member Barbara Clark to approve the Minutes of the 15 January 2015
Planning Board meeting, as submitted. The motion was seconded by Member Lisa Maloney
Hahn, with the vote recorded as follows:
Ayes: Chairman Neuhauser Nays: None
Member Carey
Member Clark Absent: Member Baxendell
Member Morey
Member Maloney Hahn
Member Wyllie
Motion carried.
This becomes Action #11 of 2015.
APPROVAL OF MINUTES - 19 FEBRUARY 2015
It was noted that Board Member Monica Carey was absent at this meeting and the Minutes should
reflect this.
A motion was then made by Member Maloney Hahn to approve the Minutes of the 19 February
2015 Planning Board meeting, as corrected. The motion was seconded by Member Bret Wyllie
with the vote recorded as follows:

Motion carried.

OLD BUSINESS - NONE
NEW BUSINESS
Sandra Swearingen, Applicant/Reputed Owner - 264 Old Peruville Road - TM #35.-1-20.22 -
Proposed Minor Subdivision
Chair Neuhauser recognized the applicant who explained that she was seeking approval to subdivide a
40±-acre parcel into three lots: Lots A &, B, 19± A. per each, Lot C, 2± A., all as shown on the maps
accompanying the application. Each lot has sufficient road frontage, with the smaller parcel, C,
having 225± feet along Old Peruville Road. Ms. Swearingen stated that the survey has been ordered
and will be done when snow cover is gone. Lot C is improved with a house, and there is an accessory
building on Lot B; the owner plans to build a house on Lot B in the near future.
With no further discussion, a motion was made by Member John Morey that the Town of Groton
Planning Board declares itself as Lead Agency under SEQRA for the proposed Minor Subdivision.
The motion was seconded by Member Wyllie, with the vote recorded as follows:

Chair Neuhauser then read aloud Part II of the Short Environmental Assessment Form. Negative
responses were obtained to all questions in Part II.
A motion was then made by Member Wyllie that, based on the information and analysis of the
SEQR concerning this application, the Town of Groton Planning Board has determined that the
proposed action will not result in any significant adverse environmental impact, resulting
in a Negative Declaration. The motion was seconded by Member Clark, with the vote recorded as
follows:

Motion carried.

With no further discussion, a motion was then made by Member Monica Carey to waive the Public
Hearing and approve the Minor Subdivision, as requested. The motion was seconded by Member
Maloney Hahn, with the vote recorded as follows:

OTHER BUSINESS
❖ Planning/Zoning Training- Chairman Neuhauser reported on upcoming workshops
for Board members pertaining to Solid Waste Management, and one regarding Flood
Plain Management. Flyers were given to Board members.
❖ Gary Coats, CEO - Gary advised that next month there may be a Sketch Plan
Conference before the Planning Board pertaining to a proposed small airport on 34B,
near Sharpsteen Road. No other information was provided.
ADJOURNMENT
At 7:45 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded
by Member Morey, with all members present voting in favor.
